  • The advent of private railroad corporations presented many problems on administration's effectiveness. These brought an effect on safety management too. Most public railroad corporations maintain their rolling stocks and facilities by their own workers. On the other hand, private railroad corporations depend on outsourcing to cut down the cost of maintenance. But they have similar safety management systems. Therefore we investigated the gap between the two types of corporations, focusing on workers' safety attitude and proposed solutions to improve safety management systems in private railroad corporations.

  • 정보시스템 기능의 아웃소싱이 정보시스템 효율과 효과성을 개선하기 위한 하나의 전략으로 고려됨에 따라서 소싱설정의 결정요인을 식별하는 것은 중요하다. 본 연구는 금융 산업에 있어서 자료처리 서비스에 대한 소싱결정에 영향을 주는 요인들을 조사하였다. 아웃 소싱이 관리적 혁신으로 간주될 수 있기 때문에, 기존의 연구를 기초로 하여 혁신특성으로 서 상대적 이점과 위험을 소실설정의 중요한 결정요인으로 제시한다. 미국의 1,000개의 은 행을 대상으로 조사한 결과는 상대적 이점과 위험이 정보시스템 아웃소싱 및 아웃소싱 선호 도와 유의적인 관계가 있음을 보여준다.

Governance Structure for Knowledge Transfer in Global Business Process Outsourcing (글로벌 프로세스 소싱에서의 효과적인 지식이전을 위한 거버넌스 구조 연구)

  • The structure chosen to govern knowledge transfer in Inter Organizational Relationship(IOR) is often argued to be critical to the success of IOR. However, little research is done on the effective governance structure for knowledge transfer in global Business Process Outsourcing(BPO). The objective of this study is to explore the effective governance structure for knowledge transfer in IT intensive global BPO. Ground theory building methodology is used for this study. First, a generic framework on governance structure for knowledge transfer is derived from extant literature. The framework consists of potentially important constructs to study the governance mechanism for knowledge transfer. For the governance mechanism, this study focused on hierarchy/market structure, formal/informal control mechanisms and information systems. For knowledge type, the study focuses on sensitive knowledge, codifiable knowledge and non codifiable knowledge. This framework is applied to case analyses of two firms to explore effective governance mechanism to transfer each type of knowledge. As results of this study, pertinent propositions for future academic inquiry are derived.

  • The myth about BPO is: since firms do not want to continue to control the business process, they outsourced it to the external provider. Therefore, there is no need for controlling the outsourced process. Based on resource dependency theory, this study explores control mechanism used in BPO context. The overall approach of this study is qualitative, inductive and exploratory. First, a generic framework on the control structure is derived from extant literature, which includes outcome/process control, IS and social control. This framework is applied to a Korean BPO case. This study has found that the hybrid control structure consisting of behavior, outcome and social control mechanisms are effective for BPO success. As outsourcing grows rapidly and IS functions become smaller, the business struggles to redefine its IS capability. This research proposes setting up proper control mechanism between user and BPO service provider as new IS capability that business should focus on; and provides guidelines for managers in development of new IS capability.

  • With the development of information technology, IT-based services in public administration has become more indispensable. As a result, the importance of IT maintenance projects to improve the efficiency of IT services and secure service levels is growing. Due to the nature of IT maintenance projects on local government, which mainly involve small and medium-sized IT companies in the region, business participating companies often do not have an appropriate methodology for service quality management. To solve this situation, the government has prepared a service level agreements (SLAs) that can be applied to IT maintenance projects. However, most local governments do not use SLAs for IT maintenance projects. As a result, various problems such as failure of the IT maintenance project or deterioration of quality are occurring Thus, this paper suggested major indexes to evaluate which service factors affect the efficient operation of information systems and the improvement of service quality in IT maintenance projects of local governments and analyzed the importance of indexes based on AHP method. Using this research method, this study found the theoretical implications on the outsourcing service of IT maintenance.

  • The issue of using information system to ensure competitive power in the market is rising. The outsourcing methods that entrust activities of information system of companies to other expert agencies are increasing as the enterprises make a lot of efforts to put their resources to their heart of business in the process of adopting information system. Recently, ASP(Application Service Provider) as a new information technology outsourcing method appears due to the development of network technology and spreading of peculating software. ASP defines as a software leasing service which is supplied through networks instead of purchasing application software with high price. For successful implementation of ASP, it is necessary to develop a certification program to ensure safety and reliability of ASP. This paper provides the safe and reliable certification program for ASP. In order to develop it, the critical issues related to service quality and certification of ASP are identified and then evaluation methodology for the ASP certification program is proposed. This paper presents service provider(service environment) certification as the part of the ASP certification program.

  • The purpose of this study is to present models for evaluation and selection of DataBase Management Systems(DBMS) suppliers. The major concern of management is that most decision problems have multiple, usually conflicting, criteria. The fuzzified multiple-objective programming models are given to accomodate the aspiration level and satisfaction level of decision makers. The proposed models are classified into two types, that is, pre-emptive priority and interpolated non-membership function model. Numerical examples illustrating each type of model are presented and the implications of these models are discussed.

  • SME's (Small and Medium-sized Enterprises) have limited resources to build information systems on their own. We suggest what government need to do to support SME's, which includes establishing a one-stop service center, outsourcing of public service, and triggering strategy In order for the government support to be effective, it should serve SME's needs continuously and professionally.

  • Traditional intermediaries refer to service providers such as travel agents, real estate brokers, job agencies and insurance agents which matching services for buyers and suppliers in a traditional market. The introduction of Electronic commerce resulted in the automation of many tasks provided by intermediaries and seemed to eliminate the role of many traditional intermediaries, which is called disintermediation. However, depending on their market power, traditional intermediaries either will be disintermediated or fill new roles by providing added value and assistance, which is called reintermediation. According to the research of Alina M. Chircu et al. there are three conditions for reintermediation for traditional intermediaries. Three conditions are weak appropriability of EC innovations, ownership of co-specialized assets for both market intermediation and EC innovations and economies of scale. Besides these three reintermediation conditions, we hypothesize that leveraging BPO can be a suitable strategy for traditional intermediaries to be transformed into reintermediaries. Business Process Outsourcing (BPO) is the leveraging of technology or specialist process vendors to provide and manage an organization's critical and/or non-critical enterprise processes and applications. This paper will investigate the relationship between above reintermediation conditions including BPO and reintermediation.

  • Interests on Service Level Agreement(SLA), an immanence operating tool for managing the level of the information system service objectively and qualitatively, were raised among IT outsourcing service providers, outsourcers, and operating departments. Yet, only a few domestic conglomerates adopted the SLA, and exact usage of the SLA is currently unknown. Because of the importance of the SLA between a service recipient and a service provider, the agreement is treated with high confidentiality. This raised the problems to organizations which are considering the SLA but lack in the concrete guide line to internalize SLA management process. This study provides the process model of implementation for SLA by conducting multiple case research. The sampled companies are currently implementing the SLA over 1 year of usage period. Factors were used to provide the managerial contribution for implementing the SLA. To analyse the case samples, in-depth interview method was conducted for each sampled company. As a result, if SLA can be used as an immanence managerial tool and can be actively implemented, it will be an strategic tool for various decision making in IT management practice with long term relationship, better shared partnership, and continuous service improvement.
