  • In this era of intense competition, TQM has become the key program in organizations as they strive for a competitive advantage. It has been applied to manufacturing and service sector since BNQA model was established in 1987. TQM literature for manufacturing sector abounds with empirical studies on the critical dimensions of TQM, but there is few empirical studies on the TQM evaluation for service sector. In this paper, two methodologies are applied to evaluate the TQM activities of service companies comparatively One of them is the traditional scoring system(TSS) by analytic hierarchy process(AHP). The other is the efficiency measuring system(EMS) by data envelopment analysis(DEA). DEA outperformed other alternative methods to measure the efficiency and it can be applied to evaluate the TQM activities. The objective of this paper is to evaluate TQM activities of domestic service companies by applying TAE(Total quality management Activities Evaluation) model to them. The result of this study is that TSS scores are not significantly correlated with EMS scores. It means that service organizations must not only make efforts to get the higher scores in terms of TSS but also take necessary steps to enhance their efficiencies.

Recent trends of the organizations concern on evaluating the effectiveness of the previous IT investment and the reasonable selection on IT investment type. Also, the objective evaluation of the service level and continuous improvement are major concern of the outsourcer. Consequently, interests on Service Level Agreement (SLA), an immanence operating tool for managing the level of the information system service objectively and qualitatively, were raised among IT outsourcing service providers, outsourcers, and operating departments. Yet, only a few domestic conglomerates adopted the SLA, and exact usage of the SLA is currently unknown. The study also provides the effects on IT performance through the SLA. For this, in depth interview was conducted for each sampled company. As a result, if SLA between outsourcer and service provider can be used as an immanence operation tool and actively implemented, SLA will be an strategic tool for various decision making in IT management practice with long term relationship, better shared partnership, and continuous service improvement.

We establish developmental programs and convergence strategies from market analyses related to apps and digital education. Then this paper proposes 'E-Class Author Service System (ECA)' as an education service system based on the tablet PC. It is the convergence system of the app type of textbook development tool and class management system. Teachers can produce and develop class materials and textbooks using the app type of textbook development tool in ECA service system. They can also add necessary functions from the class management system for efficient class progress. ECA improves the interaction and communication between a teacher, student and parents in the sever-based network. This study expects that ECA will achieve prior occupation of the app market as an educational app development tool and reduce private education expenses.
