Active ITS Infrastructure Management Strategy for Enhanced ITS Service (기존 ITS 서비스의 성능 강화를 위한 능동형 ITS 인프라 관리 전략)

  • In this study, we analyzed the next generation ITS (C-ITS) technology trends, focusing on the national and international C-ITS projects. Based on the promotion practices of developed countries, we pointed out the lack of linkages with the existing ITS infrastructure. As a way to overcome this problem, we proposed the three-direction to enable the existing ITS infrastructure corresponding to the C-ITS. First one is developing a technique to improve the performance of the existing ITS infrastructure and automate the performance management (Performance-enhanced ITS). Second, developing active sensors or fusion sensor which along with V2X communication technology implement of an active safety driving support system (Safety-enhanced ITS). Third, we need to develop a technology that generate the new advanced traffic data by integrating the collected data from existing ITS infrastructure and nomadic device (Cloud-ITS). By improving the function of the existing ITS infrastructure for adaptation to the new V2X communication environment, we enhanced the efficiency of maintenance performance and would maximize the benefit of the introduction of C-ITS.

A Study on Revising the National ITS Architecture (국가 ITS 아키텍쳐 정비방안에 관한 연구)

  • Korean government has developed the 1st version of the National ITS Architecture in 1999 and utilized it as the framework for ITS planning, design, and standardization. The National Architecture now needs to be revised to accommodate environmental changes in ITS market and advancement of ITS core technologies. This study evaluates the current version of the architecture and suggests the directions for revision for a new national ITS architecture. The two most popular methodologies for architecture development-the process-oriented approach and the object-oriented approach-were reviewed, and the process-oriented approach was selected for new architecture development. The concept of the national architecture was then newly defined based on evaluation of the existing architecture. The new National ITS Architecture is suggested to be composed of ITS user services, logical architecture, physical architecture, and project architecture. This study must be followed by actual architecture development efforts and supporting policy actions for successful deployment of the new National ITS Architecture.

  • In Korea, it is constructing the Intelligent Transportation System(ITS) in according with the ITS project implementation guideline and each ITS standard on the basis of "National Integrated Transportation System Efficiency Act". However, only a few ITS project implementation guideline and ITS standard for the exchange of information technologies are not able to construct a smart ITS, without technical regulation for the technical characteristics of the main ITS equipment. Therefore, in this paper, we identify the current status and problems of the legal system and look for the necessity of technical regulation enactment for the smart ITS construction.

A Study on Integration of Communication Networks for ITS (ITS 통신망 연동방안 연구)

  • The purpose of this study is to develop a method of integrating diverse communication networks for effectively providing ITS(Intelligent Transport System) services. In this paper, in oder to integrate communication networks, we have defined ITS services, its requirements and functions of communications. Also, we have analyzed the six important ITS services in the National ITS Architecture along with the characteristics of wireless communications. Based on the ITS service scenarios, we have derived the communication methods for ITS services.

A Study on ITS Standardization Cooperation Service Field Study for ASEAN Countries (아세안 대상 ITS 표준화 협력 서비스분야 연구)

  • In this paper, Korea's standardization capacity in the ITS field was examined, and the status of participation in ITS standardization and services of ASEAN countries, and the degree of hope for cooperation with Korea was investigated and analyzed. Korea is recognized for its international competency in the field of ITS standardization, and most ASEAN countries, excluding Singapore, are found to have insufficient participation in ITS standardization and service introduction. In addition, most ASEAN countries are strongly hoping for ITS standardization cooperation with Korea, and the preliminary establishment of the ITS system architecture as the basis for ITS standardization was derived as a project of hope for cooperation. In addition, as a service field for introducing standardization, Freight transport was suggested as a priority application service field in order to improve the efficiency of logistics transportation between ASEAN countries.

  • Current Korean ITS policies are decided by two persuading parties, so that ITS industry has great difficulties in establishing unified policies and developing ITS related industries. This paper provides the analysis of current Korean ITS policy issues, and suggests the ways how to activate the ITS industry. First, the ITS policy should be unified through agreement between related departments in government. Second, ITS should be recognized as social overhead capital and thus implemented as national infrastructure. Third, define the range of ITS services to prevent confusion with general wireless and mobile communication services.

  • The objective of this study is to revise the related regulations and laws of intelligent transport systems performance tests and methods. This study improves the reliability of present traffic information, reduce public discontent by systematic reforms and reduce national and social costs through the analysis of intelligent transport system performance tests'current status and problems. This study will maximize the investment profits and efficiency of ITS system as the reliability of transportation information which is created through the maintenance of ITS equipment and center, systemization of work responsibility through close analysis of ITS performance test and overall evaluation of role of ITS performance assessment organization will improve and new level of service will be born.

  • The city of Suwon has introduced various ITS services between 2001 and 2006 as an alternative to solve chronic traffic congestion in the city. After the successful implementation, there was an effort to evaluate effects from the ITS deployments. However, the effects caused from ITS implementations may be realized in many different ways. Therefore, this research effort was aimed at evaluating the effectiveness of ITS implements through the first and second phases in Suwon using reasonable and scientific methods. Based on results from the analysis of variables presenting traffic condition, surveys and economic evaluation, the implementation of ITS services in Suwon can be concluded successful. However, there is a need for efforts to maintain the effects produced from the successful introduction of ITS services through continuous upgrading the systems, intensive maintenance, and efficient operations.

C-ITS 도입을 위한 ITS Station 구성방안

  • 최근 전 세계적으로 도로교통의 안전성 제고와 효율성 증진, 환경성 및 지속가능성 확보를 목적으로 추진되고 있는 C-ITS의 동향분석을 통해 C-ITS의 아키텍처 및 ITS Station 구성내용을 정리하였다. C-ITS 핵심요소인 ITS Station의 구성방안은 유럽의 DRIVE C2X, 미국의 Connected Vehicle Program의 Model Deployment인 Safety Pilot 프로젝트, 일본의 C-ITS 추진계획, 한국의 SMART Highway 연구개발 사례를 통해 도출하였다. 국내외 C-ITS 연구개발 사례와 국내 도로교통여건 및 현 ITS 환경을 고려한 C-ITS 아키텍처와 ITS Station 구성방안을 4가지 구성요소별로 제시하였고 차량용 ITS Station과 노변 ITS Station의 주요 고려사항과 요구기능으로 현 ITS를 적극적으로 수용하면서 C-ITS 단말의 보급률을 확대하는 방안으로 제안하였다.
