In this study, we discuss the modeling of domestic transport sector using GCAM(Global Change Assessment Model). The GCAM is one of integrated assessment models widely used in internationally modeling community, and applied for the evaluation of IPCC 5th Report. Nevertheless, it is noted that there are a considerable number of problems in its application to domestic transport sector. First, the base year information of GCAM for detailed transportation service demand is found not consistent with national statistics. Second, the transportation sector simulation results do not properly reflect the past trends of service demand. Thus, the base year service demand is carefully matched with the detailed national statistics. In addition, the existing models were checked and modified so that the simulation results of service demand can accurately reflect past trends of national statistics. As a result, it is reported in detail how the current GCAM simulation results are corrected and how the trend of past transportation sector service demands is properly reflected. This study is expected to be useful as a basic tool for future scenario analysis for transportation policy, technology evaluation and greenhouse gas reduction measures.

본 협회에서는 정보통신 및 정보기술(IT) 관련 정부정책의 핵심방향을 소개하는 '2001년 정부/민간부문 정보통신 정책설명회'를 지난 12일 전경련 회관에서 가졌다. 정보통신 산업에 대한 정부와 민간 부문의 정책 설명회는 처음 열리는 것으로, 이 날 설명회에는 정부.공공기관.민간업체 관계자 350여명이 참석한 가운데 성황리에 열렸다. 이날 발표된 주요 내용을 요약.정리한다.

We tried to do research on main views(risk and knowledge-based) and propose user knowledge as a factor to be managed in order to strengthen the performance. This study empirically analyzed the user-related and project management risk that affect the IT project performance, and verified user knowledge as a moderating variable. The survey was conducted for respondents who have experience on IT Project of public sector and data were analyzed by Smart PLS 3.0. The results show that low user-related and project management risks have a positive effect on performance. In addition, user knowledge has been shown to enhance the impact of two risks on performance. These findings are meaningful in that they emphasize the importance of user knowledge in public-sector IT projects, as well as the repeated verification of integrated research results.

공공부문의 SW에 대한 사용자의 기대 및 정보화 요구에 부응하기 위하여 그동안 국내에서는 수많은 SW 시스템들이 개발되어 왔으나, 개발 과정에 대한 체계적인 관리 방법이 미흡하여 발주자가 복잡한 SW 발주과정을 추진하기 어려우며 SW 개발자에 대한 관리 통제수단이 미흡한 실정이다. 또한 발주자의 전문성 결여로 수주자인 개발업체에 과도하게 의존하는 업무 추진과 수발주자 간의 불명확한 업무 인식으로 상호 불신이 팽배한 가운데 공공부문 SW사업의 완성도 및 성공률이 저조하여 낮은 품질의 정보시스템 인수 등 사업 실패율이 높아지고 있다. 본 논문에서는 이러한 문제점을 해결하고 개선하기 위해 발주${\cdot}$관리 프로세스 확립과 이에 대한 적용을 중심으로 체계적인 SW사업 발주${\cdot}$관리 프로세스 확립과 이에 대한 적용을 중심으로 체계적인 SW사업 발주${\cdot}$관리 프로세스 개선방안을 제안한다.

u-Society 구현을 위한 IT 발전전략은 경제 재도약을 위한 IT 산업정책에의 요구 종대, 디지털 컨버전스 추세의 강화, IT의 사회전반에의 영향력 확대라는 세 가지 환경변화를 감안하여 수립 추진되어야 한다. IT 산업정책에의 요구 증대에 부응하기 위해서는 IT를 중심으로 하는 신성장 동력을 강화해야 하는데, 구체적으로는 IT 원천기술 투자비율을 단계적으로 증가시키고 기존산업과 IT의 융합 분야의 창의적인 R&D 과제를 발굴하고 국제화된 IT인력을 양성하는 것이 중요하다. 또한 한국형 벤처 생태계를 조성하여 소프트웨어 및 컨텐츠 부문을 육성시키는 것이 필요하다. 디지털 컨버전스 추세에 대응하기 위해서는 진입장벽의 완화, 수평적 규제체계의 적용, 방통융합 서비스의 조속한 도입 및 규제기구의 통합이 선결과제이다. IT의 사회전반에의 영향력 확대를 경제 및 사회 제분야의 발전으로 연결시키기 위해서는 물리적인 광대역 인프라의 구축에 더하여 정보사회의 역기능 방지 및 정보보호체계 강화, 정보화추진위원회의 기능 강화가 요구된다. 또한 비IT부문에의 IT접목과 더불어 복지, 교육, 공공부문 혁신에 If를 적극적으로 활용하여야 한다. 즉, u-Society구현은 기존의 정보화정책의 한계를 넘어, 물리적인 인프라 구축과 보완 제도, 규제정책, 산업정책의 유기적인 조화를 필요로 하며 이러한 노력이 결실을 맺을 때 우리나라는 경제적 풍요와 수준 높은 삶의 질을 향유할 수 있을 것이다.

As the emerged importance and awareness for information security, It is being implemented by each industrial sector to protect information assets. In this paper, we analyze the information security checklists or security ratings criteria to derive similarity and difference in context which used to knowledge network analysis method. The analyzed results of all checklists (ISMS, PIMS, 'FSS', 'FISS', 'G') are as follows : First, It is common factors that the protection of information systems and information assets, incident response, operations management. Second, It deals with relatively important factors that IT management, the adequacy of audit activities in the financial IT sector including common factors. Third, the criteria of ISMS contains the majority of the contents among PIMS, 'FSS', 'FISS'and 'G'.

최근 중앙부처 및 지방자치단체 등 공공부문에서 성과관리의 중요성이 강조되면서 BSC(균형성과표)/SEM(전략적 전사관리) 등의 성과관리 시스템 구축이 활발히 진행되고 있다. 그러나 민간 부문과 달리 공공부문은 비영리 조직이라는 특성을 가지며, 다양한 이해관계자들이 존재하여 성과관리 시스템 구축 시 많은 어려움이 있다. 본 연구의 목적은 사례대상 공공기관의 전략적 성과관리 시스템에 대한 연구를 통해, 업무 특성을 고려한 전략적 성과관리 시스템 구축에 대한 선진 사례를 도출하여, 공공부문에서 BCS 등의 성과관리 시스템을 구축할 때 발생되는 문제점들에 대해 효과적으로 대처하고 벤치마킹 할 수 있는 방안을 제공하고자 한다. 사례대상 공공기관(정보통신부)의 성과관리에 대한 연구는 국내 공공부서에 적합한 성과관리 방법론 도입과 시스템 구축에 효과적인 지침서가 될 수 있을 것이며, 현재 공공부문 BCS(균형성과표)설계 및 시스템 구축 시 발생하는 문제들에 대하여 효과적인 방안을 제시할 수 있다는 데에 연구의 의의를 둘 수 있다.

국방분야에서의 연구개발을 통하여 무기체계 개발과 관련하여 얻어진 기술들은 국가의 안보유지에의 기여, 첨단기술의 시험무대로서의 기능, 민간부문 간의 기술이전을 통한 부가가치 창출 등의 차원에서 국방연구개발의 중요성이 증대되고 있다. 이에 무기체계개발에 있어서의 IT 국방연구개발의 활성화를 위한 발전전략을 제시하는데 연구의 목적을 두었다. 연구결과, 무기체계개발에 있어서의 IT 국방연구개발의 활성화를 위한 발전전략으로서 국방비 예산 중에서 국방 R&D 부문의 예산규모 확충, IT 중심의 무기체계 개발사업에 대해서 초기단계부터 IT관련 민간부문의 우수업체의 연구개발의 적극적인 참여를 통한 공동연구개발의 협력확대, 아직까지 효과가 미미한 신개념기술시범사업을 무기체계 연구개발에 보다 적극적인 차원에서 추진해야 할 것을 제시하였다.

Since the release of mid-term domestic GHG goals until 2020, in 2009, some various GHG reduction policies have been proposed to reduce the emission rate about 30% compared to BAU scenario. There are two types of modeling approaches for identifying options required to meet greenhouse gas (GHG) abatement targets and assessing their economic impacts: top-down and bottom-up models. Examples of the bottom-up optimization models include MARKAL, MESSAGE, LEAP, and AIM, all of which are developed based on linear programming (LP) with a few differences in user interface and database utilization. The bottom-up model for electric sector requires demand management, regeneration energy mix, fuel conversation, etc., thus it has a very complex aspect to estimate some various policies. In this paper, we suggest a bottom-up BAU model for electric sector and how we can build it through step-by-step procedures such that includes load region, hydro-dam and pumping storage.

The central focus of this research paper is to explore the recent structural core empirical unemployment reason of IT new professional manpower who graduated in higher education level in Korea. The final goal of this issue is to estimate and analyze rambling impediment in IT manpower labor market between 26 detail occupations and between detail occupations and 3 educational levels of new graduates and entrants who entered in IT 6 occupational groups composing 26 particular occupations. This study uses the 2004 data published by the Ministry of ICT and relies upon both one-way analysis of variance and two-way analysis variance to tackle the issue. According to the ANOVA results, 2 main points were delineated In the one-way analysis of variance method. the total sum of squares (SST) is decomposed into two major components: within sum of squares (SSW) (6 detail occupations, 85%) and between sum of squares (SSG) (26 detail occupation, 15%) The other major finding is that total sum of squares (SST) is decomposed into three major components: between detail occupations (SSG) (19.3%), between educations (SSB) and errors (SSE) (56%) in IT SIW development design group.
