The article theoretically substantiated, developed and practically implemented a structural and functional model of the formation of ICT competence, taking into account interdisciplinary integration, defines the pedagogical conditions that contribute to the formation of ICT competence: interdisciplinary integration as a basis for building an interdisciplinary course, the content of which is aimed at the formation of ICT competence; the use of IEE, including information, didactic, technological components as a basis for the formation of ICT competence; integration of formal, non-formal and informal education for the implementation the integrity of the acquired knowledge, skills, experience as the basis for the formation of the ICT competence of teachers; creation and use of a set of tasks (educational (UZ), educational and methodological (UMP), educational and professional (UPZ)) as special tools for the formation of ICT competence.

In this paper, we consider the maximum scatter traveling salesman problem (MSTSP), a travelling salesman problem (TSP) variant. The problem aims to maximize the minimum length edge in a salesman's tour that travels each city only once in a network. It is a very complicated NP-hard problem, and hence, exact solutions can be found for small sized problems only. For large-sized problems, heuristic algorithms must be applied, and genetic algorithms (GAs) are found to be very successfully to deal with such problems. So, this paper develops a hybrid GA (HGA) for solving the problem. Our proposed HGA uses sequential sampling algorithm along with 2-opt search for initial population generation, sequential constructive crossover, adaptive mutation, randomly selected one of three local search approaches, and the partially mapped crossover along with swap mutation for perturbation procedure to find better quality solution to the MSTSP. Finally, the suggested HGA is compared with a state-of-art algorithm by solving some TSPLIB symmetric instances of many sizes. Our computational experience reveals that the suggested HGA is better. Further, we provide solutions to some asymmetric TSPLIB instances of many sizes.

The VoIP(Voice over IP) has been worldwide used and already put to practical use in many fields. However, it is needed to ensure secret of VoIP call in a special situation. It is relatively difficult to eaves-drop the commonly used PSTN in that it is connected with 1:1 circuit. However, it is difficult to ensure the secret of call on Internet because many users can connect to the Internet at the same time. Therefore, this paper suggests a new model of Internet telephone for eavesdrop prevention enabling VoIP(using SIP protocol) to use the VPN protocol and establish the probability of practical use comparing it with Internet telephone.

정보통신 기술의 비약적인 발전으로 인해 인터넷은 필수 불가결한 도구가 되고 있다. 이러한 정보화 시대의 요구에 대한 교육적 대응은 학습자중심의 교육이며, 정보통신 기술을 기반으로 한 원격 교육이다. 그와 더불어 차세대 웹 표준문서 포맷으로 부상되고 있는 XML(eXtensible Markup Language)을 사용한 규격에 대한 국내외적인 표준화 작업 또한 가속화되고 있으며, 최근 XML 보안에 대한 연구가 활성화되고 있다. 하지만 2004년부터 사용자들은 CA를 통해 인증을 받으려고 하면 인증서비스에 대한 지불을 해야 하는 단점이 있다. 본 논문에서는 기존의 원격교육 사이트에 다중인증 기법을 적용하여 가입시에 공인인증서를 한번 받도록 하며, 본 시스템에서 제안하는 XML 전자서명을 발급받아 보안성을 유지할 수 있는 방법을 제안하고 이에 대한 시스템 구현을 통해 해결하고자 한다.

The purpose of this study is, by recognizing that recently, as crimes using information and various adverse-effect phenomena such as hacking and virus occur frequently with rapid development of information network such as Internet in every field of industry, the range of security is widening to the field of industrial areas for preventing the leaking of industrial technology and protecting that technology as well as information security only limited to IT area, and by establishing common concept about industrial security through education on the industrial security at the point of increasing importance of industrial security, to prepare the base of comprehensive risk management system for protecting company's assets (physical factor, technical factor and managerial factor) safely from the random threats or attacks inside and outside the company through assessment of important assets of the company, evaluation of threats and weak points, and risk assessment by building industrial security management system in order to protect company's information assets and resources which are connected to the existence of the company safely from the threats or attacks from inside or outside the company and to spread stable business activities.

본 연구에서는 국내$.$외 인증체계 현황에 대한 검토$.$분석과 현재 운영되고 있는 정부의 행정전자서명에 대한 인식$.$이용실태 설문조사를 통하여 행정전자서명인증체계의 문제점을 도출하고, 이에 대한 활성화 및 발전방안을 제시하였다. 본 연구에서 제시한 행정전자서명인증체계(GPKI)차 민간전자서명인증체계(NPKI)간의 상호연동, 표준보안 API의 활용, 인증서의 발급$.$재발급$.$갱신$.$폐지 등의 관리, 보안성$.$안전성 측면의 기술적 발전방안과 홍보$.$교육 등의 정책적 발전방안, 그리고 인증업무세부지침 등의 법$.$제도적 발전방안은 정년가 행정전자서명의 이용을 활성화하고 발전시키는데 활용될 수 있을 것이다. 앞으로 행정전자서명의 이용이 활성화된 이후에도 본 연구에서 분석한 설문조사 결과를 참고하여 행정전자서명의 수요 및 만족도 조사를 주기적으로 실시하고, 이존 통한 지속적인 유지$.$발전과 사용자의 확대가 이루어져야 할 것이다.

세계적으로, 정보보호는 조직의 필수적인 관리 조건이 되고 있으며, 조직들은 정보보안을 위하여 높은 수준의 자원을 지속적으로 투자하고 있다. 조직 내부자들의 보안 위협은 감소하지 않고 있어, 정보보안 행동 준수를 위한 관심이 필요한 상황이다. 본 연구의 목적은 조직원들의 보안 회피 행동의 원인인 역할갈등을 완화시키기 위한 선행 요인을 제시하는 것이다. 연구는 정보보안 정책을 보유한 조직에서 근무하는 조직원을 대상으로 설문을 실시하였으며, 383개의 표본을 활용하여 구조방정식모델링을 통한 가설 검증을 하였다. 가설 검증 결과, 역할갈등이 회피행동을 증가시키는 것으로 나타났으며, 목표 난이도와 세밀성, 공정성, 신뢰가 역할갈등을 완화하는 것으로 나타났다. 특히, 공정성은 신뢰를 통해 역할갈등과 회피 행동 감소에 영향을 주는 것으로 나타났다. 연구 결과는 조직원의 정보보안 회피행동 원인과 완화 요인을 제시함으로써, 정보보안 수준 향상을 위한 정보보안 전략 수립에 영향을 줄 것으로 판단한다.

최근 인터넷 등의 급속한 보급 및 상용화에 따라 인터넷을 통한 다양한 정보서비스가 널리 이루어지고 있다. 이는 컴퓨터와 네트워크의 결합에 의한 정보의 흐름에 정보를 어떤 형태로 보호할 것인가가 사회적으로나 국가적 차원에서 급속도로 확산 요구되고 있다. 이러한 시대적 요구에 부응하기 위해 정보보호분야에 대한 인력을 체계적으로 양성하기 위한 각종 대책이 정부나 교육기관에서 수립되어지고 있다. 정부는 이미 정보보호기술개발 5개년 계획을 수립하여 현재 각종 사업과 프로젝트를 수행하고 있다. 더불어 국내 전국의 각 대학에서도 이러한 국내외 흐름을 감지하여 정보보호분야에 대한 학과 설립 등을 통해 체계적인 인력양성방안을 수립 추진하고 있는 실정이다. 정보보호분야에 대한 교육목표 설정, 교재개발, 교육과정의 설계, 실험실습실의 구축과 교원확보 등 이미 많은 부분에 대한 준비를 시작하고 있다. 대부분의 대학들이 학부과정에서 지도해야 할 부분이 정보를 보호하기 위한 기술습득에 필요한 기초지식일 것으로 사료된다. 본 논문에서는 이와 관련하여 외국대학과 전국 4년제 주요 대학에 신·증설된 정보보호관련학과의 현황과 교육과정을 살펴보고 분석하여 향후 정보보호 관련 교육방향과 인력양성을 위하여 효과적인 교과과정모델을 개발, 제시하고자 한다.

As smart phones have become widely adopted, they have brought about changes in individual lifestyles, as well as significant changes in the industry. As the mobile technology of smart phones has become associated with all areas of industry, it is not only accelerating innovation in other industries such as shopping, healthcare service, education, and finance, but is also creating new markets and business opportunities. The preparation of thorough security measures for smart phones is increasing in demand. While offering excellent mobility and convenience, smart phones can be exposed to a range of violation threats. In particular, it is necessary to make efforts to develop a security system that can preemptively cope with potential security threats in the banking service area, which requires a high level of reliability. This paper suggests a security reference model that is considered for the smart phone-based joint mobile banking development project being undertaken by the Bank of Korea in 2010. The purpose of this study is to make a security reference model for a reliable smart phone-based mobile financial service, by recognizing the specific security threats directed toward smart phones, and providing countermeasures to these security threats. The proposed mobile banking security reference model is useful in improving system security by systematically analyzing information security threats to the mobile financial service, and by presenting the guideline for the preparation of countermeasures.

학내망의 안정적인 운영을 위한 교육정보부 교사 업무의 효과적인 개선방안이라는 주제로서 초등학교에서 운영 중인 학내망 운영에 따른 주요한 구성 현황과 문제점을 알아본다. 그리고 학내망 운영을 담당하고 있는 교육정보부장 교사의 업무를 알아보고, 교육정보화에 대한 인식과 교육정보화 추진 과정에서 교육정보부장 교사의 업무와 관련되는 문제를 알아본다. 마지막으로 교육정보부장의 업무 경감을 위한 방안을 제시하고자 한다.
