The purpose of this paper was to design evaluation process on technological information analysis done by re-tired scientists and engineers. Existing studies on evaluation system and methodology were analyzed and their implications are as follows. To provide useful feedback to the retired scientists, indicators of evaluation should be simplified and method of evaluation confined to the quantitative one. And the results of evaluation need to be utilized in direction to encourage the old scientists and engineers.

정보보호 기술의 운용에 있어서 기반기술로 작용하는 PKI 시스템의 신뢰성 확보를 위해서는 PKI 시스템에 대한평가가 반드시 필요하나, 국제적으로 아직까지 체계적인 평가 및 인증체계가 갖춰지지 않은 것이 사실이다. 국내의 경우에도 침입차단시스템과 침입탐지시스템에 대한 평가 및 인증은 이루어지고 있으나, PKI 시스템 평가에 대한 연구는 미비한 실정이다. 이에 따라 본 논문에서는 국내 PKI 시스템에 적용할 수 있는 PKI 시스템 평가기준을 제안하고자 한다. 평가기준은 최근 정보보호 시스템 평가에 있어서 국제적인 조류에 맞춰 국제 공통 평가기준(CC)와 호환가능성을 고려하고, 현재 진행되고 있는 국내 평가제도를 고려하여 작성하였다.

주관식 평가는 객관식보다 높은 수준의 인지 능력을 측정할 수 있으나 채점의 객관성과 신뢰성의 문제, 그리고 한국어 처리의 어려움으로 기피하여 왔다. 본 논문은 이와 같은 문제를 해결하기 위해 한국어의 구문정보와 격의미 정보를 이용하여 주관식 문제의 답안을 채점하는 시스템을 설계, 구현하였다. 이 시스템은 채점의 시간과 노력을 덜고 채점의 객관성을 획득할 수 있다. 시스템의 실험 결과 75%에 달하는 성공률을 얻을 수 있었고 본 시스템을 이용하여 학생의 답지 가운데 정답에 해당하는 답지를 찾는 정보검색의 관점에서 시스템을 평가한 결과 단어추출방법을 이용한 시스템보다 재현율과 정확률의 개선을 얻을 수 있었다. 이 시스템은 앞으로 주관식 채점 방법의 기초가 될 것으로 기대된다.

IT 기술이 발전함에 따라 군의 정보시스템은 효율적인 작전 수행 및 신속한 통신을 위해 현 IT 환경에 맞추어 발전하고 있으며, 이에 따라 네트워크 기술을 사용하는 첨단무기체계에 대한 사이버 공격 위협도 동시에 증가하고 있다. 이러한 문제를 예방 및 완화하기 위해 미국은 무기체계 개발 초기부터 전반에 걸쳐 사이버보안 시험평가체계를 적용하고 있다. 그러나 국내의 경우 사이버보안 시험평가 프로세스가 미약하여 사이버 공격에 따른 피해가 우려된다. 이에 본 논문에서는 미국과 국내 무기체계의 사이버보안 시험평가 현황을 분석하여 국내 무기체계 시험평가에 대한 문제점을 제기하고, 사이버보안 시험평가체계를 도입하는 방안을 제안한다.

This paper describes a design scheme of a system that tests or polls from the students at online class. By online test, the teacher can test the pre-knowledge level of the students and know how much students understand the lecture of the class. As the number of test increases, the burden of the preparation of setting question, evaluation of the test, and management of the test results is increased. In this environments, an online test management system make it easy to test and evaluate, and thus it would be a good tool for maintaining and managing the total procedure of the test or poll of the students. For evaluating the design of the system, we made a test system prototype and performed evaluations of the online test system. The online test and evaluation system provides a good tool for testing and evaluation of student's knowledge at the class with easy and fast way.

The main objective of this research is to identify the evaluation criteria of the local governments' projects for the fisheries industry development (LGPFID) and to develop the evaluation software prototype applicable to LGPFID. This research does not try to develop the whole evaluation processes and programs for LGPFID, but just to outline the approach to managing LGPFID. The evaluation processes and programs developed in this study is based on the group decision support systems(GDSS), which is a collaborative, system-oriented, and objective system useful in evaluating LGPFID. Specifically the goals of the programs are to : (1) enhance the quality of evaluation process for LGPFID; (2) provide the local government decision makers' and interest groups' access to comprehensive evaluation information; (3) support private-public collaboration in government's decision making. We used analytic hierarchy process model as a group decision making model and programmed the application software prototype with Visual Basic language.

현재 1995년 제1차 국가GIS계획이 본격화된 이후 국가GIS사업이 활발히 추진되어 국토공간정보 기반조성에 크게 기여하고 있으며, 이에 힘입어 GIS산업은 급속한 성장률을 보이고 있다. 그러나 국가GIS 정책관련 투자가 의도한 목표를 제대로 달성하고 있는지를 점검하고 바람직한 정책방향을 도출하기 위해서는 국가GIS정책 목표와 긴밀한 연계성을 가지는 체계적인 평가모형의 개발이 필요한 시점이다. 이 논문은 국가 GIS평가와 관련된 선행연구를 검토하고, 국내외 정보화평가제도의 현황과 문제점을 분석한 후, 이를 기반으로 국가GIS평가체계를 정립하고 구체적인 평가지표 도출을 시도하였다. 이 논문은 국가GIS사업 평가를 위한 기본틀을 제시함으로써 국가GIS사업에 대한 객관적인 평가를 도모하고, 이를 통해 GIS사업간의 연계성을 강화하고 중복투자를 방지함으로써 국가GIS정책의 성공적 수행을 도모하는데 기여할 수 있을 것이다.

An effort has been made in this paper to measure the project manager's reaction to R&D project evaluation and present the useful information related to rebuilding an R&D evaluation system. Results of this study show that project manager's reaction is related to the selection of reasonable items for evaluation, the rater's expertise, the project manager's participation in evaluation process and so on. Accordingly, managers of the research institute have to set up the evaluation system after deeply considering these results.

The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.

인터넷 및 정보기술의 발전은 정보의 생성 및 관리기술 뿐만이 아니라 정보보호의 중요성을 증대시키고 있다. 정보보호는 기술적인 측면만이 아니라 관리적인 측면을 포함한 영역이며 관리적 측면에서 정보보호 수준 평가에 대한 연구가 이루어지고 있다. 현재까지 대부분의 정보보호 평가체계는 정보보호제품에 중점을 두고 있다. 본 연구는 기업의 조직 관점에서 정보보호 수준 평가에 대한 연구를 목적으로 하고 있다. 기업의 정보보호수준을 평가하기 위해서는 기업 조직 전반에 대한 분석과 이를 기반으로 한 종합적이고 체계적인 평가 체계가 필요하다. 본 연구에서는 기업 전반에 대한 정보보호 요인을 기획, 환경, 지원, 기술 관리의 수준으로 구분하고 이를 기반으로 지표를 개발하여, 기업조직 전체의 정보보호 수준을 측정함으로서, 기업의 정보보호수준 위치 파악과 이를 통한 발전적인 정보보호 방향을 제시하기 위한 정보보호수준 평가체계를 연구하였다.
