  • Project monitoring and evaluation is very important, as it can be used to indicate progress and success, including problems and impact of the project. It can also be used for improving project plan, administration, and management. GIS is the visualization method that is extremely helpful in decision making and planning. So GIS is an appropriate tool for agricultural project and program monitoring and evaluation. There are three ways of using GIS in project undertakings i.e. GIS for feasibility studies, GIS for project and program monitoring, and GIS for project and program evaluation.

An Economic Feasibility Analysis of Custom Work Service - Case of Bonghwang-myeon, Naju City - (농작업 대행사업 경제성 분석 - 나주시 봉황면 사례를 중심으로 -)

  • This study analyzed the feasibility of custom work service to deal with the imbalance of farm labor supply due to population aging. The economic feasibility analysis is based on the case of Bonghwang-myeon in Naju-si, where the majority of farm work is entrusted to local agricultural cooperative. To assess the project profitability and economic feasibility based on the projected cash flow for the next ten years, Return On Investment (ROI), Net Present Value (NPV), and Internal Rate of Return (IRR) of the projects were calculated. The results showed that ROI is estimated at 13.7%, and NPV and IRR are KRW 1,504,932,000 and 15.6%, respectively, with a discount rate of 4.5%, indicating a good enough profitability. Furthermore, a sensitivity analysis with government support as part of an assumption showed that without the support, NPV turns negative, implying that the project is not profitable, and that government support for at least 30% of the cost is needed to secure the economic feasibility of a project. Hence, to promote agricultural work entrustment, it is necessary for the government to partly support the agricultural machinery and facility costs, which require a considerable amount of initial investment.

  • The smart city public and private partnership project is a project to build and operate a sustainable city by investing land and capital in public-private partnership to build urban infrastructure and providing various urban services. It highly depends on the precise feasibility study and the projection of the various factors affecting the project during the planning stage to get the project successful. However, it is very difficult to predict the possibility of the project success in advance due to various physical and social factors. It is necessary to derive factors affecting the project at the planning stage and respond with appropriate analysis in order to solve these problems and to carry out a successful project. Therefore, this study derived preliminary components for feasibility study through previous studies and order status analysis and presented feasibility study components such as five-step processes, 10 process items, 19 analysis items, and 54 detailed analysis items through the Delphi method. It can be expected that this research is to contribute corresponding to diversified possible risks and facilitate the projects during the promotion.

  • With construction industry recession, many construction companies are increasingly conducting the development projects by themselves. However, housing projects requested by developers still stand large portion. Although many studies on feasibility analysis were released, they mainly focused on economic feasibility and lacked research on factors and criterions of overall project. Also, because previous studies overly break downed factors related to project, they rarely used in practice. Therefore, this study developed the feasibility analysis model of housing development projects to help main contractors to easily and effectively decide if it is feasible enough to promote the projects requested by developers, and verified the reliability of the model. In this study, thirty one driving factors were identified under seven different categories and the criterion of each factor was also developed. The survey on important index of each factor found 'salability', 'economic feasibility', 'site location' and 'method of raising fund' significant. 12 projects were tested by the model and its results showed resonable reliability.

A Study on the Business Feasibility of Marine Leisure Ship

  • The purpose of this study is to evaluate the feasibility of the new marine leisure ships. In order to achieve the research purpose, the cost and income were calculated based on the operating of other marine leisure ships, and the feasibility of the project was empirically analyzed. This study established a research model that applies the values derived by empirically analyzing ships with similar specifications, to the new marine leisure ships. We then calculated the cost-benefit analysis, net present value, and internal return, and evaluated the feasibility of the project based on this. As a result of the business feasibility analysis of investing in marine leisure ship, it was found that economic feasibility exists with a B/C of 1.042 and 1.049 for new and secondhand ships, respectively; however, considering the stability of the ship and the publicity and continuity of the business operation, it is recommended to invest in new ships compared to secondhand ships. The total benefit over the 10-year operating period using a social discount rate of 4.5% was evaluated to be about KRW 292.0 billion, which is higher than the total cost of KRW 256.6 billion. In conclusion, the profitability analysis showed that the B/C was 1.042, the NPV was KRW 193 billion, and the IRR was 2.1%, which indicates that profitability is weakly secured.

  • Railway is the most effective transportation than any other traffic. But due to the its expensive maintenance fee and various components like roadbed, rail, rollingstock, electric and signal etc, the construction cost of the railway is usually higher than highway. Such a reason, a lot of cost and period are needed to complete the railway project. In addition that considering the decreasing of the SOC budget, the investment in the railway industry is getting hard than ever. This study analyzed the cost, term of work, freight & passenger transportation demand of the wide area railway electrification project and main line improvement project. And it compared the estimation value and real value of the projects like cost and period etc. And this study surveyed the economic feasibility including factors which are not considered in the feasibility study guide. With those results, This study suggest the project management and evaluation method to enlarge the efficiency of the railway construction project.

  • In the era of the 4th Industrial Revolution, the importance of information protection is increasing day by day with the advent of the 'hyper-connection society', and related government financial investment is also increasing. The source of the government's fiscal investment projects is taxpayers' money. Therefore, the government needs to evaluate the effectiveness and feasibility of the project by comparing the public benefits created by the financial investment projects with the costs required for it. At present, preliminary feasibility study system which evaluates the feasibility of government financial investment projects in Korea has been implemented since 1994, but most of them have been actively carried out only in some fields such as large SOC projects. In this study, we discuss the feasibility evaluation of public projects for the purpose of information security. we introduce the case study of the personal information protection program of Korean public institutions and propose a cost-effectiveness analysis method that can be applied to the feasibility study of the information protection field. Finally, we presented the feasibility study and criteria applicable in the field of information security.

  • The purpose of this study is to establish the function of a sub-system for System Alternatives Feasibility Estimation (SAFE) in R & D Project Planning Phase (RDPPL). It is the fundamental function of the RDPPL/SAFE that selected an optimal planning system alternative of all, considered at RDPPL/SAS, by logical means in view of feasibility. In this paper, improving the function of RDPPL/SAFE, mathmatical models in order to quantify methods determining and integrating the feasibility funtion in each terminal system with a multi-stage process are examined.

  • The development project usually aims to get a certain amount of return for its investment in land and capital. The success of such project is dependent on the accurate analysis of the feasibility and for casting. It is, however, very difficult to predict due to various environmental factors. For this, it is necessary to constitute a systematic and objective method of analysis. However, there is no method of analysis for numerous qualitative factors, such as legal, environmental, marketability. Moreover, conventional methods have some limitations because they are processed without all the scope of analysis items and any evaluation criteria. Therefore, this study will provide computerization model for feasibility study focusing on the apartment development project by a pre-sall method. This research does casestudies to assess the feasibility analysis by the computerization model and compares to the results of the conventional methods. It showed that the evaluation results for the qualitative analysis were proportional to actual sale result. This implies that qualitative subjective factors have high correlation with sale rate and sale prices.

  • Activity Pattern Analysis(APA) is the methodology to Design the functions of information systems, to Estimate the monetary value of IS based on Activity Based Costing, to Acquire feasibility of IT Project. This study shows APA case in Health Check-up Service Organization (G-Center) and the Utility of APA. G-Center had acquired Five Outcomes through APA: (1) IT Strategy, (2) IT Project Goals, (3) Transformed Business Process, (4) Functional Blueprint of Information Systems, (5) IT Project budget and its feasibility. APA consists of three analysis processes; Activity Separation, Activity Rearrangement, Activity Costing. APA is flexible in determinating the range and the time of analysis, and is able to expand the Actors(as analysis objects) based on the purpose of analysis by researcher. Eventually APA can be used to do internal IT Management effectively.
