Factors Causing Information Gap and Policy Principles to Bridge the Gap (정보격차의 요인과 정보격차 해고를 위한 정책적 원칙)

  • Information gap widens as the information society matures. This paper delineates the factors causing information gap as socioeconomic gap, commercialization of information privation of information means and information explosion. Due to these factors information gap between the information poor and the information rich inevitably widens. To bridge the information gap requires policy efforts that are based on democratic principles. This paper asserts that the public domain of information should be secured to ensure the fair and equal access to information and use of information. It is also argued that the function and role of the public information systems such as public libraries, public schools should be expanded and fortified to ensure the minimum level of fairness and equality in an information society. It is suggested that a public site in a cyber-space might be needed to form public opinions and exchange basic information.

  • Lots of investment projects of new development and redevelopment for information systems have been not taken care of in the field of administration and evaluation, for these information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality. In fact, quantitative and qualitative evaluation of investments in information systems projects are not sufficient. It is critically important to generally evaluate benefits of development or operation cost, urgency, external effects, and so on. In addition, the efficient monitoring and effective analysis of information systems are surely needed for beneficient results of investment in information systems. We propose an economics evaluation model for information systems projects.

  • As informatization has been accelerated, the secure information flow has become a major social concern. In that, this paper examines the theoretical background of the information society and the concept of universal service; compares the contrasting perspectives on the social meanings of information; analyzes the definition, importance, and components of information security and suggests some strategies on information security centering around the technical and institutional aspects of it. In so doing, this study aims at establishing the information security and at enhancing our understanding on the information society.

공공도서관을 통한 정보주권 확립방안

  • This is a way of establishing the information sovereignty in the industrial knowledge of society. The occurrence of the industrial knowledge of society builds knowledge and information as digital system. Digitalized knowledge and information has some characteristics of which the information should be light and variable, so that it can be transmitted rapidly. At this moment, if information super highway is built, and the digitalized information of the advanced information country comes to us, we are to get easily information dependence unless we are ready. Nowadays, our country is accepting the knowledge and information of the advanced information countries without filtering it properly. What is the reason? This means that we are lack of traditional knowledge resourses as the foundation of digital system. This paper deals with (1) the historical reason of the lackness of the traditional knowledge resourses, (2) the aspect of the consumer culture about knowledge and information, and (3) the aspect of the production culture about the knowledge and information. In order to overcome the information dependence, in this paper, we should change both production and consumption of our knowledge and information into a new pattern, establish the seed knowledge resourses, and build libraries everywhere we can use easily. For this case study, this paper takes examples of maeul (which may mean traditional villiage in Korea.) libraries on Changwon City.

The EDUNET in Public Libraries: Educational Information Services (공공도서관에서의 에듀넷을 이용한 교육정보봉사)

  • In the so-called “information society,”the information service function of public libraries is gaining an increasing importance. In order to meet the growing demand for educational information, the Korean government established the Center for Educational Multimedia Research and Development and opened in 1996 the EDUNET as a comprchensive educational information network. In this context, public libraries as social education institutions are expected to provide educational information services by utilizing the EDUNET information resources. The availability of EDUNET will even increase when the librarians assist users with systematic information search services, and digitalize printed materials in the library. For this purpose, it is necessary for them to accommodate new information technologies and, thereby, to raise the level of information services up to that of their users’needs by enhancing the librarians’expertise in helping users search information effectively. In this end, we suggest a financial decision be made to build an oversea educational information exchange system.

  • As information society is more and more deeloped, the importance of information filtering is gradually growing. That is, it is crucial to select the exactly necessary information for making decisions among a variety ofinformation. This study reviewed the theoretical framework of information filtering, which is systematically carrying out the above-mentioned mission in the space of producing and transferring digital information likewise Internet, and examined the informat n services on demand by applying information filtering. The more efficient information center is, the more positive it is to find out the way to give users value-added information through continuous monitoring, filtering and evaluation of incoming information.

  • This study is to identify needs for competitive intelligence education and curriculum modules for CI as an extension of Library & Information Sciences education in relation to new roles of information professionals in the 21st Century. For this purpose, a survey was conducted on local information professionals. CI curriculums with two critical modules are developed based on the survey. Module 1 deals with basic toolkits for information professionals, and Module 2 is about CI process and management. This curriculum will contribute to develop professional/personal core competencies of information professionals.
