Various disasters have been continuously occurred in Korea from 1990s to now. However, there is no substantial improvement against damages as compared with the past due to various reasons such as lack of fundamental recognition, ineffective response systems and widespread insensitivity to safety. More worse, new types of disasters have been frequently generated due to rapid changes in social structures and industrial development, unusual changes in weather and changes of international situations. These disasters request comprehensive countermeasures. In particular, while material damages by disasters can be recovered, the losses of precious lives cannot be recuperated in any ways. Thus, it is critical to set effective disaster medical plans. The first way to minimize damages by disasters is the prevention and the next is to set the disaster medical plans focusing on preliminarily activating the emergency medical system to rapidly rescue and take appropriate emergency medical services for casualties in the early stage when any disaster occurs. Nevertheless, no sufficient researches or references do not exist up to now. Even worse, effective emergency medical systems that play critical roles in increasing survival rates of casualties in actual disaster areas is not deployed. For the United States, the consistent countermeasure system is established in FEMA through a close cooperative system with relevant organizations for serious accidents including terrorists' attacks or natural disasters. For the emergency medical services in disasters, the disaster medical plan is set to cope with any disasters in perfect order by special area as operating the National Disaster Medical SystemESF#8 Role by FEMA. Accordingly, we need to set the extensive and integrated disaster prevention system for rapid and flexible operation against various kinds of serious accidents. This study identified overall problems in disaster control plans in Korea and suggested how to improve the emergency medical service system in disaster areas. Furthermore, it aims to prepare the basic data to set the effective emergency medical service plans when substantial casualties break out and more reasonable and systematic disaster control plans to cope with the future occurrence of serious disasters.
Purpose: The purpose of this study is to prepare an environment that can provide high-quality 119 rescue services by analyzing the causes of casualties at the water rescue and suggesting improvement plans to prevent them. Method: 5 major cases were analyzed among firefighters' casualty accidents during rescue activities related to the water over the past 10 years for case study. And the causes of the accidents were analyzed in terms of 4 values (Man, Machine, Media, Management) through the 4M analysis technique. Result: ① man: the main causes are lack of awareness of on-site safety, etc ② machine: the problem of the absence of the equipment itself, etc ③ media: the lack of information on the rescue site and the poor rescue environment conditions, ④ management : the main causes were the absence and inadequacy of the response manual for each rescue site, Conclusion: ① man: knowledge of SOP and reinforcement of education and training, etc. ② machine: there are measures such as the introduction of equipment suitable for the changing rescue site, ③media: providing sufficient information about the rescue activity environment and conducting regular road training, ④ management: policy suggestions such as establishment and dissemination of on-site safety management plans and manuals were derived.

With the development of electronic communication techniques, maritime communication system has been much changed. Since the maritime communications by the radio telegraph have been initiated, the GMDSS came into internationally effect for the life and safety at the sea from 1992, new maritime communication system has been constructed. The new systems have being implemented and applied to merchant ships over 300G/T (or safety of the life. But the annual reports show that most of casualties last 10 years happened to small ships, have been gradually increased. For the improvement of those circumstances, more effective SAR system and administrative plans should be executed. In this paper, we analyzed the maritime casualties last 10 years, maritime communication system, and SAR facilities in domestic. Through the result from the analysis, we discussed the current situations, summarized several conclusions for the developmental proposals.
Yearly, it seems the fact that the numbers of tunnels with wide sections are on the rise as the length of tunnel and number of lanes continues increasing. According to these trends, well-schemed plans of design, construction and management related with tunnel safety has become to be crucial. It is a high possibility to be observed by the fact that the direct effects of casualties and property damages are caused by the situations of car collisions, bump to solid structures by careless driving and the outbreak on vehicles by mechanical fault. Therefore, in order to prevent these types of accidents, we would make issues md adopt appropriate mechanical and management plans of emergency exits and disaster prevention equipments inside of tunnel, based on up-to dated experiences and study of foreign cases, to structural design technology. As new disasters such as COVID-19, MERS, and earthquakes appear in modern society, the nation's ability to manage uncertain risks is becoming more important. The government is promoting a disaster safety management policy closely related to daily life by reinforcing on-site response capabilities. Therefore, in order to respond more effectively to disasters that have recently been enlarged, complicated, and delocalized, there is a limit to only disaster-related organizations in the public sector. It is necessary to check it and find ways to develop it. In the event of an unpredictable national disaster or infection, the government needs disaster safety management measures closely related to daily life. Accordingly, as an efficient response and strategy such as procedures and methods for funeral support at the scene of a national disaster were needed, a designated funeral home was introduced. In the event of a major disaster, a large number of casualties that exceed the daily work level of the relevant department occur and rapid changes in relief, medical care, funeral and administrative procedures occur accordingly. The purpose of this study is to derive basic operating directions and prompt funeral support plans for funeral homes designated for national disaster preparedness.
Countries across the globe, including those in Europe, are waging a "war against terrorism" as international terrorist groups such as ISIS and lone-wolf terrorists have unleashed various large-scale attacks on rail infrastructure. Anti-South Korean sentiment exists in Muslim-majority countries because the nation has cooperated with the US for its military interventions in the Middle East, and ISIS has threatened to target South Korea four times since September 9, 2015. In addition, North Korea has been left isolated in the international community with its missile and nuclear tests, while further escalating inter-Korean tension and threatening to strike major facilities and attack important figures in the South. These situations imply that South Korea is no longer immune to terrorist attacks. If the nation fails to prevent or deter such terrorist attacks against rail networks, massive casualties, property damage and social confusion would be unavoidable, deteriorating national and international trust in its counter-terrorism policies. This may lead to a national crisis involving decreases in the number of tourists, dampened interest of foreign investors, and capital flight. This study aims to propose policy measures to enhance railroad security checks, based on the work of railroad police officers, for the sake of protecting citizens and public safety. The suggestions include an incremental expansion of railroad security checks; growth of the railroad police force and adjustment of their policing distribution with other police officers; enhancement of security systems across important rail networks; improvement of the Railroad Safety Act; Southeast Asia, including the corresponding strengthening of the national crackdown illegal immigrants, and plans for pre-emptive and regular cooperation among organizations related to the promotion of security checks and the prevention of terrorist attacks.
