  • Conflicts of interest and independent agenda of the parties brought together for implementation of a construction project often leads to dispute in Contract and claim situations. Construction Industry is notorious for claim that is managed on its arising and there lacks an endeavor to minimize the breeding grounds through efficient planning and alignment to purpose, of all contract-documents. There failure of a concerted effort entails wastage of resources, delayed completion of facilities and stained relationships of parties when collide in mistrust in contract to win over the other. There needs a focus on the claim breeding issue and establish an effective mechanism to deal with disputes in urgency. Claim occurs mostly during the construction phase. But the seeds of claim and nutrients essential for development are contained in the contract documentation and the information supplied or not in pre-contract phase. Opportunity to prevent nutrients for seed of Claim comes to an end once tender-documents are finalized, the contract is awarded and established or not a mechanism for dealing with claim situation. The processes presented here would help in minimizing the breeding grounds and emergence of disputes during progression of works and dealing with eventualities in forceful manners for finding a resolution most effectively in relevant time.

Information, Knowledge, Wisdom: A Progressive a Value Added Chain

  • The paper lists problems in defining information and knowledge and also in differentiating between the two. It separately describes physical, economic and cognitive properties of information and knowledge. A long drawn comparative chart of the nature, characteristics and properties of knowledge and information is given. In addition it explains their relation with wisdom. The paper emphasizes that knowledge is only a human preserve. Also it finds common grounds and mutual dependence between information, knowledge and wisdom. The purpose is to clear confusion between knowledge and information, and find their relation with wisdom and tradition by placing these in value added and evolutionary chain: Signals--data-- Information--Knowledge--Wisdom--Tradition.

Basic Operational Grounds of Regional Financial Institutions in Pusan (부산지역 서민금융기관의 영업기반)

  • This study aims at analysing basic operational grounds of regional financial institutions in Pusan. Since 1980s many papers have discussed the issues how to develop the regional financial market. But they have neglected regional financial institutions and failed to clarify their roles in the regional economy. Recently the central government expels many regional financial institutions under financial distresses from the regional financial market without assessing their roles in the regional economy. This paper shows that regional financial institutions are indispensible for the stability and development of the regional economy, especially because they can supply credit to the small firms and households which have vulnerable credit standings and are tightly constrained in their access to bank credit. This paper also examines how credit unions deal with the problems caused by asymmetric information after the collapse of solidarity.

  • Half a century has passed since the academic field of library and information science, which was born at the end of the 19th Century in the Western world, was introduced to Korea. Despite years of quantitative growth and qualitative maturation, the field has been facing the inconvenient truths of discrepancies in education levels arising from varying education providers, and weakened public confidence in librarian certification. Based on analysis of librarian training and education programs and the certification system, this research seeks to point out the limitations of the national librarian certification system, which is losing public confidence, and present a model for improvement. Library and information science education has expanded from universities to the academy of librarian education and lifelong education centers, and the librarian certification system has emerged as a target of reform. This research presents measures to improve the librarian certification system to government bodies and the Committee on Library and Information Policy with the purpose of providing grounds for policy enforcement.

  • This study is expected to be of significance in that it attempted to examine the personal information protection awareness of college students and the state of their personal information protection as prospective information processors and private information owners to boost their will to put private information protection in practice. As a result of making an analysis, the most common average time that the students spent in doing every online activity on weekdays was fewer than two or three hours, and the most dominant activities that they did over the Internet were for entertainment or hobbies. As for awareness of the nature of the Internet, they looked upon it as a quite open public space. Regarding the state of private information protection, they thought that changing passwords on a regular basis would be beneficial to personal information protection, and many thought that it's needed to withdraw from or shut down web sites that weren't used for a long time. In terms of actual practice, however, they didn't change their e-mail passwords regularly on the grounds that it's a hassle, and even the students who had experience of personal information leakage didn't report it or didn't ask for counsel on the grounds that they didn't want to be bothered as well. The majority of the students weren't cognizant of how to report or seek counsel. In the future, personal information protection should be educated on a continual basis as part of curriculum to raise awareness of it among students and boost their will to practice it with a sense of responsibility in an effort to prevent the occurrence of collateral damages triggered by personal information leakage.

The Characteristics of Group and Classroom Discussions in Socioscientific Issues Classes (과학관련 사회쟁점(SSI) 수업의 소집단 토론과 전체 학급 토론에서 나타나는 특징)

  • In this study, we investigated the argumentations of group and classroom discussions in socioscientific issues (SSI) discussion classes. Twenty-seven high school students participated in the SSI discussion classes on nuclear power generation. We observed and recorded the classes and also conducted semi-structured interviews. For the analyses, we revised a previous framework that was developed to analyze dialogic argumentations in the context of SSI. The analyses of the results indicated that there were more discourse schemes in the classroom discussions than the group discussions which are related to awareness and openness to multiple perspectives, evidence based reasoning, and on-going inquiry and skepticism. And there were few discourse schemes related to moral and ethical sensitivity in the group and classroom discussions. Various grounds, data, and information were presented in the classroom discussions. Students concentrated on carrying their claims and were not able to sympathize with and accept other opinions. Therefore, there were few discourse schemes to reach consensus. In addition, they perceived classroom discussions as competitive and actively rebutted other claims or grounds. The levels of argumentation were also high in the classroom discussions. The group discussions were held in relaxed atmosphere, and they asked the opponents more for clarification or additional information and evidences. However, classroom discussions were held in serious atmosphere, and they actively queried the validity of the claims or grounds. Based on the results, some suggestions to implement SSI discussion classes were discussed.

Development of the Drop-outs Prediction Model for Intelligent Drop-outs Prevention System

  • The student dropout prediction is an indispensable for many intelligent systems to measure the educational system and success rate of all university. Therefore, in this paper, we propose an intelligent dropout prediction system that minimizes the situation by adopting the proactive process through an effective model that predicts the students who are at risk of dropout. In this paper, the main data sets for students dropout predictions was used as questionnaires and university information. The questionnaire was constructed based on theoretical and empirical grounds about factor affecting student's performance and causes of dropout. University Information included student grade, interviews, attendance in university life. Through these data sets, the proposed dropout prediction model techniques was classified into the risk group and the normal group using statistical methods and Naive Bays algorithm. And the intelligence dropout prediction system was constructed by applying the proposed dropout prediction model. We expect the proposed study would be used effectively to reduce the students dropout in university.

  • With the development of enabling technologies such as wireless networking and various types of hand held-mobile devices, Mobile intelligent agent has been widely applied to various fields. Different views on capabilities, advantages, and disadvantages of mobile intelligent agent providing an ubiquitous access are brought by field researchers and practitioners recently. The purpose of this paper is thus to provide the discussion of the comtemporary development of mobile intelligent agent in the contexts of the Infosphere, focusing especially on developing and nurturing the future research grounds such as information scalability, and information security. The results of this study would improve the applications of mobile intelligent agents in web transaction, especially mobile business surroundings where many interest groups have to adjust their point of issues rapidly due to the changing business environment, i.e., customer's change the order item in web.

  • In addition to documents or technologies at working place, the importance of technology management riese through increasing know-hows. In particular, in the field of construction, a variety of management systems including ERP and PMIS have been introduced since 90's. Therefore, the range of shared information extends to construction grounds, headquarters or even to collaborating companies. It means that the competitiveness of companies depends on the efficient management of technological documents in the field of construction. Accordingly, this study shows the purpose to develop the construction system which save, search and share technological information in order to improve any problem of current construction systems. The construction system offers you both the searching function and the viewing function for various information. In addition, the system contains the highlighting function to know if any information is available. The Construction system is possible to be used with current systems at the same time because is is designed to make up for them. In addition, it is expected to solve their problems and supplement their defects.
