노인의 소득구조 불평등 기여도 분석 (An Analysis of the Contribution of the Elderly to Income Inequality)

  • 본 연구는 노년기 경제적 불평등을 2007년부터 2018년까지의 한국복지패널조사 자료에서 지니계수와 10분위 분배율로 노인의 소득불평등 기여도의 변화를 분석하였다. 연구결과 전체소득의 지니계수는 2007년 0.430, 2018년 0.383으로 점진적으로 불평등이 줄어들고 있었다. 또한, 소득분위가 높아질수록 소득증가율이 높아졌다. 시간이 지남에 따라 시장소득 불평등은 증가하였고 공적이전소득과 사적이전소득의 불평등은 감소하였다. 전체소득에 대한 소득구조의 불평등 기여도 분석결과, 시간이 지남에 따라 사적이전소득의 불평등 완화 역할을 공적이전소득이 대체하고 있었다. 노인의 기초생활유지를 위한 공적이전소득의 확대는 사적이전소득의 구축효과에도 불구하고 중요한 노인 소득원이며, 노인의 소득구조의 구성요소인 시장소득, 공적이전소득, 사적이전소득은 상호 전체소득을 보완하는 성격이 있어 노인의 소득불평등을 완화하는데 기여한 소득원을 파악하여 정책에 반영하는 것이 중요하다.

Korean Public Rental Housing for Low-income Households: Main Outcome and Limitations

  • This paper examines the achievements and limitations of housing assistance programs for low-income households. Korean public rental housing has been rapidly developing since 2000, and thereby achieved an increase in public rental housing stock, housing quality improvements, and the reduction of rent over-burden for low-income tenants. Despite some conflicting evidence, it appears that the provision of newly-built public rental housing has helped stabilize the prices of neighboring private rental housing units. But, as we are entering an era of one million long-term public rental housing units, we need to shift our focus from quantity-oriented provision to housing maintenance for tenants, and from cost-based rental housing to affordable rental housing and better access to rental housing for low-income tenants who are not beneficiaries of government assistance. Most of all, it is very important for local governments and the private sector to actively participate in the provision of public rental housing in order to ensure a stable rental housing market.

  • 본 연구의 목적은 외환위기 이후 우리나라 소득보장정책의 발전과정과 현황을 검토하고, 핵심 이슈와 쟁점을 정리하여, 문제점과 한계를 극복할 수 있는 미래 발전방안을 모색하는데 있다. 집중된 논의를 전개하기 위해 연구의 범위를 국민연금, 기초연금, 국민기초생활보장제도로 한정했으며, 전반적인 서술 과정에서 '사회적 보호 최저선'에 기반 하여 '보편성'과 '적절성'의 두 가치에 주목하였다. 최근 문재인 정부에서 발표한 관련 내용도 간략하게 정리했으며, 통합적 소득보장체계를 구축하기 위해 사회수당과 기본소득 중심의 긍정전략과 변혁전략을 구분하여 제시했다. 현 체계의 개선도 일부 요구되지만, 급여구조와 방식에 대한 전면적 개혁을 통해 사회적 급여의 실제적 효과를 확장하기 위한 노력이다.

노인케어시설의 정책개발을 위한 국제비교연구 (Comparative Study on the Facilities for the Elderle Care)

  • This purposes of this study is to develope policies on the facilities for the elderly care in Korea. Methodology of this study adopts comparative analysis on the facilities for the elderly care in 6 countries which have experienced various problems on the elderly. These 6 countries are Japan, Sweden, America, Australian, England and Germany. Major issues for comparative analysis are the standard of care facilities, residence condition, finance of facilities establishment and expense, operating system, management, and the law and administrative structure about the facilities for the elderly care. The elderly people need various kinds of welfare services such as medical care facilities, nursing home facilities, home care facilities etc.. Thus the public policies for the aging population nations are compose of income maintenance program, health and medical care services and social welfare services. The policies of facilities for elderly care are very important since these policies include the characteristics of income maintenance, me\ulcorner미 care program and welfare program. This study willsupply basic data for the development of facilities for the elderly care in Korea, especially conceming the system and institutional device of the facilities.

LCC 기법을 이용한 영구임대아파트 난방방식 리모델링에 대한 경제성분석 -유지관리비용을 중심으로- (The Economic Analysis on the Heating System Remodeling by the Life Cycle Costing in Permanent Rental Apartment)

  • Considering the present development situation of rental apartment since 1982, the supply of rental housing for low-income dwellers has contributed a amount of quantities, but has been deficient qualities in housing policy. To propose the device of remodeling for low-income dwellers in deteriorated apartment, this study investigated the energy consumption of central heating system and the characteristics of maintenance cost in permanent rental apartment. The results of evaluation of alternative heating systems by Life Cycle Costing in permanent rental apartment were as follows; From Life Cycle 15∼20 years by Present Worth Method, the economic heating system of remodeling is central heating system (heat source: B-C oil), unit heating system(natural gas), central heating system(natural gas) in order.

Assessing Middle-income Residents' Attitudes about Their Urban High-rise Condominium in Contemporary American Society

  • Most research on high-rise housing has focused on low-income residences, and usually the psychological and social well-being of women and children. The validity of such findings are questionable for other populations since high-rise living has served other groups and their various needs in particular settings. Lack of knowledge and understanding about high-rises has represented an obstacle to the accurate representation of American urban reality in residential environments. The review of literature and factor analysis identified Important environmental factors. The survey was conducted in the selected downtown high-rise communities of major U.S. cities. Analyses revealed that there were unique characteristics of residents who prefer to live in this type of housing. It was also found that living in middle-income urban high-rise condominiums does not contribute significantly to the problems associated with high-rise living itself. Even though there were some deficiencies of social interaction and activities among residents, the middle-income condominiums were serving particular residents as maintenance-free and safe place imprinted by a positive image of sweet memories or sometimes by a window view presiding over downtown skyline.

취약지역 빈곤아동의 인구사회학적 특성별 건강행동 변화단계의 분포 (The Stages of Change Distribution for Health Behaviors among Low Income Children in Underserved Area)

  • Objectives: The purpose of this study was to identify the stages of change distributions for nine major health behaviors among poor children in underserved area, and to provide basic information for developing specific objectives and strategies for health education program. Methods: The health behavior data were obtained with a self-administered questionnaire and analysed for 3,081 poor children in 106 local children's centers nationwide. Stages of change classification were based on self-reported responses to five statements. The health behaviors included were balanced diet, safety behavior (helmet and protective device use while riding), regular exercise, smoking, alcohol use, drug use, sleep pattern, weight management and stress management. Results: Poor children were more likely in precontemplation and less frequently in action and maintenance stages for a safety behavior. 33.1% of respondents were precontemplators, 29.9% contemplators, and 6.5% in preparation stage. Only 4.3% and 9.6% were in action and maintenance stages, respectively. Gender differences were apparent. Boys were more likely to be precontemplators for nine health behaviors. Children from the lowest socioeconomic status and disrupted family were more likely to be in precontemplation for weight management and exercise behaviors. Children living with both parents were more likely to be in the action and maintenance stages for nine health behaviors. Stages of change for balanced diet and smoking were significantly related with those for other eight health behaviors. And the stage of exercise adoption was found to be significantly related with those for other seven health behaviors. Conclusion: Safety education must receive high priority in health education program for low income children. Balanced diet smoking cessation and regular exercise could be a possible gateway behavior toward healthier lifestyle practices.

소득보장과 사회서비스의 교환관계(trade-off) 연구 (A Study of Trade-Off Relationship Between Income Maintenance Programs and Social Services)

  • 21세기 현재 복지국가가 당면한 최대의 과제는 전통적인 노동자를 대상으로 노령, 실업, 질병, 그리고 장애로 인한 소득의 상실에 대처하는 현금급여 중심의 소득유지 프로그램 위주로 운영된 '오래된 복지'와 청년, 실업자, 저숙련 노동자, 여성 그리고 비정규직 근로자를 대상으로 돌봄의 사회화를 통해서 개인의 역량을 키워주는 사회서비스 중심으로 운영되는 '새로운 복지'를 조화롭게 발전시키는 것이라고 할 수 있다. 이러한 맥락에서 본 논문은 복지국가의 전통적인 분류법에 의거하여 소득보장과 사회서비스라는 두 축으로 최근 복지국가 변화를 실증적으로 분석하여, 양자(兩者)간 관계의 성격을 규명하고자 한다. 이를 위하여 본 논문은 18개 OECD 국가를 대상으로, 1980년부터 2006년 전후의 사반세기에 걸친 시계열 자료를 통하여 소득보장과 사회서비스 지출의 증가를 측정하여 양자(兩者) 간에 교환관계(trade-off)가 성립하는지 여부를 분석하고자 하였다. 이러한 목적을 달성하기 위한 본 논문의 구성은 다음과 같다. 제2장에서는 현금급여와 현물급여의 개념과 차이를 이론적으로 살펴보고, 소득보장과 사회서비스의 교환성(trade-off)을 세 기둥 접근법(Three Pillars Approach)을 통해서 살펴보았다. 이어 제3장 연구방법에서는 본 연구의 주요 연구방법론인 그랜저 패널분석 모형을 설명하였다. 본 논문의 본문에 해당하는 제4장에서는 소득과 사회서비스의 교환관계성 여부를 상관관계와 그랜저 패널방법을 통해서 분석하였다. 결론적으로 소득보장과 사회서비스는 교환관계가 성립하는 대체재가 아니라 상호 보완재라는 점이 입증되었다.

공공임대주택 유형별 구성재 사전예방보전 수선시기 설정연구 (Analysis of a Repair Time Preparation for the Preventive Maintenance in a Public Rental Housing Types)

  • The rental housing has been a main role to supply a living space to the household who can not be available for the home-owner. Specially, the public rental housing is targeted for the low-income household and supplied with low rental fee. Therefore, the rent owner should manage and maintain the housing condition decently with a systematically maintenance plan which includes a repair time and scope, a repair cost. Among them, the repair time is important to make a repair plan. The repair time would be explained with two types, which is divided into a breakdown maintenance and a preventive maintenance. Each of them has a advantage in a repair cost, maintenance of the living condition and provision of the repair scope and method. In this paper, it aimed at providing the repair time in 12 components of the public rental housing which is reflected from a preventive maintenance. This study shows that overall, a permanent rental housing has a longer repair time than any other rental housing in 12 housing components. A public rental housing is closer to the a permanent rental housing then a redevelopment rental housing in repair time. On the other hand, the repair time of the 12 housing components is different form the rental housing. This leads to further study in difference of the repair time according to a tenant type.

서울 지하철의 운임제도 개선방안 (The Improved Device of Seoul Subway Fare System)

  • Subway widely used as a major mean of public transportation both at home and abroad contributes to ease chronic traffic congestion in cities. However, subway operating expense is expected to increase continuously because subway requires vast amount of money at the construction stage, huge sum of maintenance cost is spent during operation, and passenger needs for more convenient facilities is increasing. on the contrary to enormous operating expenses, fare that is occupying most of operating income doesn't come up to its prime cost causing chronic operating deficit. It is urgent to prepare fare system improvement measures to increase operating income in order to resolve financial difficulty of a subway operating organization. Therefore, the current study analyzed present condition and problems of subway fare system, and suggested improvement measures such as improvement of fare adjustment procedure, improvement of free-ride system, diversification of ticket, etc.
