Local assemblers of agricultural products perform important distribution functions such as providing sales outlets, labor forces, market information, and financing, forward contracting, farming, physical distribution, and etc. However, their business activities are not transparent and producers are not effectively protected from unfair practices done by local assemblers. In order to enhance transparency and to increase effectiveness of governmental policies, local assemblers, which are mostly private management, should be organized as corporations. In order to organize corporations, the government should emphasize the importance of education and should provide corporations with governmental funds for improvement of agricultural distribution. Corporations should be developed to marketing cooperatives in the long run, and are requested to form their federations. It is also necessary to have transparent forward contracting system by local assemblers. In order to have transparent system, producers and local assemblers are guided to use standard contract forms and to operate offices handling unfair trade practices by local assemblers. We also need a place to exchange forward contracts, which can be developed to a futures market in the long run. In summary, local assemblers of agricultural products, which are mostly private management, should be developed to corporations and be operated by a transparent manner in order to protect agricultural producers and increase efficiency of trading.
The main objective of this study is to examine the situations of group-homes for the elderly and clarify the problems of them. This study investigates the present conditions of welfare facilities and supply conditions. 4 group-homes were surveyed in Jeonju and Kwangju cities. Data was collected through various ways including the survey conducted by facility operators, the measurement of living space, and photo-takings. The major results of this study are as follows: 1) With the introduction of nursing care insurance in 2008, the increase of the demand and supply to group-home will be expected, due to less cost for recuperation. The care of elderly in homelike atmosphere is effective to the elderly suffering from dementia. Therefore, it is proper that the supply of group-homes for dementia will be needed. 2) Group-homes for the elderly are being supplied under the standards of welfare facilities in the present. Separate supply standards, however, are needed because they are not suitable for small scale group-homes. 3) To supply Group-homes for the elderly on a one-unit basis would cause various problems such as economical unreality, personnel distribution and so on. It is necessary to supply more than two units for more efficient management. 4) The management of group-homes for the elderly is financially unstable because the operating funds heavily depend on the users or people who are connected with the facilities through private networks. Therefore, additional support is needed to settle the financial problem. It would be helpful to build the public networking that provides information about the group-home for the elderly for the public. 5) In case of the increase in the supply of the group-home in a residential area, it could be helpful to promote the group-home to the public. 6) The operators state that the main problems of group homes for the elderly lie in financial difficulties and the shortage of professionals and volunteers. The financial, personnel, and material support for personnel and the supervision of management are required for the transparency and effectiveness of the facility management. In addition, the closer network and cooperation system with the community is required. 7) The present living environments for group-homes for the elderly leave much room for improvement, considering the physical condition of the elderly. The more careful selections in the color, shape, material, and equipment of the facilities should be made for the convenience of the elderly users.
This article analyzes the latest cases of Digital Social Innovation such as crowdsourcing and online petitions for public trouble-shooting in oder to demonstrate that public engagement of the citizens on decision making can enhance the quality of democracy. Digital Social Innovation contributes to citizen's participation on decision making and policy implementation with taking advantage of digital technologies of crowdsourcing and online petitions. Active civic engagement for decision making literally helps to improve and democratize government policy. These series of processes not only improve quality and efficiency of policy governance by building up transparency and effectiveness of policy itself but also enhance the throughput legitimacy. With this article, I quote and analyze various practices of Digital Social Innovation which we had substantiated to demonstrate the effectiveness of civic engagement for decision making to improve and enhance democracy. The hypothesis that the Digital Social Innovation attempted in various ways is a principal factor of democratization could be verified. Moreover, the practices of Digital Social Innovation helps the civic participation in policy making in modern society. Finally, this article suggests an implication of Digital Social Innovation as part of efforts to ensure the involvement of throughput legitimacy for the development of democracy.

Many countries have developed a safety case suitable to their own countries in order to improve the confidence of disposal safety in deep geological disposal of high-level radioactive waste as well as to develop a disposal program and obtain its license. This study introduces and summarizes the meaning, necessity, and development process of the safety case for radioactive waste disposal. The disposal safety is also discussed in various aspects of the safety case. In addition, the status of safety case development in the foreign countries is briefly introduced for Switzerland, Japan, the United States of America, Sweden, and Finland. The strategy for the safety case development that is being developed by KAERI is also briefly introduced. Based on the safety case, we analyze the efforts necessary to improve confidence in disposal safety for high-level radioactive waste. Considering domestic situations, we propose and discuss some implementing methods for the improvement of disposal safety, such as construction of a reliable information database, understanding of processes related to safety, reduction of uncertainties in safety assessment, communication with stakeholders, and ensuring justice and transparency. This study will contribute to the understanding of the safety case for deep geological disposal and to improving confidence in disposal safety through the development of the safety case in Korea for the disposal of high-level radioactive waste.

$LiPO_3$ glass scintillators were fabricated, and lanthanides(except Pm) oxides or chlorides were used as an activator. For the fabrication of $LiPO_3$ glasses, optimum heating conditions were obtained, and the photoluminescence of the glasses was measured by the monochromator. For the best transparency of the glass samples, optimum heating temperature and time are $950^{\circ}C$ and 90 min, respectively. It was found that Pr, Nd, Gd, Ho, Er, Tm, Yb and Lu do not work as activator; emission spectrums of samples with them were equal to those of samples without activators. In the case of samples with Europium, the peaks of emission spectrum of $Eu^{2+}$ and $Eu^{3+}$ were 420 nm and 620 nm respectively. And samples with $Ce^{3+}$ were about 380 nm, and $Tb^{3+}$ were about 550 nm. Glass scintillators with $Be^{3+}$, $Eu^{2+}$, and $Ce^{3+}$ were found to be more applicable to neutron detection. The result of neutron detection by Ra-Be sources showed that $Ce^{3+}$ was found to be the best activator of $LiPO_3$.
This paper studies implications of financial conglomeration for both financial risk of individual conglomerates and systemic risk potential in post-crisis Korea. Our analyses suggest that we cannot conclude that financial conglomerates are taking on higher risks relative to non-conglomerate independent institutions. We also find that larger financial institutions show a significantly higher profitability and lower variability in profitability operating on a superior efficient frontier. However, it turns out that the consolidation has raised systemic risk potential as direct and indirect interdependencies among large banking institutions have substantially increased. Furthermore, financial conglomerates have become more vulnerable to contagion risks from non-bank sectors and capital markets. In the face of the shifting risk structure, financial supervisory and regulatory systems must be upgraded toward a more risk-based, consolidated supervision. Prompt corrective action provision for financial conglomerates must be based upon fully consolidated group risks, and effective supervisory devices need to be introduced to avoid inadvertent extension of public safety net to cross-sectoral activities of financial conglomerates. It is also critical to strengthen internal control and risk management capacities at financial conglomerates, and to establish strong market discipline by improving information transparency and monitoring incentives in the financial market.
Purpose - This study examines the adverse press coverage that has increased in proportion to the remarkable growth of various kinds of franchise businesses in the food service industry. Today, the trust of franchisees in relation to their franchisor, and the maintenance of good relations between the two, has become a significant social issue. This study investigates relationship satisfaction and the long-term commitment between the franchisor and franchisee. Research design, data, methodology - We used a path analysis to investigate the relationship between justice and trust, trust and relationship satisfaction, justice and relationship satisfaction, trust and long-term commitment, and relationship satisfaction and long-term commitment. Structural Equation Modeling and a Sobel test were used to investigate the mediating effects of trust and relationship satisfaction. Data were collected from 237 Food Franchisees in Seoul and Gyeonggi Province in order to test the theoretical model and its hypotheses. Two research methodologies are generally used in the distribution management field. For this study, an empirical method was used. Results - A causal analysis was carried out to test if the research model has a sufficient fit index (for instance, χ2 = 46.694, df = 10, p = .000, GFI = 0.946, AGFI = 0.850, RMR = 0.034, NFI = 0.966, CFI = 0.973), and the results showed that the model was sufficient, thus demonstrating the suitability of the research model. Each hypothesis had a positive influence, both on long-term commitment and relationship satisfaction. Justice with the franchisor had a positive influence on trust. Relation satisfaction cognized by franchisees was found to positively influence long-term commitment. The franchisee perception of justice in relation to the franchisor had no significant influence on long-term commitment. The study investigated the hypothesis that trust could mediate justice and long-term commitment, and that relationship satisfaction could also mediate long-term commitment Both trust and relationship satisfaction were found to be important for long-term commitment. Specifically, trust sub-factors and justice sub-factors influenced long-term commitment. Identification-based and knowledge-based trust were more important than calculus-based trust. Distributive justice was deemed more important than procedural justice; distributive justice should thus be strengthened. Conclusions - Both franchisor and franchisee were independent businesses. Evidently however, the franchisor could not ensure profit without long-term commitment from the franchisee. As for the success of the franchise business, the franchisor should carry out appropriate strategies leading to a satisfactory relationship. For example, transparency makes it possible to maintain and enhance trust and to improve relationship satisfaction. Just relations between franchisor and franchisee should make it possible to maintain and enhance the franchisee's trust. The franchisor should provide a variety of information with respect to the franchisee's business success. Finally, in order to improve the franchisee's long-term commitment, the franchisor should ensure a just approach with trust and relationship satisfaction among their strategies.

A ' Virtual Private Network (YPN) over Internet' has the benefits of being cost-effective and flexible. However, given the increasing demands for high bandwidth Internet and for reliable services in a 'VPN over Intemet,' an IP/GMPLS over DWDM backbone network is regarded as a very favorable approach for the future 'Optical VPN (OVPN)' due to the benefits of transparency and high data rate. Nevertheless, OVPN still has survivability issues such that a temporary fault can lose a large amount of data in seconds, moreover unauthorized physical attack can also be made on purpose to eavesdrop the network through physical components. Also, logical attacks can manipulate or stop the operation of GMPLS control messages and menace the network survivability of OVPN. Thus, network survivability in OVPN (i.e. fault/attack tolerant recovery mechanism considering physical structure and optical components, and secured transmission of GMPLS control messages) is rising as a critical issue. In this Paper, we propose a new path establishment scheme under shared risk link group (SRLG) constraint for physical network survivability. And we also suggest a new logical survivability management mechanism by extending resource reservation protocol-traffic engineering extension (RSVP-TE+) and link management protocol (LMP). Finally, according to the results of our simulation, the proposed algorithms are revealed more effective in the view point of survivability.
The government is trying to secure reliability by raising the accuracy, objectivity, and transparency of the official price by promoting the reliability improvement plan of the official price and increasing the realization rate, but the Realization rate of Publicly Notified Individual Land Price is showing a big difference because the current market price is not fully reflected in the official price. Therefore, this study collected the actual transaction price reported to the RTMS in Wansan-gu, Jeonju, Jeollabuk-do and the individual official price of the KRAS and calculated the realization rate of publicly notified individual Land Price. SPSS 25.0 program was used for the empirical analysis of this study. The Dependent Variable was the realization rate of publicly notified individual Land Price, and Independent Variables, was six land characteristics items were selected, one-way ANOVA was conducted and post-test was conducted by Scheffe method. As a result of the analysis, average difference in realization rate of publicly notified individual Land Price was found in Residential areas, Commercial areas, and Farmland, Public land and Residential and commercia, Residential and Forest. Especially, it was found that the price of commercial area is higher than that of residential area and green area, and the price is less reflected in individual official land price.
Fresh cut vegetables provide convenience and rapidity to consumers. However, they have a weakness with respect to their short shelf-life due to browning and quality degradation via increased respiration. To overcome this problem, the effect of packaging film on the short-term storage of cut kimchi cabbages was investigated. Polypropylene (PP), oriented polypropylene (OPP), and low-density polyethylene (LDPE) films were used as packaging film, and cut kimchi cabbages were stored in the packaging films at $5^{\circ}C$ for 4 weeks. PP film packaging showed the least weight loss and soluble solids loss after 4 weeks. Titratable acidity increased during storage for all samples, however, the increase rate of titratable acidity in PP and OPP film packaging decreased, which was lower than that of LDPE film packaging. Color values decreased over time during storage. In appearance, PP film packaging was better than other films due to their high transparency. In a sensory test, there was no statistical difference among samples. Taken together, the transparent PP film packaging was more effective for short-term storage of cut kimchi cabbages. Thus, this study provides useful information for the selection of packaging materials for cut kimchi cabbage marketing.
