비도시지역 디지털 지리정보 구축을 위한 기초연구 (A Preliminary Study for Implementation of Digital Geographic Information in Non-Urban Area)

  • 본 연구는 비도시지역 디지털 지리정보구축 추진을 위한 중장기 기본계획안에 대한 연구를 수행하여 도출된 제도적 기반 확립을 통해, 비도시지역을 중심으로 한 디지털 지리정보구축을 토대로 전국토가 세계화 개방화 정보화 시대에 대응할 수 있도록 기초자치단체의 정보화를 강화하고자 하는데 그 목적이 있다. 중장기 계획안은 1/1,000 수치지도와 영상지도, 수치표고모형을 동시에 제작함으로써 1단계에서 디지털 지리정보 구축 및 유지관리 조직 구성, 비도시지역 공간정보인프라 구축, 관련법규 정비 및 지역협의회 구성의 기반정보를 구축하고, 2단계에서는 디지털 지리정보 구축확산, 지리정보유통 활성화, 공간데이터웨어하우스 구축, 도시계획종합관리시스템 구축 및 3차원공간정보시스템 구축의 정보화 확산 및 3단계에서는 지리정보 현행화 및 유지관리, 부가가치정보 생산, 행정업무의 고도화 및 대민서비스 극대화를 통한 정보 고도화를 실현함으로써 시군구/시도/중앙정부의 통합지리정보의 기반이 되는 지리정보를 구축 방안을 제시하고자 한다.

나노기술 경쟁력 지수의 개발 (Development of a Nanotechnology Competitiveness Index)

  • In this study, we have developed an index suitable for determining nanotechnology competitiveness. The analytic hierarchy process is used to compared Korean nanotechnology competitiveness with nine high-ranked countries in terms of OECD GDP along with China, India, and Russia. We fund Korea to be ranked fourth among the twelve countries. Despite Korean high rank, it has some problems with regard to infrastructure and industry development. To become a leading country in nanotechnology, Korea needs to strategically invest into research capabilities for nanotechnology, support industry convergence based on nanotechnology, and increase investment into infrastructure development. The findings of this study will contribute to enhancing nanotechnology-related policies and research.

University/Hospital Collaborations to Promote Research and Evidence Based Practice in Clinical Environments

  • Systems and processes to provide clinical education to students of nursing have been established between universities and health facilities in all countries where nurse education is tertiary based. However, systems and processes to link nurse researchers based in universities to their clinical colleagues are less well developed. When collaborations are established they are frequently based on personal networks, and while the rhetoric of the organizations encourages these collaborations, they are largely unrecognised by senior administrators in health facilities. The research is frequently "invisible" and the clinician researchers usually do not have access to appropriate infrastructure and other resources that are required to support large projects that have the potential to change practice across organisations. This situation influences the focus and scope of nursing research and limits opportunities for clinicians to be engaged in the generation of professional knowledge. The University of Western Sydney (UWS) has taken a strategic approach to the development of collaborations for research and has linked with health services in Western Sydney to establish and maintain research centres and adjunct appointments. The partner organisations jointly fund the infrastructure of the centres which include a Professor, research assistant position(s) and administrative staff. Five Professors of Nursing have been appointed to positions in one of three nursing research centres. This paper describes the approach established by the School of Nursing at UWS to build collaborations with clinical areas to promote research. This approach could be adopted or adapted by other facilities.

학교시설의 민자공급에 따른 학교시설관련 기술관료조직 제도개선에 관한 연구 (The Study on the Development of the Technocrat Organization Structures under the PFI Implementation of the Public Educational Facilities)

  • Korean government implemented the Build-Transfer-Lease (BTL) mechanism since 2005 as one of the privatization methods to procure the social infrastructure with private investment. The mechanism was originally prepared 10 provide such public properties as education facilities, child-care facilities, old generation recuperation facilities, medical welfare facilities, military personnel's apartments, environment facilities, and lease apartments. Since 2005, a total of 13.5 trillion won-valued private fund has been directed to the public educational facilities, which occupies 58% of the total private investment in the facilities of the seven categories. However, many officials in the local public entities have anticipated that the local entities need to be restructured or downsized because of the privatization in stead of providing the educational facilities by governmental finance. The main objective of this study is to identify the appropriate technocrat organization structures to manage the privatization procedures.

우리나라 구급제도의 민영화 도입방안에 관한 연구 (Study on Privatization of First-aid Service Systems in Korea)

  • 본 연구는 우리나라의 구급제도에 대한 문제점을 도출하고 개선방안을 제시하는데 중점을 두었다. 현재 구급제도는 전문성의 미흡, 재정확보의 한계 등의 여러 가지 문제점이 도출되고 있다. 이를 개선하기 위해 구급인프라가 지속적으로 확충 개선되어야 하며 응급의료 전문의사의 배치, 구급업무의 질 향상을 위한 충분한 노력이 필요하다. 또한 구급제도에 유료화를 단계적으로 도입하여 재원확보와 전문성을 살리고 병원, 보험회사 등과 민관파트너십을 구성하여 119구급서비스의 통합운영체제를 구축하여야 한다.

A Study on Riparian Forests of Idle Land to Build Design Using the IPA Strategy

  • In this study 'forest design in waterside unused land' of 'waterside area' in the specificity that multilateral, including landscape, recreation, social and environmental aspects in the space, taking into account by multiple factors :Raise 'practicality' than a functional management and police to hang out with, each element is usually way to improve the beauty. There is currently carried out waterside green area creation, which is artificial plantation and open spaces only emphasizing 'landscape' with lacking multi-function purpose, as a 'forest design in waterside unused land' strategy but it should be lowered by performance in this strategy. And the study suggested a strategy which prepared cultural and social infrastructure to be able to attract different fund and build local character as an alternative demand plan considered environmental character as a top priority.

The Present and Prospect of China IT industry

  • China has been aware of the urgent need of developing electronic and information industry in order to improve its productivity. Since 1991, IT industry has been one of the main factors to influence China's economic growth. In the results of the efforts to develop its IT industry, China has achieved average 25% yearly growth rate of IT manufacturing industry since 1991. We will take a look at haw the main IT products' performances was, how the role of IT industry was in China economy and in China's trade and how the prospect of China IT industry will be. However, we need to know that, depending an the different areas, the environment of the China's IT industry will be quite different. In China, the east coastal area has the better environment of technology, menpower, infrastructure, and fund for the development of IT industry and the IT industry of this area is very competitive, comparing with the middle and west area.

도시개발사업의 투자가치 평가를 통한 전략적 도시관리 방안에 관한 연구 - 용인시 구갈 역세권 지역을 중심으로 - (A Study on Strategic Direction of Urban Management through Evaluation of Value-for-Money for Urban Development Projects - Focused on the Region of Gugal Station Area in Yongin City -)

  • 본 연구에서는 경기도 용인시 기흥구 구갈동(구갈역세권)과 보라구역, 중동구역 일대를 중심으로 개발계획, 개발잠재력, 입지여건과 아울러 녹색 및 재해예방 인프라에 대한 4가지 측면을 고려하여 대상지의 투자가치 평가를 통한 전략적 도시관리 방안을 연구하였다. 방법론 측면에서는 평가항목간의 상관관계를 고려할수 있는 네트워크 분석적 의사결정법을 통하여 판단해보고자 하였다. 분석 결과 개발계획에서는 개발용도, 키테넌트, 자금조달, 마케팅순으로, 개발잠재력에서는 시장성, 정체성, 역사성 순으로, 입지여건에서는 토지이용, 주변환경, 교통환경순으로, 마지막으로 녹색 및 재해예방인프라에서는 자연재해예방, 인적재해예방, 사회적 재해예방순으로 나타났다. 본 연구의 결과는 향후 도시개발사업 추진하는데 있어 합리적인 사전 평가방안으로 활용할 수 있을 것이라 본다.

주요 수산국과 한국간의 수산보조금 비교 분석 (Comparative Analysis on Fisheries Subsidies between Major Countries and Korea)

  • The object of this paper is to review the fisheries subsidies of the major FFG(Fish Friends Group) which argue the elimination and the phasing-out, to compare with Korea's subsidies category and provide the basic information for planning of fisheries subsidies policy and the negotiation strategy in the future. The result from the comparative analysis of the subsidies between the major FFG showed that WWF(World Wildlife Fund) fisheries subsidies categories, with the exception of Marketing and Price Support Program which is similar to Korea in terms of the supporting type and methods, differ from those of Korea. Also, The unique type of WWF Fisheries Subsidies, which is beyond Korea's subsidies, are Direct Payment for Fishermen and Fishery Wokers, Capital & Infrastructure Support, Fishery Management and Protection, etc. In case of capital support and fisheries fuel, the payment method or other institutional backgrounds is somewhat different from each nation. On the base of this analysis, this paper is suggesting the direction of the Korea's Fisheries subsidies policy as follows ; First, developing new policy methods and supporting ways such as Direct Payment for Fisherman is needed. Second, Converting fisheries subsidies category expected to be classified to Red Amber into another type of non-negative subsidies should be carried out, demonstrating that these kinds of subsidies give no negative effect to the environment and the trade, Third, Reviewing the categorize system of Korea's subsidies and revising it according to international trends is necessary as well. In respect to WTO/DDA, the watchful analysis of Korea's fisheries program must be preceding in ahead of making the negotiation strategy. And Korea firstly need to stress the fact that, while the major FFG can directly pay for fisheries section, other nations have no choice but supporting in preferential tax or loan manner. Using this kind of strategy, it is may enlarge the negotiating power in the WTO/DDA to reflect fully Korea's position.

Semi-active storey isolation system employing MRE isolator with parameter identification based on NSGA-II with DCD

  • Base isolation, one of the popular seismic protection approaches proven to be effective in practical applications, has been widely applied worldwide during the past few decades. As the techniques mature, it has been recognised that, the biggest issue faced in base isolation technique is the challenge of great base displacement demand, which leads to the potential of overturning of the structure, instability and permanent damage of the isolators. Meanwhile, drain, ventilation and regular maintenance at the base isolation level are quite difficult and rather time- and fund- consuming, especially in the highly populated areas. To address these challenges, a number of efforts have been dedicated to propose new isolation systems, including segmental building, additional storey isolation (ASI) and mid-storey isolation system, etc. However, such techniques have their own flaws, among which whipping effect is the most obvious one. Moreover, due to their inherent passive nature, all these techniques, including traditional base isolation system, show incapability to cope with the unpredictable and diverse nature of earthquakes. The solution for the aforementioned challenge is to develop an innovative vibration isolation system to realise variable structural stiffness to maximise the adaptability and controllability of the system. Recently, advances on the development of an adaptive magneto-rheological elastomer (MRE) vibration isolator has enlightened the development of adaptive base isolation systems due to its ability to alter stiffness by changing applied electrical current. In this study, an innovative semi-active storey isolation system inserting such novel MRE isolators between each floor is proposed. The stiffness of each level in the proposed isolation system can thus be changed according to characteristics of the MRE isolators. Non-dominated sorting genetic algorithm type II (NSGA-II) with dynamic crowding distance (DCD) is utilised for the optimisation of the parameters at isolation level in the system. Extensive comparative simulation studies have been conducted using 5-storey benchmark model to evaluate the performance of the proposed isolation system under different earthquake excitations. Simulation results compare the seismic responses of bare building, building with passive controlled MRE base isolation system, building with passive-controlled MRE storey isolation system and building with optimised storey isolation system.
