지리정보자료에 따른 불투수면적률 산정 결과에 대한 연구 (A Study to Evaluate Impervious Area Ratio by Geographic Information Data)

  • Infiltration is a process by which precipitation infuses into subsurface soils. The process determines the surface flow and baseflow volume, and it is one of most important hydrological processes regarding nonpoint source pollution management. Therefore, the Ministry of Environment has developed a guideline to determine the impervious area ratio to understand the hydrological process in administrative districts and watersheds. The impervious area ratio can be determined using land use or land cover maps. Three approaches were explored to determine the impervious area ratio in 25 districts in Seoul. The impervious area ratio was determined by employing the Land registration map and Land property data in the first approach, Land property map in the second approach, and Land cover map in the third approach. The ratio ranged from 38.96% to 83.01% in the first approach, 38.98% to 83.02% in the second approach, and 37.62% to 76.63% in the third approach. Although the ranges did not provide any significant differences in the approaches, some districts displayed differences up to 9.48% by the approach. These differences resulted from the fact that the data were land use or land cover, especially in the area of airport, residential complex area, and school sites. In other words, division of the pervious and impervious areas in an individual plot was not allowed in the Land registration map, while it was allowed in the Land cover map. Therefore, it was concluded that there is a need to revise the guideline so that a reasonable impervious area ratio can be determined in the districts.

유효 및 총불투수율의 산정과 유역관리에서의 활용방안 (Measurement of Effective and Total Impervious Ratio and Its Usage for Watershed Management)

  • 불투수면 비율은 유역의 건전성 정도를 나타내는 중요한 척도로 활용되고 있으며 특히 유역의 수환경 특성을 파악하는 모델에서 이용되어 왔다. 불투수면은 총불투수면과 유효불투수면의 두 가지 있으며, 이들은 각 유역의 토지이용 특성에 따라 그 구성이 다양하다. 이중 총 불투수면은 기존의 토지이용도나 토지피복도를 사용하여 손쉽게 구할 수 있는 반면 유효불투수면은 물 흐름을 필지별로 파악하여야 하기 때문에 산정에 많은 노력과 비용이 소요된다. 본 연구에서는 우리나라 사례지역에 대해 총불투수면과 유효불투수면을 산정하여 그 특성을 상호 비교해 보고 유역관리에 있어 유효 및 총 불투수면 비율의 적용방안을 모색하고자 하였다. 사례지역 분석결과 유효불투수면 면적은 39.7%로 총 불투수면 면적 43%에 비해 약 3%적었다. 불투수면이 수환경에 미치는 영향을 분석하기 위한 기초 자료로 활용하기 위함임을 고려할 때 비용과 시간적 측면에서 볼 때 총불투수면을 유역의 대표적인 불투수면 비율로 사용할 수 있을 것으로 판단된다.

Google Earth를 이용한 경북대와 홍콩대 캠퍼스의 불투수율 비교평가 (Comparative Evaluation of Impervious Ratio between KNU and HKU Campus Using Google Earth)

  • 불투수율은 물, 공기, 자연 생태계 등 전체 환경을 악화시키는 요인이 되기 때문에 도시지역의 총체적인 환경 질을 대표하는 지표로서 활용되고 있다. 본 연구는 Google Earth와 수치지도를 이용하여 대학 캠퍼스 불투수율을 정략적으로 비교 평가하는 방안을 제안한다. 경북대학교와 홍콩대학교 사례연구지역으로 선정되었으며 61cm의 공간해상도를 지닌 퀵버드 영상은 수치지도에서 추출한 레이어와 결합되어 도로, 건물, 주차장 등 세부적인 불투수면의 유형을 추출하였다. 경북대학교 캠퍼스는 도로와 주차장의 숲으로 뒤덮여 있는 것이 확인되었으며 반면에 홍콩대학교는 수목비율이 31%로 경북대보다 2배 정도 높은 것으로 평가되었다. Google Earth를 이용한 불투수면 감시기법은 동일한 데이터와 일관된 작업과정을 적용할 수 있어 다수의 조사자에 의한 주관적 판단과 대상 지역의 차이에 따른 불규칙적인 기준 적용의 문제점을 보완할 수 있는 현실적인 대안이 될 수 있을 것이다.

GIS 기반 불투수율 산정방법론을 활용한 강우유출수 부담금 모의산정 방안 연구 (A Study on the Calculation of Stormwater Utility Fee Using GIS based Impervious Surface Ratio Estimation Methodology)

  • Korea needs to develop a rational system to separate stormwater utility fee from current sewerage fee. In this study, the scenario for calculating stormwater utility fee of Bupyeong-gu was suggested and the results were considered. For this purpose, the application of stormwater utility fee overseas and current domestic system were analyzed. A three step calculating scenario considering suitable domestic situation and impervious surface area was suggested. Water, sewerage usage, and hydrant data were collected. The total amount of water and sewerage fees for land use were calculated. The sewerage fee of Bupyeong-gu for the year 2014 was 21,685,446,578 won. Assuming that 40% of this amount was the cost associated to stormwater, the result showed that the fees for residential area in third step decreased by 0.77% compared to that of the first step. For commercial area, the stormwater utility fee decreased by 36.87%. For industrial area, although the consumption of water was similar to that of commercial area, the stormwater utility fee increased by 8.35%. For green area, the fee increased by 37.46%. This study demonstrated that the calculation of actual stormwater utility fee using impervious surface map and impervious Surface Ratio Estimation Methodology developed in previous studies is feasible.

경안천 유역의 불투수면에 따른 어류다양성 연구 (Study on Fish Diversity by Impervious Cover of Gyeongan-Stream Watershed)

  • 본 연구에서는 경안천 유역을 대상으로 1975년부터 2000년까지의 토지피복상태에 따른 불투수면과 투수면을 재분류하여 경관분석 프로그램을 이용하여 경관 지수를 산정하였다. 경관 지수 중 총 중심지면적인 TCA(Total Core Area)를 생물종 다양성 지표로 이용하였다. 선정된 경관 지표 TCA와 불투수면 모델인 ICM(Impervious Cover Model)을 이용하여 실제 경안천 유역의 어류 출현종수와 비교하였다. TCA와 불투수면 비율의 관계에서는 불투수면 비율 증가에 따라 TCA값이 점차 감소하는 추세를 보였다. 이는 도시화와 인위적인 개발로 인해 경관에서 불투수면 면적이 차지하는 비율이 커지면서 생물종이 외부로부터의 격리를 필요로 하는 임계면적이 점차 감소하였음을 나타낸다. 또한, 경안천에 서식하는 출현 어류종의 종류를 모니터링 해 본 결과 불투수면 비율이 낮은 지역에서 청정수에 서식하는 종의 출현빈도가 높음을 알 수 있었다. 경안천 유역은 하천상태가 Impacted Stream(손상하천) 위에 해당하여 유역의 상태가 나빠지는 단계에 있는 것으로 파악되었으며, 이 구간에서 유역은 불투수면 비율에 민감하게 반응하므로, 계속적으로 집중적인 유역관리가 필요하며, 지역에 출현하는 어류다양성을 증가시키기 위해 유역상태를 개선시킬 필요성이 있다.

공동주택단지의 공간적 특성 분석을 통한 분산식 빗물관리 방향 설정 (A Study on Decentralized Rainwater Management by Analysing the Spacial Properties in Urban Housing Complexes)

  • Until today, rainwater management was processed without disposing the peak discharge, which was due to rainfall, to provide stability against flood damage. In this process, the natural hydrologic cycle changed quickly, and because of this, some problems that could harm human beings and the environment arose. These problems need to be addressed accordingly. One of the proposals was to carry out decentralized rainwater management through a natural hydrologic cycle on site, including utilization, infiltration, detention, and retention of rainwater. This study aims to set the direction of applicable decentralized rainwater management to housing complex in Korea. Therefore, spacial properties in urban housing complexes were analysed such as the impervious area-to-land ratio, the green area-to-land ratio, artificial land-to-land ratio etc. As the result of this study, when a housing complex was small and developed by reconstruction, the impervious area, artificial land, the green area in the artificial land-to-land ratio were high. So, direction of decentralized rainwater management of these housing complexes is available to utilize and detain rainwater. On the other hand, those of big housing complexes in land development district were low relatively. So, direction of decentralized rainwater management of these housing complexes is available to infiltrate and evaporate rainwater.

GENERATION OF AN IMPERVIOUS MAP BY APPLYING TASSELED-CAP ENHANCEMENT USING KOMPSAT-2 IMAGE

  • The regulating and relaxing targets in the Land Use Regulation and Total Maximum Daily Loads are influenced by Land cover information. For the providing more accurate land information, this study attempted to generate an impervious surface map using KOMPSAT-2 image which a Korea manufactured high resolution satellite image. The classification progress of this study carried out by tasseled-cap spectral enhancement through each class extraction technique neither existing classification method. KOMPSAT-2 image of this study is enhanced by Soil Brightness Index(SBI), Green vegetation Index(GVI), None-Such wetness Index(NWI). Then ranges of extracted each index in enhanced image are determined. And then, Confidence Interval of classes was determined through the calculating Non-exceedance Probability. Spectral distributions of each class are changed according to changing of Control coefficient(${\alpha}$) at the calculated Non-exceedance Probability. Previously, Land cover classification map was generated based on established ranges of classes, and then, pervious and impervious surface was reclassified. Finally, impervious ratio of reclassified impervious surface map was calculated with blocks in the study area.

설계기준 변경에 따른 유출계수 추정 - 공원을 중심으로 - (Estimation of Runoff Coefficient according to Revision of Design Criteria, in case of Park)

  • 합리식은 유역 면적, 강우강도와 토지이용 또는 표면형태에 따라 결정되는 일정한 범위의 유출계수로 이루어져있다. 2011년에 개정된 하수도시설기준에서는 5~10년 재현기간의 설계홍수량을 증가하기 위해 재현기간을 10~30년으로 조정하였다. Ponce, ASCE 등은 재현기간(강우강도)이 클수록 큰 유출계수를 적용할 것을 제시하고 있으나, 재현기간의 상향조정에 따른 유출계수의 증가에 대하여서는 현재 조정되지 않은 상태이다. 본 연구에서는 토지이용 및 표면형태에 많은 차이를 보이는 공원을 대상으로 불투수면적비 변화와 설계확률년수 조정에 따른 유출계수를 추정하고자 한다. 첫째, 20개 도시에서 무작위로 선정된 1,004개 공원을 대상으로 표면형태별 면적비를 구하여 유출계수를 추정하였다. 둘째, 재현기간 조정에 대한 영향은 재현기간 10년에 대한 30년의 유출계수비를 69개 기상관측소 지점에 대하여 지속기간별로 구하였다. 이에 따라, 표면형태의 차이와 재현기간 조정을 고려한 재현기간 10~30년 에 대한, 공원의 유출계수는 0.43~0.54의 범위를 가지는 것으로 나타났으며, 지역적 편차와 지속기간별 편차는 크지 않는 것으로 나타났다.

  • Recently, the increase of impervious area has been pointed out as a major cause of climate change and biotop area deterioration]. Therefore, quantitative indicators for environmental housing design and planning have been needed especially to control the impervious area. The Biotop Area Ratio(BAR) as the mostly applied environmental planning control instrument in Korea verifying the possibility of utilizing has been used effectively in various aspects. However, the fact that the space types are based on two dimension and ecological functions of spaces are simplified has shown the limitations of this planning instrument in the use as planning and evaluation indicator. In this study, classification criteria and the weighting of the space types in similar indicators Biotopflaechenfaktor (BFF, Berlin), Seattle Green Factor (SGF, Seattle), and Green Area Factor (GAF, Malmo) were analyzed. These indicators are similar in the sense that they apply weights to calculate the area and express a percentage of land area. The findings are as follows: The basic method that can estimate the vegetation volume is proposed to overcome the limitation of the BAR. It also was proven that the introduction of three-dimensional volume rate of biotops area was possible. Finally, the framework of space type classification criteria is proposed through linkages with relevant laws and regulations. With the improvement of the space types, the BAR is expected to be reasonable indicator in outdoor space evaluation in housing project.

도시 소유역 유효불투수율의 민감도 분석 (Sensitivity analysis of effective imperviousness estimation for small urban watersheds)

  • In this study, a runoff hydrograph and runoff volume were calculated by using the kinetic wave theory for small urban watersheds based on the concept of low impact development(LID), and the effective imperviousness was estimated based on these calculations. The degree of sensitivity of the effective imperviousness of small watersheds to the impervious to pervious area ratio, infiltration capability, watershed slope, roughness coefficient and surface storage depth was then analyzed. From this analysis, the following conclusions were obtained: The effective imperviousness and paved area reduction factor decreased as the infiltration capability of pervious area increased. As the slope of watersheds becomes sharper, the effective imperviousness and the paved area reduction factor display an increasing trend. As the roughness coefficient of impervious areas increases, the effective imperviousness and the paved area reduction factor tend to increase. As the storage depth increases, the effective imperviousness and the paved area reduction factor show an upward trend, but the increase is minimal. Under the conditions of this study, it was found that the effective imperviousness is most sensitive to watershed slope, followed by infiltration capability and roughness coefficient, which affect the sensitivity of the effective imperviousness at a similar level, and the storage depth was found to have little influence on the effective imperviousness.
