Japan's Policy and Implications for Expansion of Doctoral Manpower (일본의 의사인력 확충 정책과 시사점)

  • Under "Emergency Doctor Security Act of 2007", Japanese government focuses on relocating doctors in medically underserved areas and matching supply and demand of manpower in order to resolve the ubiquity of specific treatment departments. Particularly, there are two alternatives to secure the number of local physicians and avoid the regional shortage of doctors in the short term. Firstly, the government attracts existing physicians to the region. Secondly, the government increases the capability of regional clinical training system to prevent the influx of doctors to the larger cities. Also, it seeks solutions from various perspectives, such as cultivating manpower to work in vulnerable areas through the regional frame system and autonomous medical college. This study introduces the case of Japan as a benchmark and suggests that policymakers should focus on the recent conflict between the government and the medical consultation. More specifically, this study provides policy implications on the alternative measures for securing the manpower of regional doctors.

A Study on Support Plans for Human Resources Development of Suppliers in the Smart Manufacturing Industry (스마트제조 산업에서 공급기업의 인재육성에 관한 지원방안 연구)

  • The purpose of this study is to view the current status of the smart manufacturing ecosystem and to use it as an objective basis for establishing a sustainable manpower training policy support plans for smart manufacturing suppliers. Therefore, questionnaires were constructed and distributed to 2,200 domestic smart manufacturing supply firms and 6,000 demand firms, which received responses from 259 supply firms and 155 demand firms. The results showed that both supply and demand firms needed digital converged workforce with comprehensive expertise and field-oriented digital transformation workforce. In the method of securing professional manpower, the demand for in-service training and post-management training was high. Based on the results of this study, this study suggests the manpower training policy support plans for smart manufacturing supply firms and contributes to strengthening the global market competitiveness of smart manufacturing supply firms in Korea.

Future Demand and Supply of Physicians for Korean Medicine (한의사인력의 중장기 수급 추계 연구)

  • Objectives : This study was conducted to estimate the future demand and supply of physicians for korean medicine from 2016 year to 2026 year in order to make an adequate manpower policy in a way of keeping a balance between demand and supply. Methods : Baseline projection method and trend analysis(a polynomial log power equation model) were used in the estimation of future supply and demand respectively. We used data about the amount of oriental doctors from Ministry of Health and Welfare Statistics Yearbook and the treatment days from HIRA Statistics Yearbook. Results : It was projected that the total number of physician of Korean medicine will be 25,178 registered and 18,967 available in clinical setting. According to polynomial equation model which explained the trend of demand and had the highest score of $R^2$ among the equation models, 3,800~5,600 physician in Korean medicine will be oversupplied in 2016 year, 9,000~10,700 physicians in 2021 year and 15,700~17,000 persons in 2026 year depends on annual working days which is 265days, 255days or 239days. Log equation model also showed that overall excess supply of physician manpower in Korean medicine. Conclusions : Alternative manpower policies for Korean medicine doctors should be implemented in a way of both dwindling supplies and growing demand in Korean medical service in terms of Korean medical services utilization and improving physician's productivity.

Prediction of the Manpower Requirement for Special Fire Inspection (소방특별조사 소요인력 예측)

  • Manpower will need to be increased to conduct special fire inspections. The aim of this study was to predict the manpower required. According to the estimate, 20,332 inspectors will be needed to conduct special fire inspection on a two-person team basis for a year. If the entire object is to be inspected for five-years, it will be inspected at 20% per year. The currently manpower is not enough to inspect all the objects, which will result in a poor inspection. Therefore, the adoption of a full and partial inspection system will be considered. If 10% full inspection and 10% partial inspection will be conducted, 2,734 inspectors will be needed, whereas if 2% of full inspection and 18% partial inspection are conducted, 1,669 inspectors will be needed.

  • In Korea, institutions and universities to educate and train Bigdata manpower are not yet much. There are various causes, but major cause among them is lack of understanding and perception on Bigdata. Therefore, this study investigated the situation regarding the recognition on Bigdata of universities' faculties and presented a direction for educating Bigdata manpower at the university. As a result, it was investigated that their awareness about the impact of Bigdata is not so great, despite of the somewhat understanding for the Bigdata. In particular, it was investigated that their intentions of research and education for Bigdata are not high. So, for a while, it was identified that Bigdata specialist training will not be easy. In conclusion, this study suggested that the government should pay its attention more on policy for Bigdata manpower training policy of the universities according to direction of the government 3.0 policy that considers the Bigdata to the axis of the major policy.

The status of Korean mold industry and government's promotion policy (국내 금형산업 현황 및 지원정책 방향)

  • The domestic mold industry is composed of 6,560 small and medium sized mold companies as of 2015. The structure of mold industry centered on less than 10 people in the past has been improved in the direction of increasing number of medium and large scale companies with more than 20 competitors with global competitiveness and has maintained its position as the world's second largest mold exporter with global competitiveness. Nevertheless, the manpower structure and corporate competitiveness structure of the mold industry is very high, with the proportion of production manpower reaching 70% and shortage rate of 10% or more in order to respond to the orders of customers. However, the development base for new employees with technological skills required by the industrial field is poor, and the inflow of young people is very limited due to factors such as the avoidance of small and medium enterprises and production jobs. It is expected that the labor shortage of mold enterprises will be further increased in the future. In the mold industry, due to the characteristics of small quantity multi-product production corresponding to the demand of the consumer, many production processes are individually and independently carried out, resulting in low labor productivity, and the structural time required for the worker to increase the working time Due to limitations, the working hours per week of the employees are about 50 hours. The implementation of the working time reduction bill, which is recently promoted by the government, is a crisis factor. In order to cultivate the mold industry, it is necessary to expand the base of molds to meet the intensification of global competition, the convergence of technologies to actively respond to the restructuring of the industrial structure, and the response to the new industry, It is necessary to improve labor productivity through policies such as development and dissemination of system, and to secure price, delivery and quality competitiveness in global market.

Study on Development of the Riding-type Mulberry Harvester (승용식 뽕수확기 개발에 관한 연구)

  • The study aimed at development of a riding-type mulberry harvester for mechanical harvest. A riding-type mulberry harvester has been developed to harvest on sloped land with a higher efficiency. It has been implemented over a period of 2 years from 1996 to 1997. The result is as follows. It moves on carterpillar with a level adjusting system. It reduced only from 14.6 hrs to 0.9hrs/10a for cutting in a range of 25 to 80 cm high and possibly used for both spring and autumn. It reduced only the labor requirements of mulberry harvesting by 94 percent, as compared to that of the manual harvest. All related processes, cutting, binding and loading are simultaneously done by this harvester and totally it can reduce 96 percent of the labor requirements, as compared to 20.4 hrs/10a of the manual harvest. The machine compared to improved mulberry harvest efficiency with 11.11a per hour by about 23 times as compared to 0.49a per hour manpower. Cost analysis indicated that the riding-type mulberry harvester saved overall cost by 66 percent from 980,000 won per ha manpower to 330,000 won per ha.

  • According to the development of marine transportation business and the modernization and over sizing of vessel transportation equipment. shipping equipment used in the terminal are getting more atomized and speedier. thus the efficiency of shipping and discharging depends upon the degree of practice of terminal operating manpower. It means that cultivation of experts in this field is essentially needed and it is becoming a serious problem to guarantee the training programs to provide high-class. high-skilled manpower. The best result can be expected when we use the real equipment for training purposes. but it will cause many difficulties such as budget problem. To overcome this situation. we developed the Virtual Container Crane Simulator(VCCS System) which enables the operator to learn the operation of the equipment as well as safety problems within a short time. VCCS system begins with establishing the direction of operation by setting the appropriate motions for each step. and then it instructs the basic operation. It enhances the driver's ability to cope with accidents during operation and completes and completes the mastery of operating techniques with The repetition of practice.

  • In this paper, we have proposed on the Matching Table of 'Type of If Business - Class of IT Techniques' to train If manpower as an educational-industrial cooperation. The Type of If Business(TITB) are classified according to ${\triangle}$IT Services, ${\triangle}$IT Devices, and ${\triangle}$Software & Computer related Services which are guided by KAIT(Korea Association of Information & Telecommunication). The Class of IT Techniques(CITT) are brought from IITA(Institute for Information Technology Advancement). We have suggested on the element techniques from the Class of If Techniques(CITT) according to the Type of IT Business(TITB) and proposed an educational-industrial cooperation program to line up 'Type of IT Business(TITB) - Class of IT Techniques(CITT) - University(Department/Major)'. The deduction process of the core education program is presented to show the educational-industrial cooperation between company(Type of IT Business : Digital Contents Development Service) and university(Major of Multimedia & Contents) in the Busan area. The Matching Table of 'Type of IT Business(TITB) - Class of IT Techniques(CITT)' varies as the way of classification according to IT Business and IT Techniques. The research on the real and exact Matching Table of 'Type of IT Business(TITB) - Class of IT Techniques(CITT)' is necessary for educational-industrial cooperation by the trends of techniques and the changes of IT market share.

Project-based Learning Method to Reorganize the NCS Training Program: Focusing on the 4-Year-Course University (NCS 교육과정 개편을 위한 프로젝트기반 학습법: 4년제 대학을 중심으로)

  • National Competency Standards are the major administrative project to build a competence-based society. The manpower for the global society should be recognized by performance rather than educational records. Therefore, all colleges should first nurture NCS-type manpower based on field needs. This study comparatively analyzed the differences between the lecture style of four-year colleges and the outcomes of problem-solving and project-based learning method to prove why it is necessary to introduce the NCS program. Especially, It will review the constraints and measures of NCS introduction to overcome in a four-year university. Through this, it can be used as a means to help improve the field conformity of a four-year college curriculum by presenting the development and utilization of curriculum-based NCS in a four-year university. As a result, it was found that the overall satisfaction with the problem-solving and project-based learning method was above average. Many students were dissatisfied with the traditional teaching methods and the new project-based learning method was relatively effective in college education. Students' participation also improved. Based on the evaluation of learning performance, the new method was found more satisfactory than the old teaching method in terms of comprehension of professional knowledge in various fields, nurturing of logical thinking skills, acquisition of analytical skills, comprehensive thinking skills, creative problem recognition, and open-minded thinking skills.
