In recent years, the intellectual property rights (IPR) are increasingly becoming trade goods and the subject of international trade negotiations. During the past decades, intellectual properties earned critical importance for economic development in both developed and developing countries. Developed countries, headed by the United States, that recognize the economic value of the IPR in the world market are aggressively seeking for universal protection of IPR throughout the world. Intellectual properties have unique qualities that distinguish them from other tangible goods. Most importantly, they are public goods created on the basis of knowledge and information accumulated throughout human history and shared by different cultures. However, there is a growing tendency that the quality of public goods are being etched away as the property concept in IPR expands. In this paper, I discuss how copyright and patent laws incorporated the concept of property right as natural right to one's intellectual creations in early formation of the laws in Europe. I argue that copyright law and patent law are the historical products resulting from political, economic, and ideological factors interacting in a certain society. A history of copyright and patent points to that the intellectual property rights as natural lights of authors and inventors as argued by developed countries in international disputes, are not universal, but unique historical products. Copyright and patent laws have been shaped and developed as regulatory measures by governments to promote and control industries by providing authors and inventors with monopoly incentives. Since property right was used as a regulatory device it was restricted. This is to enhance the distribution of knowledge and information rather than to ensure the property right as an absolute right.

For evaluating the effect of Siegesbeckiae Herba (here after abbreviated as SBH) on rheumatoid arthritis, the experiment was carried out; Incidence of rheumatoid arthritis, IRA(indices of rheumatoid arthritis), immunophenotypes by flow cytometer and histopathological changes in MRL/MpJ-Ipr-Ipr Mice in vivo were studied. The results were obtained as follows: 1. Incidence of RA in MRL/Ipr mice was suppressed to 60% of control by SBH. 2. IRA was significantly reduced for IgG3 and IgM at 20 weeks of age and for IgG2b at 12 and 20 weeks of age in mice by SBH compared with control. 3. Immunophenotypes such as CD4/sup +//CD25/sup +/, CD8/sup +//CD3e/sup +/, CD69/sup +//B220/sup +/, NK/sup +//CD3e/sup +/ were significantly increased by SBH compared with control. 4. In histopathological analysis, SBH suppressed the progression of PMN(polymorphonuciear leukocyte), leukocyte and fibroblast infiltration, and subsynovial soft tissue edema frequently showing in the early stage of the arthritis, and also effectively reduced the degeneration of cartilages and degenerative bone symptoms. These results suggest Siegesbeckiae Herba can be effectively applied to the treatment of rheumatoid arthritis and it is still necessary to isolate effective compound from Siegesbeckiae Herba in the near future.

In this paper, a predictive current control of 12-pulse parallel connected dual converter system without interphase reactors(IPR) is presented. Firstly, the characteristics of system without IPR are analyzed and compared with that of system with IPR. And the predictive current control of this system is discussed. Finally the validity of the presented system and the excellence of the predictive current control response is proved through the simulation results.

최근의 국제 표준화 동향은 특허 등 IPR(지적재산권)을 필수적으로 고려하고 있는 상황으로서, 선진 각국은 자국 개발 기술의 IPR 확보와 이의 국제 표준화를 연계시킴으로써 세계 정보통신 시장의 선점을 통하여 핵심적인 위치를 공고히 하고 있다. 본 고에서는 국제 표준화 기구(ITU-T)의 지적재산권 정책 및 관련 논의 동향을 살펴본다. 그리고 ITU-T에서 개발한 권고에 포함된 특허에 대하여 각 국가 및 기관이 대상 권고 및 특허 관련 정보 등을 ITU-T 사무국(TSB)에 통지한 Patent Statement and Licensing Declaration(특허 성명 및 라이선싱 선언서)로 구성된 Patent DB 분석을 통해 ITU-T의 개발 권고에 포함된 각 국가 및 주요 기관별 특허 현황을 살펴보고 그 함의를 모색해 보고자 한다.

본 고는 2003년 8월 28~29일 프랑스 파리에서 진행된 “OECD Conference on IPR, Innovation and Economic Performance”의 발표자료를 중심으로 그 주요 내용을 요약, 보강한 글로서, 날로 급변하는 기술변화 환경과 이에 따른 지적재산권 제도의 위상변화 및 최근 20년간 미국을 중심으로 전개된 특허권강화정책(pro-Patent policy)을 둘러싼 찬반양론의 관점에서 지적재산권의 주요 현안사항과 그 논쟁점을 살펴본다.

본 연구는 S/W 불법복제율 추정에서 미국의 IPR사가 제시한 방법에 대한 소개, 문제점등을 제시하고 그 대안으로 설문조사를 이용한 S/W 불법복제 추정 방법을 제안하였다. 연구결과 인터넷 설문조사를 이용한 S/W 불법복제 추정에는 4가지 방법이 가능하였으며 각각의 방법은 장단점이 있었다. 추후 연구에서 이러한 인터넷 서베이 방법들과 IPR사의 방법을 직, 간접적으로 비교하는 연구가 이루어질 것으로 기대된다.
