Research for activation of new industry-university cooperation (신(新)산학협력 활성화 방안 연구)

  • In this paper, we propose a new industry - university collaboration plan through the analysis of the present state of industry-academia cooperation and government support projects, and analysis of major overseas cases. The following is the plan for activating the new crop cooperation. First, it is necessary to strengthen the innovation of education system and establishment of new education course based on future demand through future-oriented industry-university cooperation. Second, active industry-academia cooperation should stimulate entrepreneurship education and entrepreneurship based on university resources. Third, it should act as an anchor of regional innovation by actively cooperating with local innovation entities. It is necessary to develop an industry-university cooperation model that can generate profits and contribute to university finance.

Analysis of Industry-University Cooperation Performance of Universities Participating in LINC+ Program (사회맞춤형 산학협력 선도대학(LINC+) 육성사업 참여대학의 산학협력 성과 분석)

  • As the importance of industry-university cooperation continues to increase in a knowledge-based society, the government is implementing various projects related to industry-university cooperation. However, despite the government's support, it has not achieved satisfactory results, and the need for empirical performance analysis to diffuse the results of industry-university cooperation is increasing. In this study, DEA was used to analyze the Industry-University cooperation performance of universities participating in LINC+ program. Efficiency analysis was performed using the CCR model and the BCC model, and the return to scale and causes of inefficiency were analyzed through the scale efficiency analysis. As a result of the analysis, it was found that there were differences in LINC+ performance depending on the region where the university is located and that each university had different goals for inefficiency improvement. The results of this study will contribute to improving the university's operational efficiency and strengthening competitiveness, and are expected to be utilized in the establishment of follow-up program plans for LINC+.

  • University-industry cooperation is indispensable for a short-term problem solving, as well as sustainable growth in the economy of the Republic of Korea. In order to embody and implement that, the government has run a variety of financial assistance programs and policies for the promotion of the cooperation for the last 10 years, and Korea Sanhak Foundation has made progress in academic and research development support, creative personnel training and scholarships, International Support and other projects. In this paper, window-type university-industry convergence and practices, and analyzing the best practices of national and international IT-based fusion technology, corporate cooperation were established to support measures taken in conjunction type and model of the university. Industry utilizing the latest IT technology based on this model, academia, proposed a collaboration system between workers building measures.

  • The prolonged economic slowdown has forced many youths to opt for starting a business instead of seeking employment. Universities have shown their interest in startup training by opening startup courses and encouraging relevant student communities, while at the same time helping their students land a job. Along with this, the government has been implementing various policies through creative economy and youth startup initiatives, but the resulting quantitative growth has not been supported by a commensurate level of qualitative growth and this has created problems on the supplier side, such as by producing redundant functions and roles in multiple projects and inefficient investment. This study, which aims at proposing a direction towards more active support and thus helping the government achieve qualitative accomplishments that can match its effort in terms of quantitative growth, analyzes the current status of startup support of universities in Korea by examining the data regarding training programs and projects, and highlights the issues stemming from startup organizations in colleges. It also suggests solutions for improving in-college startup training and establishing an interlinked system among the relevant bodies in and out of college, with the hope that the results and alternatives proposed in this study will be utilized as the basis for more active student startup support activities.

The Purpose of this study is to present how to seek more participation in industry-university cooperation from Industry, University, Research Institute, and Government (I-U-R-G) using success factor analysis of "Excellent Industry-University Cooperation Coordinator". The findings can be summarized as follows. First, it is indicated that Coordinator' business aggressiveness positively affect the volume of business and technology DB excavation. Second, it is indicated that the number of agency staff positively affect the volume of business, the number of Project derived by Coordinator and new professors participation rate. Third, it is indicated that the Fellowship of the Enterprises positively affect the volume of business, technology DB excavation and new professors participation rate. Lastly, it is indicated that organization maintains, center chapter leadership, and local government'commitment don't have positive effect on the performance of I-U Cooperation of SMEs.. Therefore, in order to improve the performance of cooperation technology development projects that affect the technological competitiveness of SMEs, I-U cooperation coordinator needs more continuous attention and support from Industry, University, Research institution, and Government.

A Study on Fostering Plan for the Hydrogen Industry in Changwon City (창원시 수소 산업 2040 중장기 육성계획 수립 연구)

  • This study aims to propose a mid- to long-term fostering plan for the hydrogen industry customized to Changwon City by reviewing the government's policy and the status of the domestic and foreign hydrogen industry. The adopted methodologies were policy analysis, literature review, field investigation, and committee operation that could consider institutions, knowledge (technology), and networking between activity subjects. The short-term projects and long-term projects for the fostering plan are established using these methodologies. The short-term projects were structured so that the ongoing hydrogen industry fostering plan leads to a successful result, and the hydrogen mobility field is expanded to not only land vehicles but also marine and air vehicles. The long-term projects consist of a high proportion of the hydrogen utilization field to take advantage of the industrial strength of Changwon City, and a support system for new and turning companies for localization of parts was added to provide industrial competitiveness.

A Study on Factors Affecting the Sustainability of Industry-University Cooperation: Focusing on the I-U Relationship Strength and Overcoming I-U barrier (산학협력 지속가능성에 영향을 주는 요인에 관한 연구: 산학협력관계강도와 장애의 극복을 중심으로)

  • This paper studies the factors that increase the sustainability of Industry-University cooperation in the current structure of domestic I-U cooperation, which is highly dependent on government support. First, we examine the extent to which the 'I-U Relationship Strength' can be explained by the cumulative 'Experiences of I-U cooperation' and 'Width of various I-U cooperation channels', and the 'I-U cooperation barrier' can be explained by the 'Difference in mutual recognition' and 'Institutional barriers' on sustainability. In addition, the factors that can lower the 'I-U cooperation barrier', such as the 'University administration's efforts' and 'Trust between I-U', are examined. The researchers examined the factors affecting the sustainability of I-U cooperation and the factors affecting 'I-U cooperation barriers' in the 'I-U cooperation technology development projects' of the Ministry of Small & Medium Venture Business and Startups with its long history of domestic I-U cooperation programs. In order to clarify the data of the research sample, a questionnaire survey of organizational units was conducted for all companies participating in the 'I-U cooperation technology development projects' of the Ministry of SMVB and Startups between 2011 and 2015, and the responses of 356 organizations were used. It was found that the greater the 'Width of the I-U cooperation channels', the higher the sustainability and that the greater the 'Institutional barriers', the lower the sustainability. However, through the 'University administration's efforts' and 'Trust between I-U', it is possible to overcome the 'I-U cooperation barrier'. Ultimately, the systematization of Industry-University-Research institute subjects is needed to realize sustainability. In other words, it is necessary to have a linkage program that can broaden the link between industry and universities, that is to broaden the scope of I-U cooperation. Moreover, it is necessary for the government to provide institutional support to promote desirable I-U cooperation policies. Finally, it is essential to change the universities' core organizations in order to improve the level of university administration services.

The Effect of Entrepreneurship, Perception of Entrepreneurial Environment and Participation in Government Start-up Support Project on Business Performance (창업자들의 기업가정신과 창업환경인식, 그리고 정부의 창업지원사업 참여정도가 경영성과에 미치는 영향)

  • This study examined the effects of entrepreneurship and perception of entrepreneurial environment on business performance. In particular, this study analyzed the difference in the effect of each independent variable on the dependent variable by using the government's participation in the start-up support project as a moderate variable. In order to achieve the purpose of this study, the researcher drew the variables corresponding to entrepreneurship and the variables related to entrepreneurship awareness. Innovativeness and risk sensitivity were selected as variables for entrepreneurship, and market environment and product environment were selected as variables for perception of entrepreneurial environment. Based on the above variables the research model was completed including the degree of participation in the government's start-up support project as a moderating variable. The data for the empirical analysis were collected from start-up companies in Daegu in 2018. A total of 601 questionnaires were collected and 399 copies of the data were used in this study after removing the unfaithful answers. The results of the analysis showed that innovation had a negative effect on management performance, and risk sensitivity, market environment, and product environment had a positive effect on management performance. In terms of the moderating effect, in the case of innovation, the higher the participation in government support projects, the lesser the negative effect. Risk sensitivity and product environment showed a strong impact on companies with a lot of government support projects, and the market environment had a strong impact on those who participated less. This study confirmed the importance and necessity of entrepreneurship and perception of entrepreneurial environment that influence the management performance of entrepreneurs. It is also meaningful in that it deals with the practical effects of the government's start-up support project on the start-up performance.

A Study on Success Factors for Technology Commercialization in IT Industry (IT업계의 기술상용화 주요 요인에 관한 연구)

  • The purposes of this paper is to identify CSFs for technology commercialization in IT industry, and to empirically investigate the impact of CSFs on the success of technology commercialization. Comprehensive literature study identifies eleven factors affecting the process and results of technology transfer and the research results show that 'Incentives for Commercialization,' 'Leadership Support,' 'Government Support,' 'Cooperation among Parties,' and 'Understanding of Business' are the most influential factors. Regression analyses show that CSFs in total have very significant explanatory power in the success of technology commercialization. 'Incentives for Commercialization,' 'Cooperation among Parties, 'Demand-Pull Technology', and 'Commercialization Experience' are statistically significant in explaining the success of commercialization. Successful commercialization projects show higher explanatory power (46.80%) than failure projects (38.50%).

A Study on Process Models for Proposal Evaluation of R&D EU Government Support Programmes (EU정부의 R&D지원 제안서평가 프로세스모형에 관한 연구)

  • The EU in order to surpass the United States in the world economy have tried several aspects. Economic growth is possible through the technological competitiveness of this industry, and also through the development of industrial technology and employment. Such EU Commission has taken several support policies in order to raise the R & D capabilities. Non-EU member countries, Korea, R & D pipe central incisor see support for the policy proposal evaluation for women is important. The aim of this paper is to analyze the proposal evaluation process of the EU commission for R&D projects. I argue that the EU's methode of proposal evaluation for EU R&D consists of five stages: expert briefings, proposals for individual assessment, consensus and finally a panel evaluation. The main features of the EU's R&D evaluation process for proposals are experts and panel evaluation. The Korean government could select, operate and manage experts for the EU's R&D evaluation. That would lead to a higher rate of success for Korean proposals in the EU.
