  • ITS industry has general characteristics of Information Economy such as network externality and information duplex. It also has characteristics exclusive to ITS including timing and locality of information, spontaneous monopolist ability, public use, and system integration. Due to its characteristics ITS industry demands different business strategies and industrial policies from past economy. Reflecting on network externality, it would be more effective to open and mutually share or build a strategic coalition among the competitors and share the market, standardization at early stage is necessary for the market maturation. Reflecting its coexistent characteristics of spontaneous monopolistic ability, public use and profitability in ITS industry it is desirable to make determination on supply source and financial funding source for each system after reviewing public usage and profitability. ITS industry characteristics in Information Economy and the effects of these characteristics on business strategy and industrial policy are analyzed in this research.

  • The standardization of Intelligent Transport Systems(ITS) technique should secure a interoperability among the different softwares or hardwares on ITS service. The domestic standard research takes the advantage of a preoccupation on the world ITS market through the international standard(IS) reflecting the domestic technique. The objective of this research focused on the database technology for ITS is to introduce the domestic standard activity for adopting ISs and the current interior corresponding situation against ISs. The first step, we analyze the international standardization action through gathering and investigating the up-to-date issues and documentations focused on ISO/TC204 WG3. And then, we look into the domestic situation about TTA ITS PG 310 and ITS Korea. consequently, a synthetic view, we have analyzied, how interior standard corresponds with the international standards, and how the standard establishing process is being done. The expectation of this research is to help understanding the up-to-date domestic/international standardization and the situation of the standard action related with the database technology for ITS. Also, we take advantage of this result to encourage the international competitiveness on ITS market.

GIS Interoperability Issues for ITS Services : Map Datum and Location Referencing

  • Two GIS and/or OGIS issues for ITS interoperability have been proposed and reviewed with some implications to Korean setting. They are location referencing and ITS map datum. The former must support ITS communication and data sharing. Therefore, an introduction of location referencing and other related issues have been addressed along with the Oak Ridge National Lab.'s (ORNL) location referencing scheme. The latter, proposed by ORNL, is a planned network of anchor points across the nation, that could potentially serve as a positional reference for ITS application (Gottsegen, 1997). It is composed of a set of nodes and links in a standard non-plannar network at a coarse scale for the entire nation for referencing purposes. To provide case of real time traffic information and to guarantee the seamless interoperability, we do need to develop the core ITS map datum as a national infrastructure, and the location referencing scheme should also be either developed or borrowed and localized to meet the domestic needs. Some institutional issues are also addressed along with the future research agenda.

  • ITS의 도입효과평가에 관한 외국의 사례를 검토하고, 이를 토대로 우리나라 실정에 맞는 평가항목, 기준등 평가방안 및 운영프로그램을 마련하였다. 즉, 'ITS'를 기능 측면, 주요기반기술 측면에서 분류하였으며, 해외사례를 중심으로 평가항목 및 결과를 조사, 정리하였다. 또한 이 결과를 바탕으로 ITS 평가를 위한 내용적 분류 및 ITS 체계구성요소와 기반기술별 각종 'ITS' 체계구성요소와 기반기술별 각종 'ITS'의 효과를 평가할 수 있는 항목, 내용 및 평가 운용 프로그램을 개발하였다.
