Defending the Indo-Pacific Liberal International Order: Lessons from France in Cold War Europe For Promoting Détente in Asia

  • As tension escalates between the US and China, scenarios for maintaining peace in Northeast Asia imply that secondary powers will perceive increasing incentives to reappraise their respective international roles. This analysis proposes that an analysis of France's Cold War role in Europe and the world under President Charles de Gaulle provides insights into conflict management in an increasingly multipolar international political environment. Their respective interests in preventing a so-called new Cold War emerging between the US and China include avoiding its excessive economic costs, if only because China is a massive trade partner. This study engages in theoretical framework-informed process tracing of de Gaulle's role. It explicates the assumptions that functionally underpinned de Gaulle's policy of soft balancing between the US and China. The analysis explores de Gaulle's contribution to the decay of the Cold War. It illuminates de Gaulle's contribution to a regional international environment that made West German Chancellor Willy Brandt's Ostpolitik strategy more feasible politically. This study applies these findings in the formulation of strategy recommendations focusing on Japan. Valid inferences regarding the predominant motivations driving American and Chinese international interaction are necessary for this task. To the extent to which the US and China have entered into a conflict spiral, Japan's hedging towards Washington is further incentivized. Tokyo would necessarily need to convince the Chinese that Japan is no longer Washington's unsinkable aircraft carrier off its coast. Tokyo, like de Gaulle's France, would maintain close relations with Washington, but it would need to project to its interlocutors its commitment to its own strategic autonomy. Tokyo's emphasis on closer relations with liberal democratic Indo-Pacific actors would potentially fit well with a commitment to strategic autonomy to defend the global liberal order.

  • Discussion on North Korea as UN-REDD (Reduced Emissions from Deforestation and Degradation in developing countries) project target continues with a view to preventing deforestation and to securing CER(certified emission reduction) for South Korea. However, due to North Korea's political shutdown, it is hard to acquire information required for the REDD project registration. This research intends to acquire objective data using satellite images in the Mt. Geumgang. More than 20% of entire forested area were disappeared during the past two decades mainly due to conversion into agricultural farming land. Further, it is expected that persistent deforestation will go on. The reduction potential of the carbon emission is estimated as approximately 617,000 tCO2/year~663.000 tCO2/year. Thus, Mt. Geumgang is considered as realistic REDD target, which is attractive to South Korea, given that the obligation to reduce greenhouse gas emission is likely to be imposed upon the country. Further, political and social benefits due to reduced military conflict make Mt. Geumgang as UN-REDD project target invaluable.

Flexible Working Arrangements: A Case Study of IT-SMEs in Thailand

  • This paper is part of the dissertation for an MSc in Project Management and Innovation of Strathclyde Business School The research aims at understanding how IT-SMEs (Small and Medium-sized Enterprises in Information Technology Business) implement and use Flexible Work Arrangements and Flexible Working Hours (FWH/FWA) in their organisations. In-depth interview data was collected from managers and business owners of 31 companies whose needs for Work-Life Balance varied. Results show that many factors positively influence IT-SMEs to use FWH/FWA. For example, customers and partners working at different work-hours, traffic congestions between home and office, and the general stereotype of IT personnel. However, the results also found several concerning factors that may hamper the success of FWH/FWA implementation. They include the inadequacy of management skills in tracking, monitoring, and assessing employee's real performance, contextual factors for Thai IT-SMEs, i.e. conflict resolution culture, IT people's protocol of communication exchanges, and shortcoming of technology infrastructure. The findings also show that many companies that had used FWA eventually stopped. Thus, a four-phase cyclical framework called PLIC (Purpose-Limitation-Implementation-Consequence) has been developed as an approach to FWH/FWA implementation.

  • For nearly four decades, Ugandans have experienced a period marked by hope, conflict, and resilience across various aspects of healthcare reform. The health insurance system in Uganda lacks a legal framework and does not extend benefits to the entire population. In Uganda, community-based health insurance is common among those in the informal sector, while private medical insurance is typically provided to employees by their workplaces and agencies. The National Health Insurance Scheme Bill, introduced in 2019, was passed in 2021. If the President of Uganda gives his assent to the National Health Insurance Bill, it will become a significant policy driving health and universal health coverage. However, this bill is not without its shortcomings. In this perspective, we aim to explore the complex interplay of challenges and opportunities facing Uganda's health sector.

  • The neutral section was installed in order to prevent conflict with different phase angle source in electric railway catenary system. The speed of electric train reduced due to coasting operation by notch off when it passed the neutral section. And, the catenary wire was damaged and the accident might be happened because of the arc generation when the electric train passed the neutral section with notch on condition. This project has a goal to develop the automatic changeover system using by noncontactless semiconductor device in neutral section of catenary system so that the train pass as notch-on condition. In this first year, we obtain as following results such as domestic and international systems applications and completion requirements, development and analysis of stability for automatic changeover system, design of static switching device on automatic changeover system in neutral section and drawing up interface design and specifications according to equipment.

  • In selecting the best project in multi-criteria decision making problems, the imperfect information of consequence and the vague preference of the decision maker(DM) would make the decision analysis more complex together with the conflict of several criteria. In this context, a method is proposed to deal the fuzzy information mentioned before instead of reducing it to a single representative value. And, based on the given imprecise information, projects are ranked completely or partially according to DM's vague preference. The procedure consists, for each pair of projects, of calculating the degree of supporting over all criteria and the degree of opposing with respect to each criterion for their outranking relation. Together with weights for each criterion, these indices produce fuzzy outranking relations for each pair of projects. And a complete or partial ranking of projects is obtained according to outranking degrees considering the interdependence among projects.

A Study on the Direction of Resident Acceptability for Photovoltaic System in Rural region - A Case of the rural village in Munback-myeon, Jincheon-gun, Chungbuk - (농촌지역 태양광발전 주민수용성 방향에 관한 조사 분석 연구 - 충북 진천군 문백면 농촌마을을 중심으로 -)

  • In this study, we classified and analyzed the type and cause of resident conflicts and made a solution at side of resident through resident survey study for research subjects located at photovoltaic system will be installed or not. The factors of resident conflicts based on news media release from 2006 to 2018 were classified to four types such as economic, environmental, technological and procedural factors. According to the news analysis, the types and proportion of resident conflicts in the photovoltaic system projects showed 33% of economic factors, 32% of environmental factor, 21% of technological factor and 14% of procedural factor. This news analysis may suggest that it is very important residents to share the economic benefits as well as to ensure the fairness of the procedures for carrying out the project based on transparent information disclosure during the business promotion and profit distribution stages. We conducted the poll survey in the rural towns where photovoltaic system will be installed or not. The poll survey results showed that (i) there is quite difference in agreement rate and other recognition for sensitive matters such as profit distribution, environmental and technological factors whether photovoltaic system will be installed or not, (ii) the resident conflict regarding the photovoltaic system installation can reduce through direct involvement of residents process. To solve these resident conflicts, the local governments should mainly effort and consider the supporting technologies and consults to solve clearly resident conflicts. In addition, it has to advertise the safety of photovoltaic systems regarding electromagnetic wave which were within the range of scientifically harmless to the human body.

The Significance of the Narrative Failure of The Conjure Woman: A Black Author's Experiment on a Socio-ethical Literary Voice

  • As many critics do, this article starts from the premise that Charles Waddell Chesnutt wrote The Conjure Woman with a distinct socio-ethical view to ameliorating white readers' racism. For this purpose of social activism, first, the author uses a racially submissive genre and narrator- antebellum plantation-dialect fiction and an old ex-slave Julius-in order to win the attention of white racists, who constituted the majority of the reading public of postbellum America. Chesnutt then allows this seemingly submissive ex-slave consecutively to wage narrative battles against a Northern white capitalist, John. This fiction's structure is thus based on interracial narrative conflict. Granted, the result of these narrative battles is Julius's defeat. Even though he sometimes has narrative success through his manipulation of either his white female auditor's sentimentalism or the white capitalist's racial prejudice, it does not lead to any fundamental change in the white audience members' awareness: John still regards Julius's tacitly reformoriented tales merely as nonsensical ghost stories invented by the absurd imagination of a subservient, entertaining, and exploitable black coachman. Admitting his defeat, Julius relinquishes his original goal of deterring John's capitalist exploitation of both racial Others and the natural environment of the South and finally decides to serve the economic power of white capitalism. This self-defeating conclusion, however, should not be identified with Chesnutt's failure as an author. Rather, it should be understood as an interim result of the black author's earnest experiment with literary media best suited to his reform project. In fact, this narrative failure reveals Chesnutt's accurate diagnosis of the postbellum literary world: a black voice is still feebly heard and even easily buried by the whites' capitalist ambition and consequently intensifying racism. Conclusively, Julius's narrative failure should be positively evaluated as Chesnutt's one step further in his gradual and lifelong progress to a narrative goopher effectively to engage whites' imagination and sympathy for a vision of equal interracial coexistence.

A Study on Calculation Method of Compensation for Indirect Damage of Fishery by Undertaking Public Project (공익사업시행(公益事業施行)으로 인한 어업(漁業)의 간접피해(間接被害) 보상액(補償額) 산출방법(算出方法)에 관(關)한 연구(硏究))

  • Under the provision of Article 63 of the Enforcement Regulation of the Act on Acquisition and Compensation of Land and Others for Public Project that is recently enacted and implemented (hereinafter referred to as the 'Lend Compensation Act') the compensation is required to make 'When the Actual Damage Amount' is confirmed for the damage in fishery affairs that is outside of the public project area. The compensation for fishery business on the indirect damage area has been excluded from the advance compensation subject to conflict with the existing laws on fishery business compensation with the controversy in method, procedure, time and others to confirm the actual damage amount, and it lacks the standard of calculation for detailed compensation on partial damages outside of business implementation area, which caused the ceaseless conflicts and straggles between the project implementation party and the victimized fishermen regarding the calculation method of damages, standard, compensation period and others. In particular, from the numerous problems in damage compensation in fishery on the indirect damage area, the most recent problem emerged is the issue on application method of damage period in calculating the damage compensation amount that the struggle has been deepened with the differences between the project implementation party and the victimized fishermen without the stipulation on the compensation, that caused the difficulties in carrying out the public project and other serious social problems. In this study, the reasonable application method for the damage period and the calculation plan of the damage amount for calculating the damages on fishery industry outside of the public project implementation zone that is not fully specified under the Land Compensation Act, and the indirect damage area is not influenced for the notification of project recognition, and the compensation to undertake with the damage in the fishery industry in project implementation area to have the nature of damage compensation, the right to engage in fishery industry has the perpetual nature of rights, the fishery damage compensation system of Japan also recognizes the perpetual right on fishery industry to calculate the compensation amount, and the compensation for damage amount has been exercised for the period of actual damage occurrence period regardless of remaining effective period for most of fishery permit and license for fishery compensation outside of the project implementation area following the recent various public projects as well as the development process of theory on fishery loss compensation that the calculation of damage amount on the fishery industry outside of the project implementation zone would be prudent to compensate by calculating the applicable damages during the period of actual damages, and by doing so, the 'just compensation' guaranteed under the Constitution may be materialized. Therefore, the calculation of the damages from the implementation of the public project shall consider the actual period of damages and the degree of damage from the public project to calculate by the income capitalization method, however, considering the equitable consideration with the compensation following the cancellation, it shall not exceed the compensation following the termination of the applicable fishery businesses. Furthermore, the calculation method of partial damage amount on the fishery business following the project implementation shall apply, depending on the period of damage occurrence, by (1) the case of calculating the future damage amount at the present time, and (2) calculating the damage from the past to the present time as well as the damage to be incurred later, by selecting the calculation method for damages following the damage occurrence type.

  • Following the successful entry of Korean builders into overseas construction markets, Korean architects have also become active abroad, and have expanded their market share centered on the Southeast Asia and Middle Eastern areas through Design-Build contracts. However, there have also been However, conflict can arise among the project applicants in the contract stage due to the special characteristics of overseas construction. This sometimes leads to the failure of a project. Using statistics and case studies, this study identified problems in the overseas construction market. It analyzed inefficient factors of the architectural design contract phase in the overseas through a survey and an interview of specialists. Based on the results, this study suggested a master architect system, and some resolutions to the problems of organizing an internal evaluation system. It is expected that the results can be used as practical data for companies that want to advance into the overseas market.
