If you look at the regulations about ICT, you can notice that many of them are not realistic or difficult to carry out. The government has been planned for the development of ICT technology by announcing '3-year economic innovation'. However the enterprises argued that those planning rather ruined our development. The world's highest technology is in South Korea, but we couldn't make a good result in the national index. Therefore we will find some solutions of several points of view of regulations in our country which we handle in the text.

With the development of ICT technology, the broadcasting and communication networks of Korea have been bigger, faster and more reliable and Korea has become one of the leading countries in the ICT industry. Through the international ICT indices, we can see different economies' ICT industry competitiveness at a glance and high ranking in such indices can make national brand image improve. However almost all the existing international ICT indices mainly focused on the telecommunication industry, not on the broadcasting industry. This study thus aims to develop a new index focusing on broadcasting and communication networks. This new index is composed of 3 sectors such as access, usage and environment with different weight respectively and using objective indicators. This study also aims to contribute to improve Korea's national brand image by developing new systematic and effective broadcasting and communication index.
The trade balance for the information and communications technology (ICT) industries in 2014 have reached 863 hundred million dollars as the main export products such as smart phone and semi-conductor increase, since the ICT industries have played an important role in economic growth in Korea. Until now, the consistent supporting of government and investment of company have been doing with the growth of ICT industries, as a result, Korea marked as the first in the UN electronic government preparing index, and rank 12 in the network preparing index through the policy of national information and basic plan of inter-industry convergence. However, as the unstable international economic circumstances, ICT industries is faced with the stagnation, and then preemptive development of products and services for ICT convergence industries is needed to continually get definite ICT Korea image. In this paper, the ICT convergence industry is analyzed and forecasted. In specific, the international and domestic market for cloud, 3D convergence, and internet of things is diagnosed. The market for ICT convergence industries is predicted to be 3.6 trillion dollar in the world, and 110 trillion won in domestic. From the analytical results for technology and services development, the preemptive supporting of the technology development and policy for the internet of things and 3D convergence industries is required. In addition to, through the future forecasting by socio-tech matrix method, the policy supporting for the ICT convergence area of healthcare, fintech, artificial intelligence, body platform, and human security is needed.

This study ultimately aims to suggest directions for development of U-City Competitiveness Index through thorough analyses of U-City competitiveness concepts and previous research in U-City-related index. In an attempt to reach the aforementioned goals, the concept of U-City competitiveness is presented based on existing publications on informatization age, future city, and U-City. Next, insights on the development of U-City Competitiveness Index are provided via analysis of research on indices regarding U-City and future city. Finally, the process of developing UCity Competitiveness Index and cautionary comments for each developmental step has been provided. Based on the research results, U-City competitiveness refers to the ability to respond to demands of residents in a timely manner as well as to manage U-City, ICT, U-City infrastructure, and U-City services that maximizes the efficiency of urban space management. In order for proper assessment of these criteria, development of assessment tools, selection of indices, standardization, allocation of weight per index, and construction of assessment framework are required.
The level of ICT in the country affects economic performance as a basic infrastructure that has a significant impact on the competitiveness of the country. With the proliferation of globalization, ICT-related economic activities such as electronic trade are becoming more active, and the importance of ICT in the country is increasing. This study sought to analyze the impact of ICT level on the economic performance of the nation by subdividing it into three dimensions: accessibility, usage, and utilization skill. In particular, we sought to find ways to effectively resolve the digital divide between developed and developing countries by analyzing the difference in economic impact of ICT level. Furthermore, we tried to verify whether the government regulation and firm's nature of competitive advantage in the international markets play a moderating role in the economic impacts of ICT in the country. As a result of panel analysis with data collected from ITU, WEF and World bank national ICT level has consistently significant influence on economic growth in terms of access and usage. In addition, it was confirmed that the competitive advantage of companies in developed countries and the government regulation in developing countries have a significant moderating effect on the relationship between ICT level and economic growth.
This paper proposes multiple RLS and actuator performance index-based adaptive actuator fault-tolerant control and detection algorithms for longitudinal autonomous driving. The proposed algorithm computes the desired acceleration using feedback law for longitudinal autonomous driving. When actuator fault or performance degradation exists, it is designed that the desired acceleration is adjusted with the calculated feedback gains based on multiple RLS and gradient descent method for fault-tolerant control. In order to define the performance index, the error between the desired and actual accelerations is used. The window-based weighted error standard deviation is computed with the design parameters. Fault level decision algorithm that can represent three fault levels such as normal, warning, emergency levels is proposed in this study. Performance evaluation under various driving scenarios with actuator fault was conducted based on co-simulation of Matlab/Simulink and commercial software (CarMaker).
The standard issue in the information and telecommunication industry is increasingly important with the rapid development of technology. This paper proposes an index model which can measure the degree of standardization in the Korean information and telecommunication field. We first classified ICT sector into 14 sub-sectors. Then for each sub-sector, we considered a set of important determinants to measure the level of standardization, and constructed a linear equation using this set of determinants. Finally we estimated the relative degree of importance of each determinant using the AHP methodology. The proposed model found that overall level of standardization in the Korean ICT industry is relatively low, and ‘IMT-2000 technology’ and ‘computer network technology’ among 14 sub-sectors are highly standardized sub-sectors. The validity of the proposed model was also partially proved using two different methods, holistic and historical approach.
Non-parametric method such as technology efficiency, DEA/Window model and Malmquist Productivity Index (MPI) are used to measure efficiency and productivity of ICT (Information and Communication Technology) manufacturing industry and service industry over the period 2007-2011. The results of this paper indicate following: (1) Technology efficiency of the ICT manufacturing industry were found as the range of 0.34 and 0.39 over the sample period. Technology efficiency of the ICT service industry were found as the range of 0.16 and 0.20 over the sample period. (2) The geometric average of the Malmquist TFP indexes on ICT manufacturing industry indicated the productivity improvement an average of 8.3 percent. The geometric average of the Malmquist TFP indexes on ICT service industry indicated the productivity improvement an average of 1.6 percent. This study aimed to use national forest inventory data to develop a forest productivity index and yield prediction model of a Tilia amurensis stand. The site index displaying the forest productivity of the Tilia amurensis stand was developed as a Schumacher model, and the site index classification curve was generated from the model results; its distribution growth in Korea ranged from 8-16. The growth model using age as an independent variable for breast height and height diameter estimation was derived from the Chapman-Richards and Weibull model. The Fitness Indices of the estimation models were 0.32 and 0.11, respectively, which were generally low values, but the estimation-equation residuals were evenly distributed around 0, so we judged that there would be no issue in applying the equation. The stand basal area and site index of the Tilia amurensis stand had the greatest effect on the stand-volume change. These two factors were used to derive the Tilia amurensis stand yield model, and the model's determination coefficient was approximately 94%. After verifying the residual normality of the equation and autocorrelation of the growth factors in the yield model, no particular problems were observed. Finally, the growth and yield models of the Tilia amurensis stand were used to produce the makeshift stand yield table. According to this table, when the Tilia amurensis stand is 70 years old, the estimated stand-volume per hectare would be approximately 208 m3 . It is expected that these study results will be helpful for decision-making of Tilia amurensis stands management, which have high value as a forest resource for honey and timber.
Recently, technological differentiation(sensor, AI) of products using IoT technology to satisfy consumer needs in the mature market for smart home appliances has received a lot of positive responses. However, air conditioner products are in the early stages of convergence technology. Therefore, air conditioner products are fields that require ICT technologies for information production, collection, processing, storage, and service development beyond IoT. In this paper, we collect and store contactless bio-signal using IR-UWB radar technology. The blowing direction of the air conditioning is controlled according to bio-signal and user's sleep is monitored to provide an optimal sleep environment. In addition, we propose a service algorithm that can provide comfort with changes in the optimal conditions of air conditioning and emotional lighting depending on the discomfort index environment. Through this study, we developed an intelligent smart air conditioning service platform with ICT technology of bio-signal, discomfort index, and emotional lighting.
