수학과 수행평가에 관한 이해의 혼돈 -최근 국내 논문 분석을 중심으로- (A Chaos of Understanding on Performance Assessment in Mathematics Education)

  • From the mid-1990s in Korea, performance assessment has been continuously emphasized in school mathematics and thus many researchers and teachers have been steadily studying this topic. But the concepts relevant to performance assessment and its purposes are very confusing because the mathematics educators' different views and voices are vary. As a result most mathematics teachers experience trouble in executing performance assessment properly and effectively in their math class. This unability for proper execution of performance assessment was once again revealed in this study which dealt with 15 articles on performance assessment. These 15 articles includes almost every article written on the topic of performance assessment that have been published in 4 domestic journals since December 1997. By examining this inability, it is required that its concepts and purposes should be organized with a common view and newly defined in the near future.   • Recently, advanced countries assessment the risk of fire to prevent large-scale damage to high-rise buildings, In addition, performance-Based design, which is a fire risk assessment, is being conducted in Korea to prevent massive damage to high-rise buildings. However, unlike advanced countries, fire risk assessment in Korea is subject to fire risk assessment only for objects subject to consent from fire-fighting facilities such as building permits, When building engineers and fire-fighting engineers assessment the risk of fire, It has always been discussed because the results vary depending on which part of the evaluation is focused between economic feasibility and safety. Therefore, in this study, we would like to propose a fire risk assessment process suitable for domestic conditions by comparing the process of performance-based design, which is a domestic fire risk assessment, and the process of Iso/TC 16732 which is an overseas fire risk assessment.

  • Performance assessment was introduced to improvement of self-directed learning and method of assessment for differenced learning as the seventh educational curriculum is enforced. Performance assessment is overcoming limitation about problem solving ability and higher thinking abilities assessment that is problem of a written examination and get into the spotlight by way for quality of class and school normalization. But, performance assessment has problems about possibilities of assessment fault by appraisal, fairness, reliability, and validity of grading, ambiguity of grading standard, difficulty about objectivity security etc. This study proposes fuzzy performance assessment system to solve problem of the conventional performance assessment. This paper presented an objective and reliable performance assessment method through fuzzy reasoning, design fuzzy membership function and define fuzzy rule analyzing factor that influence in each sacred ground of performance assessment to account principle subject. Also, performance assessment item divides by formation estimation and subject estimation and designed membership function in proposed performance assessment method. Performance assessment result that is worked through fuzzy performance assessment system can pare down burden about appraisal's fault and provide fair and reliable assessment result through grading that have correct standard and consistency to students.

소각로 건설사업에 대한 건강영향평가 사례연구 - 중금속 흡입에 따른 인체 위해성 평가 - (A Case Study of Health Impact Assessment on Incinerator Construction Project - Human Risk Assessment due to Inhalation Exposure to Heavy Metals -)

  • We conducted human risk assessment due to inhalation exposure to heavy metals emitted from incinerator. The process of health impact assessment(HIA) on incinerator is as follows: The first step is to presume and calculate the amount of heavy metals emitted using emission factor. The second step is to conduct an exposure assessment using the K-SCREEN model which is used for predicting the concentration in a conservative method. The last step is to carry out a risk assessment on carcinogenic and non-carcinogenic substances. This study revealed that rank of carcinogenic human risk was $Cr^{+6}$ > As > Ni > Cd, and values of human risk assessment on carcinogenic and non-carcinogenic substances is lower than the US criteria for risk assessment except $Cr^{+6}$. It is expected that the technique of HIA, especially human risk assessment on heavy metals, would be applied to the incinerator construction project. In addition, more systematic studies are needed to overcome some weak points and limits found in this study.

Design and Implementation of ELAS in AI education (Experiential K-12 AI education Learning Assessment System)

  • Evaluation as learning is important for the learner competency test, and the applicable method is studied. Assessment is the role of diagnosing the current learner's status and facilitating learning through appropriate feedback. The system is insufficient to enable process-oriented evaluation in small educational institute. Focusing on becoming familiar with the AI through experience can end up simply learning how to use the tools or just playing with them rather than achieving ultimate goals of AI education. In a previous study, the experience way of AI education with PLAY model was proposed, but the assessment stage is insufficient. In this paper, we propose ELAS (Experiential K-12 AI education Learning Assessment System) for small educational institute. In order to apply the Assessment factor in in this system, the AI-factor is selected by researching the goals of the current SW education and AI education. The proposed system consists of 4 modules as Assessment-factor agent, Self-assessment agent, Question-bank agent and Assessment -analysis agent. Self-assessment learning is a powerful mechanism for improving learning for students. ELAS is extended with the experiential way of AI education model of previous study, and the teacher designs the assessment through the ELAS system. ELAS enables teachers of small institutes to automate analysis and manage data accumulation following their learning purpose. With this, it is possible to adjust the learning difficulty in curriculum design to make better for your purpose.

  • Assessment can be defined as any method used to understand the current knowledge that a student possesses. Assessment may influence decisions about grades, placement, instructional needs, and curriculum. Therefore, the purpose of assessment is to identify how the students think and know, to diagnose the difficulties they face, and to reflect the result of assessment on teaching. But the traditional multiple-choice test failed to evaluate and teach higher-level thinking and problem-solving skills. In this context, performance assessment is being required as an alternative assessment to get better understanding about what the students can do as well as what they know. This article points out some weaknesses of traditional assessments, and comments on the theoretical background and necessity of performance assessment. And it presents more specific information about performance assessment and some examples. It is certain that performance assessment is student-centered and future-oriented. But performance assessment can't be the surest and best way of evaluating the students' abilities. We are just on the way of another experimental stage for improving teaching methodology. More supplementary analyses and further improvements are needed.

Improvement and Application for Environmental Conservation Value Assessment Map(ECVAM) of Nationwide Land in Korea

  • This study is aiming at improving the Environmental Conservation Value Assessment Map(ECVAM) of National Land in Korea. The ECVAM items are composed of legal and environmental/ecological assessments. A popular method applied to ECVAM is an overlay environmental/ecological assessment items. The purpose of this study is to offer complementary items of the ECVAM by examining assessment items. In this study we assessed the ECVAM by five methods. Method 1 is Grade 1 areas of each administrative district; Method 2 is comparing overlapped areas of each assessment items Grade 1, 2 and permission of each assessment items duplication; Method 3 is Grade 1, 2 areas by only singular assessment items; Method 4 is Grade 1 areas only of Method 2; and Method 5 is Grade 2 areas only of Method 2. Method 1 showed Seoul and other metropolitan cities revealed a large proportion of Grade I regions by the legal assessment items. Gang won-Do, showed a large proportion of Grade I regions by the environmental/ecological assessment item. Method 2 showed 93.4% of diameter Grade II(standard for stability); forest diameter item accounted for 99.9% by Method 3, Method 4 showed 95.7% of forest diameter, and forest density accounted for 66.4% by Method 5. This study contributes to reduce the complexity in the process of manufacturing ECVAM of National Land, and to raise the flexibility in the process of managing and updating this map.

사회영향평가의 원칙 및 지침에 관한 연구 - 미국 사례를 중심으로 - (Principles and Guidelines for Social Impact Assessment: A Critical Review on the US Case)

  • Despite the ubiquitous practice of environmental impact assessment around the world, social impact assessment has been alienated from assessment process from the beginning. Not until 1993 was 'Interorganizational Committee' established in the United States to prepare for 'Principles and Guidelines for Social Impact Assessment.' This study is an attempt to critically examine US 'Principles and Guidelines.' First, the study traces history of social impact assessment to reveal why the latter became "the orphan in the assessment process." Second, it critically reviews 'Principles and Guidelines' to find its merits and defects. For instance, a principle regarding environmental justice is perceived as necessary as society has become conscious of social justice and equity while putting too much emphasis on predictive traits of social impact assessments only fosters "checklist mentality." Third, the study reflects on 'Principles and Guidelines' in particular and social impact assessment in general in order to probe what is social impact assessment. To do so, it pays attention to scholars, who have criticized technocratic and procedural elements of 'Principles and Guidelines.' They show that social impact assessment is philosophically and methodologically teleological in that "fluid and contested meanings" between social impacts and the public are meaningful in itself. And simple procedural guarantee of the public involvement, they argue, is not enough to define social impacts. Lastly, from the critical analysis of 'Principles and Guideline,' the study looks for alternatives to improve how to assess social impacts in a Korean context.

Regulatory Aspect of Risk Assessment and Management

  • Risk assessment is useful tool making good decisions on the risks of certain hazardous com-pound and suggests safe margin through scientific process using toxicological data, statistical tool, exposure value and relevant variants. The goal of risk management is to protect the public health from hazardous compound based on result of risk assessment having reality. For the suggestion of exact man-aging information, risk assessment must be designed to represent a "plausible estimate" of the exposure to the individuals and to minimize uncertainty. Risk assessment methodology and knowledge are expected to change more rapidly than before and up-to-date methodology should be applied in regulatory aspects through the Agency. For the useful application of risk assessment, the communication between the risk assessor and the risk manager is needed before the initiation of the risk assessment and upon its completion. Generally, the risk assessment itself as a practical tool in the regulatory decision making process would be regarded with social economic impact.ic impact.
