  • With the cyber incidents increasing every year, opinions are being raised that legal system relating to incident reporting needs to be revised to improve the cyber incident reporting rate, etc. Accordingly, this paper suggests a legal improvement to enhance the effectiveness of cyber incident reporting. First, by analyzing domestic media coverage, this paper defines the problems which need to be improved regarding an incident reporting system as "unreported" and "not timely reporting". Then, this paper finds four requirements for legal improvement like "a reporting entity", "a starting point of reporting", "a reporting deadline" and "a protection of reporting information" by analyzing the relationship between reporting relating problems and issues published by overseas institutions and additionally by analyzing the need to revise the law. Finally, through an analysis of legislative cases, this paper suggests a legal improvement for the requirements.

Limiting factors and improvement measures were presented in terms of technology, service, law and policy for employing drones at construction sites. Our first suggestion is, from a technical point of view, that companies need to expand professional manpower and infrastructure for systematic management. Second, in terms of service expansion, it is necessary to have management capabilities for operation such as the use of drones with enhanced safety and reinforced on-site education and personal information management. Third, in terms of legal and institutional support measures, it is necessary to prepare a plan for reforming the legal system for revitalization and to expand the training of professional manpower. This study may contribute not only to the development of drone technology, but also to effectively respond to various problems that appear at construction sites.

  • In recent years, earthquakes and volcanic activity have been occurring actively in Japan, China, and Southeast Asia in the central Pacific Rim, and the cycle interval is shortening. In addition, there is Baekdu mountain, which is a large active volcano in Korea. On the other hand, the legal system and guidelines related to volcanic ash are very limited to counteract volcanic disasters. The volcano manual does not present specific countermeasures against volcanic disasters. The preparation of systematic disaster prevention measures against an eruption of Mt. Baekdu and the volcanic activity in Japan and China, which are occurring continuously, is necessary. Therefore, this study suggests an improvement to the relevant laws and regulations against volcanic disasters to analyze the aviation safety manual and relevant legal system. The problems with the current legal system are improved by modifying the legal system related to the air traffic sector when volcanic disaster occurs, and it is expected that more efficient manuals and guidelines will form the basis for the smooth operation of the manual at a disaster site.

  • This study analyzed the legal deposit, acquisition, and donation status from 2020 to 2022, along with the deposit status of e-publications with issued ISBNs. Through this analysis, the study derived improvement measures to strengthen compliance with legal deposit obligations for domestic e-publications. The key findings are as follows: The collection methods were acquisition (57.07%), legal deposit (41.74%), and donation (1.19%). The file formats varied, including e-books (pdf, epub), webtoons (jpg), and audiobooks (mp3). Most e-publications collected were published from 2012 to 2022, with some from 1960 to 2011. Webtoons dominated acquired materials, while legal deposits mainly comprised e-books. Analyzing the status of e-publications with issued ISBNs, e-books (96.2%) were most common, with the literature field receiving the highest number of ISBNs. Most ISBNs were issued during 2020 to 2022. Looking at the top 10 publishers, the low legal deposit rate indicates the need for improvement. To address this, proposed improvement measures include enhancing publishers' awareness of legal deposits, strengthening incentives and sanctions, encouraging voluntary participation through transparent disclosure of the legal deposit status, and improving the accuracy of data in the ISBN issuance and deposit system.
