This paper evaluates Korea's achievements in implementing the WTO Information Technology Agreement (ITA1), which has been referred to as one of the most successful stories in trade liberalization. ITA1 and other agreements for trade liberalization were evaluated based on quantative statistics, and the implication that is not shown as numbers has often been ignored. Based on in-depth interview methods, results of this paper provides academic importance in filling the gap in knowledge regarding the success of trade liberalization from a qualitative perspective. As well, it has practical importance in exploring implications for continuing the success in implementing the ITA2 and further implementing other agreements for trade liberalization.

The interest of the ITA/EA and SOA is increasing in succession. Many organizations will adopt the SOA, but have the difficulties in planning and executing. The SOA can't be implemented at once in a short period, but should be optimized continuously in a long term. The ITA/EA and SOA have the similar characteristics and the common activities which can be performed at once without duplication. In this paper, considering these characteristics, I'll explain the relation of the ITA/EA and SOA, and present the adoption method of the ITA/EA and SOA to align business with IT and achieve the mission of the organizations.

In this paper, we brought some influence factors of what the function contributing by ITA/EA in organization is. Also, we verified statistically the impact relation in mutual on the base of questionnaire, extracting in investigation the factors of why the IT Governance of organization is building up, and by what the effect of building up is estimated. In result of statistical analysis based on the 223 case of organizations, it appeared that the infrastructure management, decision making enhancement, and IT process and service functions are the contributing factors on the IT Governance.

The ITA meta-model descriptions being promoted by Korean government was developed to build information technology architecture for applications in public institutions. However, the application of this ITA meta-model is not easy because of the complexity and overlapping between classes and attributes which reside in the ITA meta-models. Additionally, the National Defense Architecture is planned for development using the MND-AF. Since the National Defense Architecture must align with the Government ITA for interoperability and consistency, it is crucial the differences in the meta-models between MND-AF and Government ITA must be resolved. This study presents the trade-off results between the meta-models of MND-AF and Government ITA. It also proposes a set of tailored meta-models for use with the National Defense architecture development. The tailored meta-models use an ERA (Element, Relationship, Attribute) data structure that decreases complexity and eliminates the overlapping between classes and attributes.

Increasing interest in the use of arterial conduites is based on the better patency of the internal thoracic artery(ITA) than the saphenous vein graft and the hope that other arterial conuits will perform similarly over the long term. Material and Method: Between May 1997 and July 1998, 43 patients underwent coronary artery bypass grafting with ITA and the radial artery(RA). There were 28 men and 15 women with a mean age of 61.5 years(range, 35 to 78). In 43 patents, 30 bilateral ITA(including 7 diabetes mellitus, 5 more older 70 years), 8 bilateral ITA only, 2 left ITA and both RA, 11 left ITA and left RA and 22 both ITA and left RA were used. Result: There was 1 hospital mortality. Of the 42 patients alive, 39 patients are asymptomatic. Postoperative complications were postoperative bleeding in 1 patients, and low cardiac output syndrome in 3. Follow-up angiography was performed in 5 patients after the operation(mean 3 months), and all ITA & RA grafts showed excellent results. Conclusion: We conclude that complete arterial revascularization with internal thoracic artery and radial artery is technically feasiale with low mortality and morbidity, and but long term follow-up is needed.

Korean government improved the Individual Training Account (ITA) System in September 15, 2011. This paper evaluated the Improved Individual Training Account System of Korea based on the success conditions of contracting-out public services. The results showed that the improved ITA system of Korea was expected to solve some of the problems of former ITA system of Korea by stabilizing ITA training market, improving target of ITA and better matching between jobs and training courses, and activating trainees. Nevertheless the improved ITA system of Korea still has some problems to be solved. The relationship between job placement services and issue of ITA should be closer by improving tailored total one-stop services for job seekers. The government should develop infrastructure for evaluating, monitoring and supporting the ITA training to enhance the effectiveness and efficiency of the ITA training system.

As today's Information Technology (IT) becomes more global and specialized the importance of Information Technology Architecture (ITA). Based on the case study of e-commerce, this paper presents a systematic approach to Information Strategy Planning (ISP) with ITA. To implementation of strategic approach, ITA is developed to establish e-commerce projects. It is believed that the Chief Information Officer (CIO) will be more receptive to results that include ISP and ITA are combined simultaneously.

The temporal aggregate in temporal databases is an extension of the conventional aggregate to include the time on the range condition of aggregation. It is a useful operation for Historical Data Warehouses, Call Data Records, and so on. In this paper, we propose a structure for the temporal aggregation with multiple selection predicates, called the ITA-tree, and an aggregate processing method based on the structure. In the ITA-tree, we transform the time interval of a record into a single value, called the T-value. Then, we index records according to their T-values like a $B^+$-tree style. For possible hot-spot situations, we also propose an improvement of the ITA-tree, called the eITA-tree. Through analyses and experiments, we evaluate the performance of the proposed method.
