Policy Trends and Utilization of Information Communications Technologies for the Senior Support in Japan (일본의 고령자 지원을 위한 정보통신기술 정책 동향 및 활용)

  • Super aged society, Japan actively uses Information Communication Technology(ICT) as one of solving methods for various social problem. Especially, for Korea where soon will become super aged society, it would be meaningful to examine the current policy trends and utilization of senior support using ICT in Japan. This study explores the policy trends and utilization of senior support using ICT in Japan through literature review, and then proposes some suggestions as follows. Opportunities for practical use of ICT should be widened in the field of senior support, and efforts are needed to build an information linkage network between institutions for senior support because linkage between care sector and medical sector is important for the elderly support. Besides, simplification of paperwork and easing of burden of care providers or workers in the field should be sought by development and dissemination of various robots. Moreover, the spread of technology for emotional support and stability should be actively pursued by using ICT.

Strategy for Gangwon-do Winter Sports IT Convergence Service (강원도 동계 스포츠 IT 융합 서비스 방안 연구)

  • Recently, various types of information and communication technology (ICT) such as cloud computing, big data, and virtual reality have been progressed in the world. Also, it is expected that there are many domestic and foreign visitors in Gangwon-do due to the Pyeongchang winter olympic games in 2018. In this environment, it is necessary to improve the competitiveness of Gangwon-do in winter sports areas exploiting both existing IT infrastructure and application technologies. In this paper, for sustainable development of Gangwon-do winter sports IT industry after the Olympics, we propose efficient implementation methods of 3 winter sports IT convergence services and Gangwon-do ICT activation strategy. The proposed 3 winter sports IT service areas are as follows. 1) Realistic winter sports IT service, 2) Winter sports medical IT service 3) Winter sports record analysis IT service.

The Influence of Information and Communication Technologies on the Power Dynamics between Social Welfare Bureaucrats and Recipients (정보통신기술(ICT)이 사회복지일선관료와 복지대상자의 역학관계에 미친 영향)

  • It is anticipated that the introduction of ICT to street-level welfare administration will smoothen communication processes between frontline officials and recipients by intensifying welfare information sharing and distribution. However, through a case study of ICT-mediated street-level welfare administration in South Korea, this article claims that ICT can deteriorate frontline official-recipient relationship into more distrustful and disempowered directions. This study demonstrates that ICT tends to replace face-to-face rapport building between officials and recipients with mechanical checking and complaining processes. ICT-based welfare administration can also disempower the autonomous interactions of street-level actors by surveiling every working step of frontline officials and the daily lives of recipients. Through an investigation into street-level bureaucracy in an information society, this study criticizes the dehumanization tendency of ICT-mediated human services and raises a question in the roseate vision on social welfare informatization.

  • IT convergence with agriculture is expected to bring more efficiency and quality improvement in producing, distributing, consuming of agricultural products with the aid of information processing and autonomous control technologies of the IT area. Smart Farming based on network is a service which is capable of coping with environmental and technical problems with the actualized IT convergence case for agriculture. In this paper, it is required to consider the actualized IT convergence case for agriculture, namely Smart Farming as a solution to cope the presented problems. In addition, propose and suggest to standard model and standardization items requirement for the Smart Farming based on network.

  • Industrial Revolution is a concept and a development that has fundamentally changed our society and economy. Industry 4.0 focuses on the end-to-end digitization of all physical assets and integration into digital ecosystems with value chain partners. At present, we find ourselves at the beginning of this fourth stage, which is characterized by so-called "Cyber-Physical Systems". These systems are a consequence of the far-reaching integration of production, sustainability and customer-satisfaction forming the basis of intelligent network systems and processes. If South Korea ran toward global ICT with the advent of the Fourth Industrial Revolution, North Korea has adhered to a unique Juche science and technology. ICT in South Korea and North Korea seems very difficult to find common interests. However, as seen in the Internet and intranets, information and communication technology can find similarities in many areas than in general science and technology. There are many differences not only in the level of ICT and science and technology but also in the direction. And IT terminology and all technologies are also different. What are we preparing for the unification of North and South Korea? If we look at the science and technology sector at present, there seems to be no systematic preparation by the government. South Korea and North Korea need to be prepared for science and technology cooperation. First, it is necessary to understand the exact situation of North Korea's science and technology. In this study, we will perform research to establish mid and long term plans for revitalization of ICT cooperation between the two Koreas. In this study, we will determine the extent to which the two Koreas utilize ICT based on available ICT capabilities and technologies. To do this, we conducted research to measure and evaluate the ICT development index of North Korea using ICT international index.

  • Due to the high complexity and diversity of the problems of the future society, it is getting harder to solve with the traditional single technology. In recent years, there has been a growing interest in convergence technology, which combines or connects different types of technologies to create new technologies and industries. In this study, we explored the convergence R&D area of ICT technology related to landslide prevention/response. It is true that the world has been exposed to various disasters due to recent climate change. As a result, there is a tendency to use Big Data and ICT for disaster preparedness and recovery. Especially, in the case of landslides, it is a natural disaster that requires research not only to study actual landslides but also to predict potential landslides. Therefore, in this study, we analyzed what kind of convergence R&D is being carried out in the field of ICT for preventing and responding to landslide. Therefore, in this study, Web of Science article data were analyzed by using the scientometric analysis and 51 landslide-related ICT convergence R&D areas were derived.

  • The article defines the hypothesis of the research, it is an assumption that the process of forming ICT competence will be effective if: theoretically substantiated, developed and practically implemented a structural and functional model for the formation of ICT competence, taking into account interdisciplinary integration, the pedagogical conditions that contribute to the formation of ICT competence have been determined: interdisciplinary integration as the basis for building an interdisciplinary course, the content of which is aimed at the formation of ICT competence.

  • Self-driving vehicles are a type of smart vehicle with the help of ICT technology, which means a vehicle that operates without the intervention of a driver.Vehicles with vehicle safety communication technology (V2X) applied use information detected from various sensors or other vehicles/infrastructures to enable the smart vehicle to accurately and quickly predict the driver's potential danger situation, contributing to more stable autonomous driving. In this paper, among V2X communication technologies, a vehicle-to-vehicle communication (V2V) simulation communication technology is used to present a scenario for preventing collisions in autonomous vehicles. A vehicle collision prevention system based on V2V simulated communication was implemented and the suggested collision prevention application scenario was demonstrated. The suggested collision prevention utilization scenario can be considered as one application case of V2V communication technologies that are currently being developed/applied.

  • Times New RomanThe utilization of Information and Communication Technologies (ICT) in the smart grid application can construct efficient and reliable electrical grid. IEC 61850 was adopted as the standard for smart grid exchanging the information required in an electric power utility. However, applying technologies like IEC 61850 using Ethernet to the automation of small distribution substation directly may cost more than the value of the small distribution substation itself. IEEE 802.15.4 technology attracts attention in the field of power utility automation because of low installation cost and ease of installation. Studies are conducted, which use IEEE 802.15.4 in less strict D1 small distribution substation. This study applied IEEE 802.15.4 to the small distribution substation and conducted performance evaluation using the actual equipment. This study determined the scope of application of IEEE 802.15.4 by conducting a comparative analysis of the message type in IEC 61850.

Information Communication Technology (ICT) use for information access by visually and physically impaired persons in public university libraries in Kenya

  • This article is a spinoff of a doctoral study that was completed at the University of KwaZulu-Natal (South Africa) in 2018 on provision of information services to persons with visual and physical impairments in public university libraries in Kenya. The article examined how ICTs such as internet, e-resources and e-databases, word processing, websites and more were being used in public university libraries to provide access to information by visually and physically impaired persons. Data were collected from the visually and physically impaired students, University Librarians, Systems librarians, staff from disability departments and library staff who provided services to visually and physically impaired persons. The findings revealed that the visually and physically impaired persons in most of the libraries could not access information owing to lack of the necessary assistive and adaptive technologies and weak institutional support and framework. The study recommend that the libraries improve assistive technology infrastructure, embrace new assistive technologies such as telepresence robots, virtual realities and more, and put in place enabling policies and capacity building programmes for library staff to enable them to provide services to persons with impairments.
