A literature analysis for the planning and realization of meta database system was carried out to establish the ocean electronic resources, the first in Korea. The study targeted from web resources and to oceanographic survey data. The focus of the analysis lies in the providing practical information retrieval service for ocean electronic resources based on the framework of effective Dublin Core metadata with network resources description. The analyses included ocean electronic resources, metadata descriptive elements, metadata classification, system organization and retrieval for planning and implementation of meta database system.

In North Korea, there has been the considerable loss of human lives every yew due to the deficiency of foods. Thus, in order to reduce such damages, a research project should be launched to provide various information for cooperation with North Korean government, and to develop proper agricultural management system. Furthermore, based on the water resources information map generated by KOWACO (Korea Water Resources Corporation) and the environmental information system developed by MOE (Ministry of Environment), an agricultural information infrastructure of North Korea and a management system need to be effectively performed. Therefore, this research is mainly to develop the Agricultural Information Management System of North Korea (NKAIMS), which can collect, manage and analyze agricultural information and water resources utilization status of North Korea, and further support to make relevant decisions and establish the agricultural land-use plans. This research has three phases. The major outcome of the first phase is collecting the agricultural and water resources utilization data such as soils, rivers, streams, collective farms, etc., designing and building database, and developing integrated management system considering the users' requirements. The main work of the second phase is improving and reinforcing database such as adding the information of dams, land-over data, bridges, tunnels, satellite images, etc., inspecting and renewing such as importing detail attribute information of reservoirs, and improving system for more conveniently using. The third phase will be to supplement more useful functions such as statistic analysis, continually inspecting and improving database, and developing web-based system. The product of this research supports collecting and analyzing relevant data to facilitate easier agricultural activities and support effective decision making for food production in the preparation of unification. Moreover, through designing database considering sharing information and system expendability, it can support systematic data usability of agricultural information and save cost for data management.

The purpose of this study is to investigate the usability and the value of Web resources as an academic information in writing a paper by citation analysis. In this study each articles from five academic journals in the field of LIS and computers, published from 1999 to 2000, was selected for citation analysis. The result shows that articles in Journal of the Korean Society for Information Management cited the most, and Korea Information Processing Society Review the least, in terms of average number of citing Web resources. In respect of citing rate of Web resources Communications of the Korea Information Science Society was high to 22% of all cited documents, and Journal of the Korean Society for Information Management was the second as high as 18.5%. Articles from selected journals have been increased in citing Web resources form 1999 to 2002. However, Korea Information Processing Society Review appears to be decreased, instead.

Small hydropower is one of the many types of new and renewable energy, which South Korea is planning to develop, as the country is abundant in endowed resources. In order to fully utilize small hydropower resources, there is a need for greater precision in quantifying small hydropower resources and establish an environment in which energy sources can be discovered using the small hydropower geographic information system. This study has given greater precision to calculating annual electricity generation and installed capacity of small hydropower plants of 840 standard basins by inquiring into average annual rainfall, basin area and runoff coefficient, which is anticipated to promote small hydropower resources utilization. Small hydropower geographic information system was also established by additionally providing base information on quantified small hydropower resources and analysis function and small hydropower generator status, rivers, basin, rainfall gauging station, water level gauging station etc., all of which were not provided by the domestic hydropower Resources Map System. Established GIS small hydropower energy system can be used to basic information for active uses of small hydropower energy which is scattered to the entire country.

Marine mineral resources are classified into submarine and seawater mineral resources. In seawater, huge amounts of useful minerals, such as uranium, lithium, magnesium, aluminum, zinc, iron, silver, copper, vanadium, nickel, titanium and cobalt are present. If the rare metals recovery technology from seawater is developed, the commercialization of the precess will be possible. For the 21st century, countries rich in resoures tend to weaponize the resources, according to the depletion of reserves and quality degradation of metal resources in the land. Therefore, Korea that relies on imports for most of the metal resources, should focus on the research and development of the rare metals recovery technology from seawater by using the geographical characteristics of the country that is on three sea-sides.

With the fast development of modern society, the interests concerned about the significance of nature and environment become major issue nowadays. Especially, threats for our health due to severe environmental pollution and fine dusts become serious problem with the fast industrialization of our society, and extra attention is focused on interests about conservation of nature and management of forest resources. Precious forest resources, however, are not properly managed and destroyed vainly due to frequent fire, damage by storms and floods, and unplanned land development. So systematic and scientific construction and management of forest resources are required in order to solve these problems efficiently. Furthermore, implementation of the forest resource information database that contains information of trees, Topography, ecosystem of the forest is urgently needed. In this paper, we design and implement the forest resource information database based on the information of location based forest resources and Topography using forest images taken by a drone, that enables us to manage forest resources efficiently, make decision for logging, and construct a future tree-planting project easily.

In the context of the emerging knowledged-based economy, innovations and capacity of the national information system to collect disseminate, and preserve the most important information resources are becoming increasingly fundamental determinants of national prosperity and survival. It is essential that the scholarly or scientific communication system provides cost-effectiveness access to information in support of research and development in Korea. The KISTI is the first instance and last resort for access and preservation of scientific and technical information in Korea. The primary purpose of this study is to optimize an acquisition size of STM information resources for the KISTI, based on its SWOT analysis.

In most libraries and information centers, access versus ownership is the new dilemma facing in view of the rapidly change of information technologies, the rising costs of serials, and not equally increasing budgets. And libraries and information centers are now confronted with the fact that the more users bypass the library's resources in favor of the results they can get with an ordinary Internet search engine. The purpose of this study is to analyze a difficult problems related to information resources development in digital world with priority given to accesscentered paradigm, the grounds of an argument and fallacy of physical collection building, and limitations of electronic publication.

This study analysed the librarian competencies and job type to identify the present state of required librarians and to suggest the direction for education in the organization of information. As the result of investigation 278 job announcement, the traditional qualifications and the knowledge of new standard and S/W related electronic resources are required. The job type divided between cluster for the traditional demands and cluster for electronic resources and information technology. It proposed the expansion of education related electronic resources and information technology, the balance of theory and practice, and the adoption of new teaching method for education in the organization of information.
