Genetic Difference Analysis and Environmental Assessment of Miscanthus sinensis and Phragmites australis to Apply Regional Seed for Restoration in Korea (복원 소재로서 지역 종자 적용을 위한 억새와 갈대의 유전적 변이분석)

  • Restoration ecology is the practical study of renewing and restoring a spoilt, degraded, or devastated ecosystems in the environment. Because the Korean industry has been drastically developed for the past few decades, the Korean ecosystem requires restoration using regional seed. In this study, we identified the variation of phylogenic relationship of Miscanthus sinensis or Phragmites australis by locations in Korea. Chloroplast DNA atpF-H and psbA-trnH interspace region were used as a molecular marker to resolve the phylogenic relationship in 10 different locations. We performed the molecular phylogenetic analysis with 10 chloroplast DNAs from each location using Kimura 2-parameter. The analysis of Miscanthus showed that all atpF-H genes were exact matches except for Ose san. In contrast to Mischanthus, the atpF-H genes from Phragmites were observed to have more variation. A total of 7 locations revealed the variation in chloroplast gene. According to the phylogenic tree in Phragmites, 2 of 10 samples in 6 locations and 3 of 10 in 1 location showed variation with 0.160-0.181 genetic distance. According to the genetic distance of the Miscanthus sinensis, there were no mutations in all regions except the Hongsung. These results support regional differences and show the necessity for seed collection by region. In the case of Phragmites australis, genetic variation occurred in all regions.

  • This study analyzes the characteristics of the evolution process of the Gumi National Industrial Complex as well as its external and internal drivers based on the cluster adaptation cycle model. The Gumi National Industrial Complex has made remarkable progress through expansion in spatial and industrial realm and has become a representative IT industry cluster in Korea. It evolved during a growth period from the 1990s, a maturity period from the mid-2000s, and a mature stagnation period from the mid-2010s. But it has now entered a period of decline. While external drivers at the international and national level greatly influenced the Gumi National Industrial Complex in its evolution from foundation-building to maturity, internal drivers such as the outflow of large firms as well as a lack of SME research capacity and institutional base have added to the management difficulties of SMEs in the mature stagnation period. Therefore, in order for the Gumi National Industrial Complex to move into a revitalization period that strengthens resilience against external shocks, it is necessary to enhance the capacity of SMEs by expanding the roles of the central government, local government, and support agencies. In addition, it is necessary to create and embed strong medium enterprises within the Gumi National Industrial Complex, so that the Complex can be reborn as a sustainable innovation ecosystem.

  • This study is to develop the direction of the development of the next-generation mapping of marine information required to develop a base of the utilization localization of maritime production tools. The GIS data-processing products and technologies currently used in the Korea's marine sector depend on external applications which is renewal costs, technical updates, and unreflected characteristics. Meanwhile, the S-100 standard, the next generation hydrographic data model that complements S-57's problems in marine GIS data processing, was adopted as a new marine data standard. This study aims to present the current status and problems of marine GIS technology in Korea and to suggest the development direction of GIS software based on the next generation hydrogrphic data model S-100 standard of IHO(International Hydrographic Organization). S-100-based marine GIS localization technology development and industrial ecosystem development research is expected to scientific decision-making on policy issues that occur with other countries such as marine territory management and development and use of marine resources.

Trophic Transfer of Disinfectant Chemical in Aquatic Ecosystem (소독살균제 기인 화학물질의 수생태계 내 생물 전이 특성 연구)

  • Despite the consumption of disinfectants have been increased by COVID-19 pandemic, the fate of the chemicals in aquatic food webs are still unclear. In order to understand the trophic transfer of the chemicals, the concentration of disinfectants including six benzalkonium chloride (BACs) and five didecyldimethylammonium chlorides(DDACs) were measured at the Geum (2020), Han (2021), and Yeongsan River (2021), before and after rainfall. The highest concentration of ∑BACs (mainly C12 and C14) and ∑DDACs (mainly C10 and C14) were observed in the Han River, followed by Yeongsan River, Geum River Estuary, and Gapcheon. After rainfalls, both concentration and detection frequency were decreased in all sites. Although the BAC and DDAC seems to be accumulated in organisms, they were bio-diluted rather than magnified in the aquatic food web with the biomagnification factor(BMF) of less than 1, trophic magnification slope (TMS) from -0.236 to 0.001, and trophic magnification factor(TMF) from 0.85 to 1.01.

  • This paper aims to examine how and why the role of Seoul National University has evolved through the formation of Seoul National University's entrepreneurial ecosystems (SNUEEs). To identify this, we used secondary data on SNU entrepreneurship and did in-depth interviews with 17 student entrepreneurs and supportive actors in the ecosystems. First, the university-industry cooperation policy and the first start-up boom in the late 1990s gave rise to the first generation of SNUEEs. They entered the second generation with the second start-up boom in 2010. The third generation emerged through the government's start-up support policy and the venture investment market revitalization in 2017. Second, SNUEEs have experienced transformations of the university's role from an 'ivory tower' to a 'feeder of knowledge and labor' and have become a 'hub of knowledge networks.' Third, hub institutions and organizations were established and supported by government policies, and networks of SNUEEs have been embedded in these hub institutions and organizations. SNUEEs as a hub university are evolving through the formation of a voluntary entrepreneurial culture by student entrepreneurs, the supportive policy at the university level, and the establishment of linkages with the region where the university is located.

Also essential to the settlement of credit transactions using credit cards is important for expanding the effort, for the expansion of credit card merchant credit card advantage and raise awareness among traders about the expected effects is needed. Though these study finding submits plan that create market ecosystem so that many consumers may become place that could visit naturally and create pleasure and convenience, and time, monetary, psychological value of shopping to traditional market, there is sense.

Introduction of a New Method for Total Organic Carbon and Total Nitrogen Stable Isotope Analysis of Dissolved Organic Matter in Aquatic Environments (수환경 내 용존성 유기물질의 총 유기탄소 및 총 질소 안정동위원소 신규 분석법 소개)

  • Dissolved organic matter (DOM) is a key component in the biogeochemical cycling in freshwater ecosystem. However, it has been rarely explored, particularly complex river watershed dominated by natural and anthropogenic sources, such as various effluent facility and livestock. The current research developed a new analytical method for TOC/TN (Total Organic Carbon/Total Nitrogen) stable isotope ratio, and distinguish DOM source using stable isotope value (δ13C-DOC) and spectroscopic indices (fluorescence index [FI] and biological index [BIX]). The TOC/TN-IR/MS analytical system was optimized and precision and accuracy were secured using two international standards (IAEA-600 Caffein, IAEA-CH-6 Sucrose). As a result of controlling the instrumental conditions to enable TOC stable isotope analysis even in low-concentration environmental samples (<1 mgC L-1), the minimum detection limit was improved. The 12 potential DOM source were collected from watershed, which includes top-soils, groundwater, plant group (fallen leaves, riparian plants, suspended algae) and effluent group (pig and cow livestock, agricultural land, urban, industry facility, swine facility and wastewater treatment facilities). As a result of comparing characteristics between 12 sources using spectroscopic indices and δ13C-DOC values, it were divided into four groups according to their characteristics as a respective DOM sources. The current study established the TOC/TN stable isotope analyses system for the first time in Korea, and found that spectroscopic indices and δ13C-DOC are very useful tool to trace the origin of organic matter in the aquatic environments through library database.

  • Societal value of the benefits forests provide has grown significantly, given their pivotal role in mitigating climate change and fostering the shift toward a carbon-neutral society. Due to the economic and public value of forests, which extends far beyond landowners and foresters, the forestry sector mutually interacts with society as a whole. Thus, understanding public perceptions and preferences concerning forests and forest policies from the societal viewpoint is vital for shaping future forest policy decisions. This research delved into evolving perceptions over the past 32 years, using a time-series analysis of data gathered from the 'Public awareness survey on forests'. This survey, conducted seven times between 1991 and 2023 by opinion poll agents, provides insights into changing sentiments. The findings reveal a notable increase in public satisfaction with overall forest policies. Specifically, positive sentiments were observed regarding forest rehabilitation, forest trails, education initiatives, and the establishment and functioning of forest recreation facilities. Conversely, the study highlights areas where public satisfaction remained relatively low, notably in matters concerning the use and conversion of mountainous regions, forest disaster prevention, and international forest cooperation. Additionally, the respondents emphasized the need for heightened attention to forest management, the development of forest roads, and increased efforts in overseas afforestation compared to current initiatives.

A Study on the Site-Level Assessment Criteria of OECM in Korea for Achieving Kunming-Montreal Global Biodiversity Framework - Focusing on the National Gariwangsan Natural Recreation Forest - (쿤밍-몬트리올 글로벌 생물다양성 프레임워크 목표 성취를 위한 우리나라 OECM의 개별 평가 기준 연구 - 국립가리왕산자연휴양림을 중심으로 -)

  • In order to achieve the management goals (30by30) mandated by the Kunming-Montreal Global Biodiversity Framework, this study established the site-level assessment criteria for OECMs, tailored to domestic circumstances using the Delphi analysis. Subsequently, a site-level assessment was conducted on the National Gariwangsan Natural Recreation Forest. As a result of the study, the initial step involved presenting criteria for the site-level assessment of OECMs, with 'consent for the assessment and recognition of OECM by competent and management authority' proposed as a prerequisite. Subsequently, seven evaluation criteria were established, including 'other than a legally protected area', 'spatially separated area with defined boundaries', 'effective in-situ conservation of biodiversity', 'sustainable management based on the competent and management authority', 'long-term sustainability of conservation outcomes', and 'provision of ecosystem services'. The results of applying site-level assessment criteria to the National Gariwangsan Natural Recreation Forest indicate that six criteria were met, while one criterion (sustainable management based on the competent and management authority) requires further improvement. Specifically, the key competent and management authorities for the National Gariwangsan Natural Recreation Forest are the Korea Forest Service and the National Natural Recreation Forest Management Office, with competent and management organizations established. However, the management focus is primarily on providing forest recreation services centered on users and facilities, making it difficult to confirm the long-term biodiversity conservation plans and implementation by the competent and management authorities. Therefore, it is deemed necessary to improve the long-term biodiversity conservation plans and implementation for the recognition of the National Gariwangsan Natural Recreation Forest as an OECM.

New attempt on the Autonomous Vehicles Act based on criminal responsibility (자율주행자동차 사고시 형사책임에 따른 '자율주행자동차의 운행과 책임에 관한 법률안' 시도)

  • Like the technological competition of each country around commercialization of Autonomous Vehicles(the rest is 'AV'), legalizations are also in a competition. However, in the midst of this competition, the Ethik-Kommission Automatisiertes und vernetztes Fahren of Germany has recently introduced 20 guidelines. This guideline is expected to serve as a milestone for future AV legislations. In this paper, I have formulated a new legislative proposal that will incorporate the main content presented by the Ethik-Kommission. The structure is largely divided into general rules of purpose and definition, chapter on types of AV and safety standards, registration and inspection, maintenance, licenses for AV, driver's obligations, insurance and accident responsibilities, roads and facilities, traffic system, and chapter on penalties. The commercialization of AV in Korea seems to be in a distant future, and it is possible to pretend that it is not necessary to prepare legal systems. But considering our reality, leading legislation may be necessary. In this paper, I have prepared individual legislative proposals based on the essential matters based on the criminal responsibility in case of AV car accidents. To assure the safety of AV, AV and mode of operation were defined for more clear interpretation and application of law, and basic safety standards for AV were presented. In addition, the obligation of insurance and the liability for damages were defined, and the possibility of immunity from the criminal responsibility was examined. Furthermore, I have examined the penalties for penalties such as hacking in order to secure the effectiveness of the Act. Based on these discussions, I have attempted the 'Autonomous Vehicles Act', which aims to provide a basis for new discussions to be held on the basis of various academic fields related to the operation of AV and related industries in the future. Although there may be a sense of unurgency in time, the automobile industry needs time to prepare for the regulation of the AV ahead of time. And a process of public debate is also needed for the ecosystem of healthy AV industry.
