This paper sets out what can be said in general about pricing within transport sectors. In this paper we briefly restate the economic principles of pricing that hold for two transport sectors-road and rail. This is used as a basis for a discussion of pricing principles in the transport sector. Here we focus on the pricing of user charges of transport infrastructures. We start this paper to analyse road transport sector and compare it with rail sector. In fact as a result of the trend towards rail reform, the issue of charging mechanisms for the use of rail infrastructure has become increasingly important. In this paper, we just take the problem in theory and present some foreign cases. But our long-run objective will be the design of efficient user charges of infrastructures based on fair intermodal competition.
We are on the verge of paradigm shift for the design and operation of our urban water systems from treatment- and efficiency-based to recirculation- and sustainability-based. One of the most frequently suggested alternatives to embody this paradigm shift is to decentralize the currently highly centralized urban water infrastructure. However, claims for water infrastructure decentralization are often criticized due to poor economic feasibility, unstable performance, and unprofessional operation and maintenance. The current study critically reviews the literature to discuss the technical advancement needs to overcome such challenges. Firstly, decentralized water infrastructure was briefly defined and the rationale for the proposal of its introduction to the next-generation urban water systems was laid down. The main discussion focused on the following water technologies, which require special attention when working with decentralized water infrastructure: i) material collection, storage, and transport; ii) easily scalable water treatment; iii) sensor, information, and communications; and iv) system optimization. The principles, current development status, and challenges were discussed for each of the water technologies. The discussion on the water technologies has enabled the identification of future research needs for their application to the next-generation urban water systems which will be designed following decentralized water infrastructure. This paper will significantly improve the current understanding on water infrastructure decentralization and provides insight on future direction of water technology development.
Korea has been at the forefront of efforts to enhance international cooperation in transport and communications within Northeast Asia. This effort is driven not only by the benefits that could accrue to the Korean Peninsula but also to all nations in the region. Mutual cooperation within Northeast Asia would reduce transport and communications costs and provide the basis for a regional transport and logistics network. Before progress can be made towards an integrated transport and communications system in Northeast Asia, however, there is a need to evaluate its prospects, outline a visionary plan, and detail a preferred strategy. The strategy to develop the Korean Peninsula as the gateway for Northeast Asia should harmonize with the region's common transport (and communications) policy The strategy adopted by South Korea is focused primarily on the development of an improved logistics infrastructure that would be extended to North Korea upon reunification. The seaport and airport developments In Korea will have to be supported by improved access to planned high-speed railways, expressways and freight distribution centers that, in turn, are to be integrated with new telecommunications and computer technologies. The benefits from these improvements will be lost unless existing government monopolies controlling seaport, airport, rail, road and expressway developments are commercialized to ensure that the price of transport reflects its actual cost. Technical harmonization between different modes should be promoted to facilitate efficient intermodal transport between the Korean Peninsula and the rest of Northeast Asia.
This study applied the macro-micro simulation model (i.e., what-if analysis) to investigate the impact of transport related to the Belt and Road Initiative (BRI) on poverty and income inequality in Laos. We selected Laos as a case study of a developing country. We used the standard GTAP model with the GTAP database (version 10) for the macrosimulation, whereas we used the household model with the latest Lao household data from 2019 for the microsimulation. Our findings revealed that the output of the Lao economy was anticipated to increase by up to 0.3%, while the poverty rate was anticipated to decline from 17.0% to 15.7%. However, there would be winners and losers in industries and groups of households in different areas. In particular, rich households with a comparative socioeconomic advantage, such as in education, engagement in nonfarm business, and infrastructure access, would mostly gain benefits; consequently, this would lead to higher inequality in Laos. Therefore, the inequality index (i.e., the Gini coefficient) would increase from 41.2 to 60.1. After a simulation of BRI transport, we also found that some nonpoor households, which are mainly associated with farm activities and lower educational levels, would fall into poverty.

Emergency transport is directly related to the life of the patient, and rapid transport to the hospital is crucial. However, external environmental factors such as traffic or weather, interfere with hospital transport. In this study, we investigated the external environment affecting hospital transport time. We examined the transfer time and patient treatment time of emergency patients in an area of northern Gyeonggi-do from 2018 to 2020. Diagnosis after arrival at the hospital was used, and on-site treatment time was measured from paramedic arrival time at the scene to departure. Furthermore, we examined whether there was a correlation between the time paramedics left the scene and hospital arrival time through the reason for the delay as recorded in the emergency log. Traffic jams had the greatest impact on patient transport, while transport delays occurred due to heavy rain, but not snow. Among injured patients, electrical accidents were the most problematic in terms of on-site treatment time. This was because a lot of first aid is needed in electrical accidents. It must be necessary to mobilize two ambulances in an emergency through the expansion of infrastructure, prepare a plan for rapid transport in heavy rain, and implement strong laws against transport obstruction.
Korea's air transport industry has a 70-year history since Korea National Airline was establishment in October 1948. Korea has 9 airlines which have international air transport business licenses, and as of 2017, air transport performance(Domestic & International) is ranked 8th in the world. Through analysis of Korea's air transport industry, this paper examines the essential problems of the domestic air transport industry and what policies and laws should be supplemented, and presents an "Policy Directions for the Air Transport Industry" that can continue to grow into a global aviation leading country in the future. Analysis of aviation statistics shows that the nation's air transport industry has a very high growth rate, and national airlines continue to invest in sustainable growth. Furthermore, new companies are also trying to enter the market. As of November 2018, four companies applied for licenses for international air transport business, one for international air transport business (cargo) license, and the Ministry of Land, Infrastructure and Transport is expected to decide whether to issue the license by first quarter of 2019. While some expect price reductions and consumer benefits through competition promotion, others worry about worsening airline financial structures and reducing safety investment due to competition. To sum up the problems of the nation's air transport industry, first, low-cost airlines focus only on attracting domestic demand, and thus have a weak foundation for continued growth. Second, the rapid growth in recent years has led to the lack of aviation professionals such as pilots and technicians and the saturation of slots at major airports. Third, since the financial soundness of airlines is not systematically managed, the financial situation of airlines can quickly deteriorate and the damage can be attributed to consumers. In order for the national airlines to continue to develop, the first is to focus on the endless demand of the global aviation market and to secure international competitiveness. Second, the government should support the airline infrastructure according to the size of the air transport industry, third, we will systematically nurture aviation experts who will lead the future of the nation's air transport industry, and finally, the government will have to continuously manage the financial status of airlines to prevent consumer damage in advance. Nowadays the air transport industry has become very competitive. Not only do airlines have to work hard for the sustainable development of national airlines, but all government agencies must support our airline companies in policy to win international competition.

As the competition among the autonomous vehicle (AV, here after) developers are getting fierce, Korean government has been supporting developers by deregulating safety standards and providing financial subsidies. Recently, some OEMs announced their plans to market Lv3 and Lv4 automated driving systems. However, these market changes raised concern among public road management sectors for monitoring road conditions and alleviating hazardous conditions for AVs and human drivers. In this regards, the authors proposed a methodology for monitoring road infrastructure to identify hazardous factors for AVs and categorizing the hazards based on their level of impact. To evaluate the degrees of the harm on AVs, the authors suggested a methodology for managing road hazard factors based on vehicle performance features including vehicle body, sensors, and algorithms. Furthermore, they proposed a method providing AVs and road management authorities with potential risk information on road by delivering them on the monitoring map with node and link structure.

The Kurobe river, which runs through eastern Toyama Prefecture is one of the most famous rivers for wild water because of its steep slope in the range from 1/5 to 1/120. This river forms an alluvial fan in the range up to 13 kilometers from the sea. In this region, significant seepage flow occurs and thus the stream sometimes been intermitted. Moreover, the amount of seepage flow seems to vary with the groundwater level of the region. To keep the river environment healthy for flora and fauna, especially to conserve good condition for spawning of fishes, an appropriate environmental flow should be maintained in the river. To achieve this target, controlling of the upstream reservoir has to be studied in depth. One of the major problems to decide the amount of water to be released from the reservoir to maintain the environmental flow is to estimate the amount of water leaked into the groundwater from the river. This phenomenon is affected by the river flow rate as well as the groundwater level in the alluvial fan and the conditions vary in space and time. Thus, a grid-based hydrological cycle analysis model NK-GHM has been applied to clarify the hydrological cycle componentsin this area including seepage/discharge from/to the river. The model was tested by comparing with river flow rate, groundwater levels and other observations and found that the model described those observations well. Consequently, the seepage from the Kurobe river was found significant but it was also found that the groundwater in this region has been preserved by the recharge from the irrigation water supply into paddy fields in the alluvial fan.
PURPOSES : In this study, systematic road snow-removal capabilities were estimated based on previous historical data for road-snowremoval works. The final results can be used to aid decision-making strategies for cost-effective snow-removal works by regional offices. METHODS : First, road snow-removal historical data from the road snow-removal management system (RSMS), operated by the Ministry of Land, Infrastructure and Transport, were employed to determine specific characteristics of the snow-removal capabilities by region. The actual owned amount and actual used amount of infrastructure were analyzed for the past three years. Second, the regional offices were classified using K-means clustering into groups "close" to one another. Actual used snow-removal infrastructure was determined from the number of snow-removal working days. Finally, the correlation between the de-icing materials used and infrastructure was analyzed. Significant differences were found among the amounts of used infrastructure depending on snowfall intensity for each regional office during the past three years. RESULTS:The results showed that the amount of snow-removal infrastructure used for low heavy-snowfall intensity did not appear to depend on the amount of heavy snowfall, and therefore, high variation is observed in each area. CONCLUSIONS:This implies that the final analysis results will be useful when making decisions on snow-removal works.

In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.
