Service Philosophy as Wisdom for Human Society Development (인류사회 발전 지혜로서의 서비스철학)

  • This study was conducted to prove that the service philosophy is the development principle of human society in the service age. From ancient times to the present, the service philosophy was tried to show the wisdom of the development of human society in all earth spaces including the East and the West. In addition, it tried to prove that the service philosophy was at the center of the development wisdom of many countries and individuals who flickered on all space on earth and all human time. The study showed that the differences between countries were in software rather than hardware. Furthermore, it was analyzed that countries with a service philosophy embedded in the center of software such as spirit and culture made a great contribution to human society. The cases of Greece and Rome, the Republic of Venice, the Republic of the Netherlands, followed by the United States and modern Korea prove this, and the Soviet Union can be seen to disprove it. The former was a society in which state-run software was strong, and the latter was a society in which hardware was strong. There is a big difference between the case of the state, which citizens have autonomously organized and operated, and the case of the upper-level state-led operation. Since the leadership of the upper classes is not based on the service philosophy, the accumulated software power is weak, so it can be said that the accumulation of wisdom in human society is weak. Therefore, while the essence of human society so far has been a society of self-centered animal ecosystems led by selfishness, the human society in the service age from now on can be said to be a society of plant ecosystems where mutual respect and self-centeredness coexist. Just as the society centered on the service philosophy in the past human society prospered and left a greater legacy to mankind, it is suggested that the human society in the future service era should be a human society of a plant ecosystem centered on the service philosophy. Further in-depth studies related to this are needed in the future.

Preliminary Study on Naturalness of Korean Fir (Abies holophylla) Stand in Mt. Sorak (설악산 전나무 고목림의 자연성 판단을 위한 기초연구)

  • Natural forest stand plays a very important role to understand the forest ecosystem in Korea, in which there is no ancient forests aye left. Several old growth Korean fir stands were studied to determine their naturalness. Internationally accept-ed criteria for virgin or natural forests were used and the changes in several stages by stand dynamics were applied. Although the areas survey is limited in size, it was discovered that they clearly represent certain characteristics of naturalness. This study and collected data will hopefully be the starting point for the further studies for naturalness of forest in Korea in the future.

  • The direction of the Korea Game Forum is to check on the nature of games and to create a positive ecosystem of the game industry. And it would also be to promote the public understanding of the cultural and artistic values of games so as to promote the good effects image, and to induce supporting policies of the government, which will strengthen the global competitiveness of the game industry. Thereby the Forum would contribute to the establishment of the government policies on game industry, and lead the positive game manufacturing climate, which will induce the spreading of good game movement in the industry.

Research Trend of Estuarine Ecosystem Monitoring and Assessment (국내 하구 수생태계 현황 및 건강성 조사의 성과와 하구 생태계의 국외 연구동향)

  • An estuary is an area where a freshwater river or stream meets the ocean. Even before the importance of the value of estuaries was recognized, the estuary was lost because of large-scale conversion by draining, filling, damming, and dredging. In South Korea, 643 estuaries are located, and the total area is 3,248,300 ha, accounting for 32.5% of the total area of South Korea. Over 35% of Korean estuaries are closed estuaries which are only temporally connected with the sea, either permanently or periodically. Since 2008, in order to preserve the estuary ecosystem and solve major issues in the estuary by accumulating knowledge about the estuarine ecosystem, the Ministry of Environment of Republic of Korea has been conducting the "Estuarine Ecosystem Monitoring and Assessment Project". At 668 sites of 325 estuaries, epilithic diatom, benthic macroinvertebrate, fish, and vegetation are investigated, and the habitat condition of each site is evaluated using the newly developed biotic index. More than 100 researchers annually record 2,097 species of estuaries according to the standardized survey guidelines over the past 14 years and provide strictly managed data necessary for establishing estuaries conservation policies. As a result of bibliometric analysis of 1,195 research articles related to the monitoring and assessment of the estuarine ecosystem, research on pollutants such as heavy metals and sediment control have recently been conducted. "Estuarine Ecosystem Monitoring and Assessment Project" is an ecological monitoring type of long-term mandated monitoring that is usually focused on identifying trends. Although it is difficult to identify the mechanism influencing a change in an ecosystem through long-term mandated monitoring, providing empirical data for supporting evidence-based policy, decision-making, and the management of ecosystems. In order to increase the efficiency of the project, research to investigate the relationship between sediments and pollutants and organisms can be conducted at specific estuaries or sites to compensate for the shortcomings of mandatory monitoring.

The Necessity and Direction for Restoration of Housing Function in Seoul's Central Commercial District -Comparison of Seoul's Historic Center and New York City's Manhattan- (서울 상업용도지역 내 주거 기능 회복의 필요성과 방향 -서울 역사도심과 뉴욕 맨해튼을 중심으로-)

  • The purpose of this study is to present the problems of urban ecosystem imbalance in Seoul and the need to restore housing functions through comparison with Manhattan, New York, which grew earlier than Seoul and has been striving to solve urban problems and restore urban ecosystems. The residential status in urban commercial use areas was investigated through analysis of the total amount of residential space, characteristics of each type of residential building, and distribution of residential buildings. Through this, it can be seen that most of the space in Seoul's historic city center is biased toward commercial roads, and there are significantly insufficient high- and high-density mixed-use buildings suitable for urban dwellings compared to Manhattan's. In addition, it can be seen that the complex building in the historical city center of Seoul is located adjacent to the outskirts of the target site. In conclusion, Seoul's historical city center does not provide an appropriate residential space for creating an urban ecosystem, and it is necessary to come up with measures to restore housing functions.

Influence of Genotype and Ecotype on Anther Culture Efficiency in Hot Pepper (Capsicum annuum L.) (고추의 유전자형 및 생태형이 약배양 효율에 미치는 영향)

  • The influence of genotype and ecotype on the anther culture efficiency using hybrid of hot pepper (Capsicum annuum L.) was investigated. Anther culture efficiency was differently dependent on the genotype of parents. In the efficiency of embryo production, the cross combination using female parents with high embryo inducing ability was higher than those with low embryo inducing ability. It was shown that genotype and cytoplasm has effect on embryo production. Also the embryogenic ability was different according to ecotype of cross lines. The frequency of embryo production were the highest in Local variety $\times$ pimento cross combinations with 17.8~46.1 and the lowest in Pimento $\times$ Local variety cross combinations with 5.4~8.5%. Embryo inducing frequency was the middle value with 10.25~23.1% in Local variety $\times$ Tropical variety, Tropical variety $\times$ Local variety, Tropical variety $\times$ Pimento, and Pimento $\times$ Tropical variety cross combinations.

Directions for Legislative Improvement for the Creation and Operation of Ecological Parks (생태공원의 조성과 운영 내실화를 위한 법제적 개선 방향)

  • Despite the increasing importance of urban parks' ecological functions in dealing with the climate crisis, ecological parks are not clearly defined in Korea's legal system. Numerous ecological parks created nationwide cannot be systematically designated and managed due to various legal bases and varying management authorities. It is important to clarify the legal status of ecological parks in order to lead the ecological paradigm shift of urban parks and to improve the natural park system for a comprehensive and integrated approach to protect the national ecosystem. To this end, related laws were analyzed to identify problems and to draw directions for legislative improvement. Through the literature review of relevant laws, acts, and ordinances, six major directions for improvement were suggested based on the analysis of problems. First, the legal status of ecological parks in the administrative dichotomy of the current park system is ambiguous, and ecological parks should be clarified through the revision of park-related laws. Second, an ecological park can be defined as a sustainable park created and managed in an ecological manner, promoting the protection and restoration of the ecosystem, conservation, and promotion of biodiversity, and balancing nature observation, ecological learning, and leisure activities. Third, the role of the state and local governments should be systematically revised to lead to a new park planning and management model through new governance. Fourth, since the characteristics of ecological parks are affected by individual laws, the possibility of overlapping ecological parks for other uses should be allowed. Fifth, detailed guidelines and standard ordinances need to be enacted to meet the goals, principles, and facilities of ecological parks. Lastly, along with the revision of the laws, ordinances by local governments also need to be more concrete. This study, which tracks various legal realities related to ecological parks, can contribute to policymaking that can systematize the foundation for the creation of ecological parks to preserve nationwide ecosystems and provide citizens with opportunities to experience and learn about nature.

Change of Carbon Fixation and Economic Assessment according to the Implementation of the Sunset Provision (도시공원 일몰제에 의한 탄소고정량과 경제성 분석에 대한 연구)

  • In accordance with the implementation of the sunset provision to cancel the designations of urban park sites that remained unexecuted for a prolonged period until 2020, the park sites in the city center, which account for 90% of the long-term unexecuted urban facilities subjected to the provision, are currently on the verge of development. The total area of the 204 park sites that will disappear in Seoul as a result of this provision is 95 ㎢; moreover, 116 of these are privately-owned. It is expected that the possible changes in the use of these park sites could result in reckless development and reduction of green space, which would ultimately affect the ecosystem. This study applied the InVEST model to calculate the changes in the fixed carbon amount before and after the implementation of the sunset provision to estimate the economic value of these changes. The study focused on Jongno-gu in Seoul because it has the most unexecuted park sites subjected to the lifting of the designation. The research findings show that the fixed carbon amount provided by the unexecuted park sites in Jongno-gu was 374,448 mg, prior to the implementation of the sunset provision; however, the amount was estimated to decrease by 18% to 305,564 mg after its execution. When calculated in terms of average value of the real carbon price, this translated into a loss of approximately 700 million won. In addition, considering the social costs including both climate change and the impact on the ecosystem, an economic loss of approximately 98 billion won was projected. This study is meaningful because its predictions are based on the estimation of fixed carbon amount according to the implementation of the sunset provision in Jongno-gu and scientifically calculates the value of ecological services provided by the parks in the city. This study can serve not only as a basis during the decision-making process for policies related to ecosystem conservation and development, but also as an evidentiary material for the compensation of privately-owned land that is designated as urban park sites and was unexecuted for a prolonged period.

Prediction of Environmental Change and Mitigation plan for large scale reclamation (대규모 매립에 대한 환경영향예측과 저감방안에 관한 연구)

  • In this study we predicted some of the negative effects on the ocean ecosystem and water quality, caused by a coastal reclamation project in semi-closed bay that makes it extremely difficult to be purified by natural process. In order to predict change of water quality triggered by coastal reclamation, the 3D hydrodynamic model and material cycle model are used. And we suggested new ecological park, an artificial beach and eco-friendly revetments on the reclamation area to mitigate the environmental impacts affecting this area using the numerical simulation results and observation data.

Distribution of bacterial biomass in the water column of Soyang lake (소양호 수중 생태계에서의 세균 생체물질량의 분포)

  • Microbiological parameters such as bacterial biovolume and biomass in Soyang Reservoir was statistically analyzed with the physico-chemical enviromental factors. Analysis of correlation and multiple regression showed that temperature affects most of microbiological parameters. Variations of total bacterial number, total bacterial biovolume and saprophyte number were highly correlatd with the concentrations of chlorophyll a and pheophytin a. Bacterial production by the $^{3}H$-thymidine incorporation rate was largely affected by Seston. It suggests that microbiological factors such as bacterial biovolume and bacterial biomass were controled by the concentration of seston and distribution of phytoplankton which acts as carbon and energy source for the bacterial community in the water column of Soyang Reservoir.
