After independence in 1945, the South Korean economy rose steadily from a developing country to a developed country while, after independence in 1960, Nigeria is still a developing country with poverty on the increase, despite its large amount of natural resources. This research seeks to find a viable solution to this issue while studying the relationship that exist amongst Economic Development Plans (EDPs), National Innovation System (NIS) and economic development in Korea. The methodology used herein is a mixture of a systematic literature review and a semi-structured interview. The results of this study show that EDPs are essential to the enhancement of communication, and the flow of knowledge and innovation of the NIS. Furthermore, our result shows that the efficiency of the NIS is relevant to drive economic growth and development. Therefore, based on our analysis of the current situation in Nigeria and the development trajectory of Korea, we developed, introduced and recommended a theoretical framework called the "Multiple skipping" development trajectory as a model for development in Nigeria.

This study, in order to derive the implications for managing policy changes in the research council system, were analyzed together with research council functions changes as the sub-policy means of achieving the its policy objectives as the excellence of Government-funded Research Institutes (GRIs), and recognition survey of the members of GRIs in the its functions and roles. Through this process, it was intended to derive and discuss ways to organizational change of research council system, to adjust the policy means (autonomy, responsibility and connectivity) to achieve the policy objectives or to redesign the functions of the research council as a sub-policy means. The research method of this study was to establish and analyze the Structural Equation Model (SEM) based on a survey of the members of the GRIs. In addition, it attempted to supplement the limitations of quantitative research methods by analyzing the change process of policy measures with the survey. This policy change management plan of the research council system is expected to contribute to the of a policy formulation necessary for enhancing roles based on autonomy and securing independence in the GRIs, and establishing a direction for development of its management.

In 2005, the selection of 10 innovation cities was completed, and since 2013, public institutions began relocating to innovation cities. As a policy aimed at promoting balanced regional development, there were significant expectations from the regions. However, although the population moving to innovation cities has increased, it remains to be seen how much inflow is from the capital region and what spatial characteristics exist nationwide. Therefore, this study aims to analyze whether the innovation cities are fulfilling their roles by examining the patterns of inflow from the capital region and the spatial characteristics, and to reassess the policy direction for future innovation cities. We utilized the Microdata Integrated Service (MDIS) provided by Statistics Korea from 2013 to 2021. For the data collection reasons, we focused on analyzing the three cities. The results showed that in the initial stages of innovation city development, there was a significant influx of population from the capital region, leading to some effects on population dispersion and balanced regional development. However, over time, a phenomenon emerged where more people started to move back to the capital region, indicating a problematic trend. Furthermore, the Gyeongbuk Innovation City and Gwangju-Jeonnam Innovation City showed similarities in terms of reasons for migration, age of householder, and number of household members. However, the Gyeongnam Innovation City exhibited distinct characteristics compared to the other two cities. While the reasons for this phenomenon may be diverse, the current situation suggests that the goal of achieving "balanced national development" has reached its limits. Therefore, urgent measures need to be taken for improvement that take regional characteristics into account. Furthermore, in designing the second phase of the public institution relocation plan is required to avoid repeating the same issues and ensure a more thoughtful approach.

The importance of challenging and creative research recently has been increased, risk-taking on the R&D is being needed. The settlement of policy is urgently required in order to protect the result of high-risk research. 'Honorable Failure' is statutory by 'Regulation on the National R&D Program management' to resolve this issue, however its standards and detailed guides are not provided enough or the ministerial funding agencies apply different guidelines, making the researchers on the field confused by far. Therefore this paper reviews the current state of 'Honorable Failure Policy'(saving the 'failed' research despite of its adequate process or performance) and compares with the cases of major countries, then points out following issues; the uncertainty of the criterion, the difference of the main agent performing evaluation, admission of the failure, the utilization of the result of 'failed' research, the vagueness of the range of sanctions and restriction, and the lack of method of inspection and prevention for repetitive failure of the research projects. Finally, this paper proposes the solutions for these issues to improve.

Concept of Open Innovation (OI) has recently prevailed in academia and industry as a model for increase in R&D productivity. This concept which in turn leads to an improvement in R&D investment efficiency has therefore drawn many firms to adopt this new model. And this has been the same for Korean firms since the extensive introduction of the OI concept in the early 2009. Yet, the problem with this is that the Korean firms do not know much about this concept in practice: what causes OI to occur, what the intended purpose of its introduction is, what proper procedures to take for a successful introduction, and so on. Based on LG Chem’s Open Innovation movement case which ignited in the late 2006, this paper answers the questions previously raised. The successful introduction was made possible by taking a proper procedure of change management along with a strong support from its senior management. This paper also identifies how the OI movement, which was a way to introduce new technology from the outside, has acted as a catalyst in forming a cooperative R&D atmosphere in LG Chem, and how the role of OI has transformed into a strategic tool for organization change.

This study investigates how Korean Land Spatialization Group (KLSG) has controlled and managed its own R&D effectively and what particular elements have made it practical. Korean Land Spatialization Program (KLSP) has produced large amounts of practical outcomes for the intelligent land by collaborative 5 core research projects. The well-harmonized cooperations between proving ground, practical business model, and services oriented integration and others have driven the KLSG to an succeedable management. The active role for practicality is prominent with its usefulness and competitiveness. KLSP is financially and administratively supported from Ministry of Land Transport and Maritime Affairs of Korea (MLTM). By investigating relationships between 5 core research projects involved in the R&D projects of KLSG, it has been found out that R&D projects of KLSG bring forth practicality and commercialization. The results of this study presents strategies of KLSP in conducting research for practicality and commercialization of GIS technology and integrated geospatial information.

It is essential for any public institution to establish a systematical scheme and a management system to maintain the contents and securities of its ever-expandingweb-site with efficiency. The general users want a reliable system and a simple and stress-free web environment, and expect the public institutions to maintain the accuracy and conformity of information they provide to the public. In かis study, 1 examined a web-site owned by a certain governmental research institute for the current maintenance status and problems to seek an effective and easy-to-use scheme for both users and web managers. Based on what I teamed from my study, 1 moved on to design a web integration system and tested it on the above mentioned web-site for analysis.

The world is interested and actively investing in culture and its cultural contents industry has grown very much. Cultural contents industry is the concentration of human creation and knowledge and the Internet and digital technology have greatly impacted such creation and knowledge. This paper presented a method of digitalization of regional cultural resources, voluntary digitalization strategies, and a method of building an innovative cluster of cultural contents industry. The proposed plan would become the future growth engine of cultural tourism industry.

This paper presents rationales for a network centric organization and their impacts on organizational effectiveness. A network centric organization shows characteristics that may be used to improve organizational effectiveness and process innovations. However, some conditions are to be satisfied to build a network centric organization. This paper summarizes such pre-conditions for a network centric organization. Korea is evaluated to be a good place to build a network centric organization because of its successful adoption of IT.
