  • Information Technology(IT) was introduced to the business as a means of improving operational efficiency. Nowadays, IT has become an essential component of an organization's survival. Almost no operations of an organization can be performed without IT. The benefits of using IT in organizations can not be underestimated. Some organizations have flourished because of the competitive advantages derived from the IT systems they have developed. Most IT systems, however, have been extended, changed and integrated with ad-hoc and makeshift solutions without thinking long-range view. It results in high maintenance cost and uncontrolled system for managing information resources. Especially, public institutions under the Project-Based System (PBS) have some problems in keeping a good management systems for information resource, because they are usually operated for a set period. Therefore, we propose the framework how to efficiently manage the IT assets and resources based on the Information Technology Architecture (ITA) that is introduced for the overall optimization of IT investment, change management and inter-operability.

  • Adaptive Optics (AO) was first studied in the field of astronomy, and its applications have been extended to the field of laser, microscopy, bio, medical, and free space laser communication. AO modelling and simulation are required throughout the system development process. It is necessary not only for proper design but also for performance verification after the final system is built. In KASI, we are trying to develop the AO Python Package for AO modelling and simulation. It includes modelling classes of atmosphere, telescope, Shack-Hartmann wavefront sensor, deformable mirror, which are the components for an AO system. It also includes the ability to simulate the entire AO system over time. It is being developed in the Super Eye Bridge project to develop a segmented mirror, an adaptive optics, and an emersion grating spectrograph, which are future telescope technologies. And it is planned to be used as a performance analysis system for several telescope projects in Korea.

A Study on IT Outsourcing Policy Based on Operational Risks of Financial Industries (금융보안 리스크 기반의 IT도급 정책 연구)

  • For the continuous financial incidents occurred in 2011, Korean government has announced the amendment on electronic finance supervision regulation including human resources, organization and budget. The major part of the regulation is mainly focused on human resources and budget. It states that company has to employ at least 5 percent of IT staff out of total staff, and at least 5 percent of security staff in IT staff employment number. Budget for security should be at least 7 percent of total IT budgets. This paper studies IT outsourcing policy based on operational risks of financial industries caused by amendment of regulation. This paper provides the policy decision procedure for resolving the 3rd party problems and suggests the effective operation policy to 3rd party for the program quality improvement and case studies at the IT task classification.

  • The Drafting of Arbitration Rule of the Commercial Arbitration Committee of the South-North Korea is to be the basis of and important to the South-North Commercial Arbitration Committee. Therefore we should study and review carefully the drafting of Commercial Arbitration Rule of the Commercial Arbitration Committee of the South-North Korea. First of all, it's probable that the drafting of Commercial Arbitration Rule of the Commercial Arbitration Committee in South Korea should be written by the Commercial Arbitration Committee of South Korea and Korean arbitral body after these organizations are established and appointed. Second, it's probable that the Commercial Arbitration Committee of South Korea and the arbitral body in South Korea should be composed of private sector, not government officer mainly. Third, it's not recommendable that we make the ICSID intervene in appointment of arbitrator(s) of the Commercial Arbitration Committee of the South-North Korea when it's not agreed with between the South Korea and the North Korea. Forth, it's not recommendable that we, the South Korea write the only one South Korean draft of the Arbitration Rule of the Commercial Arbitration Committee of the South-North Korea.

  • Cellular 망에서의 무선통신은 일반적으로 하나의 송수신안테나를 사용하거나 둘 이상의 송수신 안테나를 사용한다. MRRC(Maximum Ratio Receiver Combining)기법의 경우 여러 안테나를 사용하여 신호룰 수신하는 시스템이며, 이 경우 각 안테나의 채널에 따른 이득과 손실을 고려한 수신기가 제안되었다. Cellular model에서의 SINR 값에 따른 추정을 통해 최적 결합 기법을 적용한 MRRC 수신기를 사용하는 경우, 이에 따른 Cellular modeling을 이용하여 시스템 레벨에서의 MRRC 기법과 Optimum-MRRC 기법을 도입으로 인한 성능의 개선을 알 수 있다.
