항공사고 피해자 가족지원 제도개선 연구 (Study on Improvement of Family Assistance System for Victim's Family of Air Traffic Accident)

항공사고가 발생하게 되면 언론과 일반사회 구성원들은 사고로 인한 피해자에 주목하고 그들에 대한 조치나 보상에도 깊은 관심을 갖게 된다. 하지만, 지난 2002년 발생한 중국국제항공(CCA) 129편의 사고를 통해 우리는 항공사고로 인한 피해자 못지않게 그 가족들 또한 많은 고통을 받으며 심각한 사고 후유증을 겪는다는 현실적인 문제임를 확인할 수 있었다. 그럼에도 항공사고 피해자 가족에 대한 지원에 대한 우리나라의 관련 제도는 매우 빈약하다. 이에 반해 1996년 트랜스월드항공(TWA) 800편이 대서양 상공에서 폭발, 추락한 사고를 계기로 미국에서는 항공사고 피해자의 가족들을 지원하기 위한 법을 제정하였다. 그리고 이 법에 따라 항공사고 피해 당사자뿐만 아니라 그들의 가족들에 대한 체계적인 지원과 관리를 통해 피해자와 피해자 가족들의 추가적인 피해를 최소화 하고 조기에 사고 후유증으로부터 벗어날 수 있도록 지원하고 있다. 특히 2013년 아시아나항공(AAR) 214편이 미국 샌프란시스코 국제공항 착륙 중 추락한 사고에서 미국의 관련 당국이 이러한 법제에 따라 보여준 조치는 우리에게 항공사고에서의 피해자와 그 가족에 대한 지원에 대해 많은 시사점을 보여주고 있다. 이에 이 논문에서는 항공사고에서의 피해자와 피해자 가족 지원에 대한 제도개선의 필요성을 제언하고자 국내 외 관련 법제 체계와 과거 사고에서의 관련 사례를 분석하여 우리나라 제도의 부족한 점을 확인하였고, 관련 제도개선의 필요성을 도출하였다. 항공사고의 수습에서는 사고 피해자에 대한 금전적 피해보상도 중요하지만, 사고 피해자의 가족이 정신적 경제적인 충격으로부터 조기에 벗어나고 사고조사 결과에 대해 신뢰할 수 있도록 하는 것도 중요하다. 피해자 및 가족이 충격에서 벗어나고 사고조사를 신뢰하는 데에는 미국의 경우와 같이 그들에 대한 신속하고 체계적인 지원과 협조가 절실히 요구됨을 관련 정부부처와 항공사 및 유관기관에서는 인식하여야 한다. 그리고 항공기 사고 피해자 및 피해자 가족에 대한 지원을 위한 관련 법률의 보완, 실행 매뉴얼 제정, 계획 수립 및 사고 발생 시 신속한 이행을 위해 노력하여야 할 것이다. 이를 위해 항공사고 피해자 및 가족 지원에 대한 국가와 국가기관의 역할과 책임의 법적 제도화를 위한 규정을 마련할 필요가 있다. 그리고 현행 법률에 명시된 항공사가 제출하여야 하는 피해자 및 가족 지원계획은 그 항목을 구체화할 필요가 있다. 추가하여 신설 및 보완된 내용은 명확한 법 적용을 위해 기존 법률에 단일 조항으로 통합하거나 별도의 특별법으로 제정하는 방안도 제안해 본다.
21세기 첨단기술을 활용하고 있는 테러집단들이 앞으로 활용할 가능성이 높은 방법 중의 하나가 바로 사이버테러이다. 현실에서는 상상만으로 가능한 일이 사이버 공간에서는 실제로 가능한 경우가 많다. 손쉬운 예로 병원에 입원 중인 요인들의 전산기록 중 혈액형 한 글자만을 임의로 변경하여도 주요 인물에게 타격을 주어 상대편의 체제전복에 영향을 줄 수 있다. 이와 같이 테러분자들이 사이버테러를 선호하는 이유는 다른 물리적인 테러수단 보다 적은 비용으로 큰 효과를 거둘 수 있기 때문이다. 폭탄설치나 인질납치 보다 사이버 테러리스트들은 인터넷으로 언제 어디서나 공격 대상에 침투할 수 있다. 1999년 4월 26일 발생했던 CIH 대란은 여러모로 시사하는 바가 크다. 대만의 대학생이 뚜렷한 목적 없이 만들었던 몇 줄짜리 바이러스 프로그램이 인터넷을 통해 기하급수적으로 퍼져 국내에서만 30만대의 PC를 손상시켰고, 수리비와 데이터 복구에 소요된 비용만 20억원 이상이 소요된 것으로 확인되었다. 전세계적으로 피해액은 무려 2억 5000만 달러로 추정된다. 이와 같은 사이버테러의 위험성에도 불구하고, 국내 사이트의 상당수가 보안조치에 허술한 것으로 알려져 있다. 심지어는 수백만명 이상의 회원이 가입한 사이트를 운영하고 있는 회사마저도 보안조치에는 소홀한 경우가 많다. 사이버테러에 대한 전국가적인 대비가 필요한 때이다. 이러한 맥락에서 본 연구에서는 우리나라 사이버 안전체계의 실태를 법률과 제도적인 시각에서 분석하고, 아울러 개선전략을 제시하였다. 본 연구에서는 제시한 연구결과를 압축하여 제시하면 다음과 같다. 첫째, 현재 우리나라에서는 사이버위기를 국가차원에서 체계적으로 관리할 수 있는 제도와 구체적 방법 절차가 정립되어 있지 않아 테러 등 각종 위기상황 발생시 국가안보와 국익에 중대할 위험과 막대한 손해를 끼칠 우려가 높다. 따라서 사이버공격을 사전에 탐지하여 위기발생 가능성을 조기에 차단하며 위기발생시 국가의 역량을 결집하여 정부와 민간이 참여한 종합적인 국가대응체계를 구축하기 위해서는 법률 제정이 필요하다. 둘째, 국가차원의 사이버 안전의 효율적인 수행을 위해서는 국가사회 전반의 국가 사이버 안전의 기준과 새로운 모범을 제시하는 한편, 각 부처 및 국가사회의 구성요소들에 대해 국가 사이버 안전관리 정책을 집행할 수 있는 국가 사이버 안전관리 조직체계를 구축하는 것이 요구된다. 법률 및 추진체계 등을 통합 정비하여 정보보호 법률 제도 운영의 일관성을 확보함으로써 각종 정보보호 위협에 보다 효과적으로 대응할 수 있을 것이다. 즉 정부는 국가 사이버 안전관리에 관한 주요 정책의 심의 및 기획 조정, 통합된 국가 사이버 위기관리의 기능을 수행하기 위하여 현행 '국가사이버안전센터'의 기능을 확대 강화하는 것이 필요하다. 특히, 국가 사이버 위기와 관련된 정보의 종합적 수집, 분석, 처리의 종합적 기능을 수행하고 각 정보 및 공공 기관을 통할하며 민간부문과의 협조체계를 구축하는 것이 요구된다. 자율적 정보보호 수준제고를 위해 행정기관 공공기관의 정보보호관리체계(ISMS) 인증 제도를 확대하고 행정기관의 정보보호제품 도입 간소화 및 사용 촉진을 위해 행정정보보호용 시스템 선정 및 이용 규정을 신설 주요정보기반으로 지정된 정보기반 운영자, 정보공유 분석센터 등의 침해정보 공유 활성화 규정을 신설 및 정비함으로써 사이버침해로부터 국가 사회 주요시설을 효과적으로 보호할 수 있을 것이다. 끝으로 정부와 민간부분이 공동으로 참여하는 국가차원의 종합적인 대응체계를 구축하여 사이버공격을 사전에 탐지하여 사이버위기 발생 가능성을 조기에 차단하며 위기 발생 시 국가의 역량을 결집하여 신속히 대응할 수 있도록 해야 한다.
The objective of this research is to test the feasibility of developing a statewide truck traffic forecasting methodology for Wisconsin by using Origin-Destination surveys, traffic counts, classification counts, and other data that are routinely collected by the Wisconsin Department of Transportation (WisDOT). Development of a feasible model will permit estimation of future truck traffic for every major link in the network. This will provide the basis for improved estimation of future pavement deterioration. Pavement damage rises exponentially as axle weight increases, and trucks are responsible for most of the traffic-induced damage to pavement. Consequently, forecasts of truck traffic are critical to pavement management systems. The pavement Management Decision Supporting System (PMDSS) prepared by WisDOT in May 1990 combines pavement inventory and performance data with a knowledge base consisting of rules for evaluation, problem identification and rehabilitation recommendation. Without a r.easonable truck traffic forecasting methodology, PMDSS is not able to project pavement performance trends in order to make assessment and recommendations in the future years. However, none of WisDOT's existing forecasting methodologies has been designed specifically for predicting truck movements on a statewide highway network. For this research, the Origin-Destination survey data avaiiable from WisDOT, including two stateline areas, one county, and five cities, are analyzed and the zone-to'||'&'||'not;zone truck trip tables are developed. The resulting Origin-Destination Trip Length Frequency (00 TLF) distributions by trip type are applied to the Gravity Model (GM) for comparison with comparable TLFs from the GM. The gravity model is calibrated to obtain friction factor curves for the three trip types, Internal-Internal (I-I), Internal-External (I-E), and External-External (E-E). ~oth "macro-scale" calibration and "micro-scale" calibration are performed. The comparison of the statewide GM TLF with the 00 TLF for the macro-scale calibration does not provide suitable results because the available 00 survey data do not represent an unbiased sample of statewide truck trips. For the "micro-scale" calibration, "partial" GM trip tables that correspond to the 00 survey trip tables are extracted from the full statewide GM trip table. These "partial" GM trip tables are then merged and a partial GM TLF is created. The GM friction factor curves are adjusted until the partial GM TLF matches the 00 TLF. Three friction factor curves, one for each trip type, resulting from the micro-scale calibration produce a reasonable GM truck trip model. A key methodological issue for GM. calibration involves the use of multiple friction factor curves versus a single friction factor curve for each trip type in order to estimate truck trips with reasonable accuracy. A single friction factor curve for each of the three trip types was found to reproduce the 00 TLFs from the calibration data base. Given the very limited trip generation data available for this research, additional refinement of the gravity model using multiple mction factor curves for each trip type was not warranted. In the traditional urban transportation planning studies, the zonal trip productions and attractions and region-wide OD TLFs are available. However, for this research, the information available for the development .of the GM model is limited to Ground Counts (GC) and a limited set ofOD TLFs. The GM is calibrated using the limited OD data, but the OD data are not adequate to obtain good estimates of truck trip productions and attractions .. Consequently, zonal productions and attractions are estimated using zonal population as a first approximation. Then, Selected Link based (SELINK) analyses are used to adjust the productions and attractions and possibly recalibrate the GM. The SELINK adjustment process involves identifying the origins and destinations of all truck trips that are assigned to a specified "selected link" as the result of a standard traffic assignment. A link adjustment factor is computed as the ratio of the actual volume for the link (ground count) to the total assigned volume. This link adjustment factor is then applied to all of the origin and destination zones of the trips using that "selected link". Selected link based analyses are conducted by using both 16 selected links and 32 selected links. The result of SELINK analysis by u~ing 32 selected links provides the least %RMSE in the screenline volume analysis. In addition, the stability of the GM truck estimating model is preserved by using 32 selected links with three SELINK adjustments, that is, the GM remains calibrated despite substantial changes in the input productions and attractions. The coverage of zones provided by 32 selected links is satisfactory. Increasing the number of repetitions beyond four is not reasonable because the stability of GM model in reproducing the OD TLF reaches its limits. The total volume of truck traffic captured by 32 selected links is 107% of total trip productions. But more importantly, ~ELINK adjustment factors for all of the zones can be computed. Evaluation of the travel demand model resulting from the SELINK adjustments is conducted by using screenline volume analysis, functional class and route specific volume analysis, area specific volume analysis, production and attraction analysis, and Vehicle Miles of Travel (VMT) analysis. Screenline volume analysis by using four screenlines with 28 check points are used for evaluation of the adequacy of the overall model. The total trucks crossing the screenlines are compared to the ground count totals. L V/GC ratios of 0.958 by using 32 selected links and 1.001 by using 16 selected links are obtained. The %RM:SE for the four screenlines is inversely proportional to the average ground count totals by screenline .. The magnitude of %RM:SE for the four screenlines resulting from the fourth and last GM run by using 32 and 16 selected links is 22% and 31 % respectively. These results are similar to the overall %RMSE achieved for the 32 and 16 selected links themselves of 19% and 33% respectively. This implies that the SELINICanalysis results are reasonable for all sections of the state.Functional class and route specific volume analysis is possible by using the available 154 classification count check points. The truck traffic crossing the Interstate highways (ISH) with 37 check points, the US highways (USH) with 50 check points, and the State highways (STH) with 67 check points is compared to the actual ground count totals. The magnitude of the overall link volume to ground count ratio by route does not provide any specific pattern of over or underestimate. However, the %R11SE for the ISH shows the least value while that for the STH shows the largest value. This pattern is consistent with the screenline analysis and the overall relationship between %RMSE and ground count volume groups. Area specific volume analysis provides another broad statewide measure of the performance of the overall model. The truck traffic in the North area with 26 check points, the West area with 36 check points, the East area with 29 check points, and the South area with 64 check points are compared to the actual ground count totals. The four areas show similar results. No specific patterns in the L V/GC ratio by area are found. In addition, the %RMSE is computed for each of the four areas. The %RMSEs for the North, West, East, and South areas are 92%, 49%, 27%, and 35% respectively, whereas, the average ground counts are 481, 1383, 1532, and 3154 respectively. As for the screenline and volume range analyses, the %RMSE is inversely related to average link volume. 'The SELINK adjustments of productions and attractions resulted in a very substantial reduction in the total in-state zonal productions and attractions. The initial in-state zonal trip generation model can now be revised with a new trip production's trip rate (total adjusted productions/total population) and a new trip attraction's trip rate. Revised zonal production and attraction adjustment factors can then be developed that only reflect the impact of the SELINK adjustments that cause mcreases or , decreases from the revised zonal estimate of productions and attractions. Analysis of the revised production adjustment factors is conducted by plotting the factors on the state map. The east area of the state including the counties of Brown, Outagamie, Shawano, Wmnebago, Fond du Lac, Marathon shows comparatively large values of the revised adjustment factors. Overall, both small and large values of the revised adjustment factors are scattered around Wisconsin. This suggests that more independent variables beyond just 226; population are needed for the development of the heavy truck trip generation model. More independent variables including zonal employment data (office employees and manufacturing employees) by industry type, zonal private trucks 226; owned and zonal income data which are not available currently should be considered. A plot of frequency distribution of the in-state zones as a function of the revised production and attraction adjustment factors shows the overall " adjustment resulting from the SELINK analysis process. Overall, the revised SELINK adjustments show that the productions for many zones are reduced by, a factor of 0.5 to 0.8 while the productions for ~ relatively few zones are increased by factors from 1.1 to 4 with most of the factors in the 3.0 range. No obvious explanation for the frequency distribution could be found. The revised SELINK adjustments overall appear to be reasonable. The heavy truck VMT analysis is conducted by comparing the 1990 heavy truck VMT that is forecasted by the GM truck forecasting model, 2.975 billions, with the WisDOT computed data. This gives an estimate that is 18.3% less than the WisDOT computation of 3.642 billions of VMT. The WisDOT estimates are based on the sampling the link volumes for USH, 8TH, and CTH. This implies potential error in sampling the average link volume. The WisDOT estimate of heavy truck VMT cannot be tabulated by the three trip types, I-I, I-E ('||'&'||'pound;-I), and E-E. In contrast, the GM forecasting model shows that the proportion ofE-E VMT out of total VMT is 21.24%. In addition, tabulation of heavy truck VMT by route functional class shows that the proportion of truck traffic traversing the freeways and expressways is 76.5%. Only 14.1% of total freeway truck traffic is I-I trips, while 80% of total collector truck traffic is I-I trips. This implies that freeways are traversed mainly by I-E and E-E truck traffic while collectors are used mainly by I-I truck traffic. Other tabulations such as average heavy truck speed by trip type, average travel distance by trip type and the VMT distribution by trip type, route functional class and travel speed are useful information for highway planners to understand the characteristics of statewide heavy truck trip patternS. Heavy truck volumes for the target year 2010 are forecasted by using the GM truck forecasting model. Four scenarios are used. Fo~ better forecasting, ground count- based segment adjustment factors are developed and applied. ISH 90 '||'&'||' 94 and USH 41 are used as example routes. The forecasting results by using the ground count-based segment adjustment factors are satisfactory for long range planning purposes, but additional ground counts would be useful for USH 41. Sensitivity analysis provides estimates of the impacts of the alternative growth rates including information about changes in the trip types using key routes. The network'||'&'||'not;based GMcan easily model scenarios with different rates of growth in rural versus . . urban areas, small versus large cities, and in-state zones versus external stations. cities, and in-state zones versus external stations.
데이터 센터는 컴퓨터 시스템과 관련 구성요소를 수용하기 위한 물리적 환경시설로, 빅데이터, 인공지능 스마트 공장, 웨어러블, 스마트 홈 등 차세대 핵심 산업의 필수 기반기술이다. 특히, 클라우드 컴퓨팅의 성장으로 데이터 센터 인프라의 비례적 확장은 불가피하다. 이러한 데이터 센터 설비의 상태를 모니터링하는 것은 시스템을 유지, 관리하고 장애를 예방하기 위한 방법이다. 설비를 구성하는 일부 요소에 장애가 발생하는 경우 해당 장비뿐 아니라 연결된 다른 장비에도 영향을 미칠 수 있으며, 막대한 손해를 초래할 수 있다. 특히, IT 시설은 상호의존성에 의해 불규칙하고 원인을 알기 어렵다. 데이터 센터 내 장애를 예측하는 선행연구에서는, 장치들이 혼재된 상황임을 가정하지 않고 단일 서버를 단일 상태로 보고 장애를 예측했다. 이에 본 연구에서는, 서버 내부에서 발생하는 장애(Outage A)와 서버 외부에서 발생하는 장애(Outage B)로 데이터 센터 장애를 구분하고, 서버 내에서 발생하는 복합적인 장애 분석에 중점을 두었다. 서버 외부 장애는 전력, 냉각, 사용자 실수 등인데, 이와 같은 장애는 데이터 센터 설비 구축 초기 단계에서 예방이 가능했기 때문에 다양한 솔루션이 개발되고 있는 상황이다. 반면 서버 내 발생하는 장애는 원인 규명이 어려워 아직까지 적절한 예방이 이뤄지지 못하고 있다. 특히 서버 장애가 단일적으로 발생하지 않고, 다른 서버 장애의 원인이 되기도 하고, 다른 서버부터 장애의 원인이 되는 무언가를 받기도 하는 이유다. 즉, 기존 연구들은 서버들 간 영향을 주지 않는 단일 서버인 상태로 가정하고 장애를 분석했다면, 본 연구에서는 서버들 간 영향을 준다고 가정하고 장애 발생 상태를 분석했다. 데이터 센터 내 복합 장애 상황을 정의하기 위해, 데이터 센터 내 존재하는 각 장비별로 장애가 발생한 장애 이력 데이터를 활용했다. 본 연구에서 고려되는 장애는 Network Node Down, Server Down, Windows Activation Services Down, Database Management System Service Down으로 크게 4가지이다. 각 장비별로 발생되는 장애들을 시간 순으로 정렬하고, 특정 장비에서 장애가 발생하였을 때, 발생 시점으로부터 5분 내 특정 장비에서 장애가 발생하였다면 이를 동시에 장애가 발생하였다고 정의하였다. 이렇게 동시에 장애가 발생한 장비들에 대해서 Sequence를 구성한 후, 구성한 Sequence 내에서 동시에 자주 발생하는 장비 5개를 선정하였고, 선정된 장비들이 동시에 장애가 발생된 경우를 시각화를 통해 확인하였다. 장애 분석을 위해 수집된 서버 리소스 정보는 시계열 단위이며 흐름성을 가진다는 점에서 이전 상태를 통해 다음 상태를 예측할 수 있는 딥러닝 알고리즘인 LSTM(Long Short-term Memory)을 사용했다. 또한 단일 서버와 달리 복합장애는 서버별로 장애 발생에 끼치는 수준이 다르다는 점을 감안하여 Hierarchical Attention Network 딥러닝 모델 구조를 활용했다. 본 알고리즘은 장애에 끼치는 영향이 클 수록 해당 서버에 가중치를 주어 예측 정확도를 높이는 방법이다. 연구는 장애유형을 정의하고 분석 대상을 선정하는 것으로 시작하여, 첫 번째 실험에서는 동일한 수집 데이터에 대해 단일 서버 상태와 복합 서버 상태로 가정하고 비교분석하였다. 두 번째 실험은 서버의 임계치를 각각 최적화 하여 복합 서버 상태일 때의 예측 정확도를 향상시켰다. 단일 서버와 다중 서버로 각각 가정한 첫 번째 실험에서 단일 서버로 가정한 경우 실제 장애가 발생했음에도 불구하고 5개 서버 중 3개의 서버에서는 장애가 발생하지 않은것으로 예측했다. 그러나 다중 서버로 가정했을때에는 5개 서버 모두 장애가 발생한 것으로 예측했다. 실험 결과 서버 간 영향이 있을 것이라고 추측한 가설이 입증된 것이다. 연구결과 단일 서버로 가정했을 때 보다 다중 서버로 가정했을 때 예측 성능이 우수함을 확인했다. 특히 서버별 영향이 다를것으로 가정하고 Hierarchical Attention Network 알고리즘을 적용한 것이 분석 효과를 향상시키는 역할을 했다. 또한 각 서버마다 다른 임계치를 적용함으로써 예측 정확도를 향상시킬 수 있었다. 본 연구는 원인 규명이 어려운 장애를 과거 데이터를 통해 예측 가능하게 함을 보였고, 데이터 센터의 서버 내에서 발생하는 장애를 예측할 수 있는 모델을 제시했다. 본 연구결과를 활용하여 장애 발생을 사전에 방지할 수 있을 것으로 기대된다.
The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times.
