제주도 하천에 적용 가능한 지역환경기준 설정 (Establishment of Applicable Local Environmental Standards for Streams in Jeju Island)

  • For the purpose of protecting the health of citizens and creating a delightful environment, the Government shall establish the environmental standards, and make such standards keep their propriety according to any changes in environmental conditions. The Special Metropolitan City, Metropolitan City or Do may, in case where deemed necessary in view of the speciality of regional environments, set forth the separate environmental standards which are more expanded and strengthened than the environmental standards by the Municipal Ordinance of the relevant City/Do. The purpose of this study was for the management of stream waters of Jeju Island and proposed the appropriate Jeju local river environmental standards. Jeju-Do and Daejeon-si applies the Local River Environmental Standards in Korea. While each nation? circumstances and environment are different, for the most part, environmental standards and purposes of use are similar to those in Korea. Proposed Jeju River Local Environment Standards followed The River Environment Standards of Nation(Korea) for Living Environment Standards. Newly Strengthened Value is Cd, Carbon tetrachloride, 1,2-dichloroethene, Tetrachloroethylene(PCE) and add Items is Fluorine, Selenium, Phenol and Toluene for Human Health Protection.

수질유해물질에 대한 수질환경기준 설정체계 (Framework for Deriving Water Quality Criteria of Toxic Substances)

  • In these days, water environment is getting threatened by a variety of toxic pollutants discharged from industries. However, environmental standards and regulations in Korea may be in straitened circumstances to protect the water environment from it. Therefore, the purpose of this review is to compare the management state of the toxic substances in water environment and to present the framework for deriving water quality criteria in USA and Japan. To conserve the water environment from the toxic pollutants more efficiently, the following considerations could be suggested in standards and regulation in Korea. Firstly, there should be consistency of regulated pollutants in drinking water quality standard, water quality standards and permissible wastewater discharge standards. Secondly, in case of deriving the water quality standards, it is required to consider the conservation of the aquatic ecosystem as well as the protection of human health. Finally, it is indispensable to make risk-based approach in management of toxic pollutants in water environment.

  • Effect of hand-transmitted vibration on human discomfort and health was reviewed. Since the effect by hand tool was more serious than those by any other vibration environments, western countries have protected hand tool workers by regulations. International organization for standardization legislate standard, ISO 5349, at 1979 for the measurement and evaluation of the effect. Afterwards, more than twenty standards on hand-arm vibration were enacted to Protect any damage of hand tool users. Even though Korea Standards adopted ISO 5349 in 2001, it is required an action plan should be applied to all of work environments, especially to the workers using pneumatic tool workwers such as miners, construction workers, and etc.

국내 농업용수 수질기준의 적정성 평가 및 추가수질항목 제안 (Evaluation of Korean Water Quality Standards and Suggestion of Additional Water Parameters)

  • 본 연구에서는 (1) 선진외국 및 기타국가의 농업용수 수질기준을 검토하고 (2) 선진외국과 국내의 농업용수 수질기준을 항목별로 심층 비교 분석하여, 현행 농업용수 수질기준의 적정성을 평가하였다. 또한 (3) 국내 농업용수 수질기준의 문제점을 파악하고 추가로 기준설정이 요구되는 수질기준 항목을 도출하였다. 우리나라의 농업용수 수질기준은 따로 마련되어 있는 것이 아니라, 수질환경기준의 4등급에 해당하는데, 이는 관리목적의 기준으로 이수목적의 농업용수로 필요한 항목들이 누락되어 있는 실정이다. 예를 들어 캐나다의 경우 농약과 비료에 의한 오염 등을 고려하여 관개용수 수질기준을 제시하고 있으며 일본의 경우 우리나라와 달리 EC, Zn, 그리고 Cu항목을 설정해 두고 있다. FAO에서도 주요항목으로 염도와 토양 침투율 그리고 특정이온의 독성에 대해 제시하고 있으며 중국의 경우 벼에 대한 농업용수 수질기준을 따로 제시하고 있는 실정이다. 국내 농업용수 수질기준의 추가항목 필요성은 수질환경기준의 8항목과 사람의 건강보호항목 9항목으로 나누어 세밀하게 검토한 결과, 국내 농업용수 수질기준에 추가되어야 할 수질항목으로 나트륨, 전기전도도, 미생물항목. 그리고 5개의 미량원소 (염소, 붕소, 구리, 철, 아연)가 제안되었다. 전기전도도 (EC) 는 염도의 지표로 식물뿌리 주변에 염농도가 높으면 수분결핍과 이온 독성을 나타낸다. 하수처리수를 재이용하여 농업용수로 이용할 경우 분변성 오염은 공중위생상 문제가 되며 병원성 미생물의 공존가능성을 시사하기 때문에 미생물항목이 필요하다. 또한, 염소, 붕소, 구리, 철, 아연의 5개의 원소는 이미 선진국에서는 기준설정이 되어 있는 수질항목들로, 식물생장에 필수원소들이지만 일정량 이상이 되면 식물독성을 유발하는 원소로 제시되었다. 우리나라의 농업용수 수질기준이 농작물을 보호하고, 나아가 인체건강을 고려하는 실질적인 이수목적의 기준이 되기 위해서는 추가로 제안된 수질항목들에 대한 기준이 선정된 필요가 있는 것으로 사료된다.

우리나라 물환경 기준의 개선방향 (Future Direction of Water Quality Standards in Korea)

  • Ministry of Environment (MOE) of Korea has been implementing the water quality management policy to focus on the control of organic matters (BOD and COD) for 28 years since 1978 when the water quality standards had been established. However, the government and the public have begun to recognize the necessity of creating the best water environment for people and aquatic life, and also formulating the various measures of water pollution, Consequently, MOE of Korea is establishing the basic plan of water environment management, with the vision of "Clean Water, Eco River 2015." The major targets of water environment management plan are to maintain ecosystem health and to protect water quality from various hazardous substances in water bodies. In order to achieve the major targets, it is essential to amend the water quality standards, which bring about the systematic management of various pollutants and healthy ecosystem. Introduction of the new techniques of water environment assessment is also prerequisite to maintain sustainable water environment. These can be accomplished under the consideration of following suggestions in environmental quality standards. First, several criteria should be complemented in water quality standards; they include the improvement of the current water quality classification system, the strengthening and supplement of relevant parameters considering human health in the standards, the introduction of biotic indices, and management standards on eutrophication. Secondly, it should be considered to introduce the biological water quality standards using biotic indices and the management standards for sediments. Lastly, it needs to introduce or develop an ecological status classification which could be used in the assessment of the water environment as a whole.

임상시험 지정병원의 "의약품 임상시험 관리기준(KGCP)" 수행 가능성 평가에 관한 연구 (Evaluation of Good Clinical Practice(GCP) Implementability at the Designated Clinical Trial Hospitals)

  • Clinical trials of drugs on humans is the final and most important stage in evaluating the safety and efficacy of the drugs. Good Clinical Practice(GCP) standards were announced in 1987 to protect testees' rights as well as to ensure validity of the clinical trial results, but its implementation has been delayed until now. The purpose of this study is to evaluate the preparedness of the designated institutions to abide by GCP standards during clinical trials, and thereby to determine GCP implementability at the institutions. Survey on the status of clinical trials was conducted for the designated 83 clinical trial hospitals. Response rate was 95.2%. Donabedian's quality assessment model was applied as the basic framework for the study. And the relative - weights for the evaluation items were determined by expert's evaluation. Among the designated 83 hospitals, 39 conducted clinical trials to obtain drug manufacturing approval from 1990 to 1994. Only 19 institutions are found to be able to meet the requirements of KGCP. Structure variables - manpower, organization, and facility -, which are the basic elements for GCP, are evaluated as unsatisfied in many hospitals. Institutions which established IRB accounted for 41 or 51.9%, but those who have a protocol evaluation guideline, or Adverse Drug Reaction(ADR) reporting system were only 12 and 21 institutions, respectively. Also, the institutions providing educational programs on conducting clinical trials are few - 20. The study results indicates that the level of conducting KGCP is unsatisfactory. However, more institutions are expected to be able to meet the standards soon because GCP standards does not require so much regulation on facilities, but stress importance on research methodology and human right. At present as the institutions for clinical trials are primarily training hospitals with residency programs, such efforts as education will accelerate the implementability of GCP in Korea. Institutions must build the appropriate infrastructure and government must prepare to strongly enforce KGCP before it can successfully take place.

생태수질기준설정을 위한 대상물질의 생태위해성 평가 (Ecological Risk Assessment of Chemicals of Concern for Initiation of Ecorisk-based Water Quality Standards in Korea)

  • Current water quality standard (WQS) in Korea is based on the protection of human health, not considering the protection of aquatic organisms. Most of chemicals can be toxic to ecological biota as well as human. Health of aquatic biota is closely related to the human health via food chain, therefore ecological risk based-WQS needs to be developed to protect the aquatic ecosystem. In this study, we selected the 31 chemicals in the Project entitled 'Development of integrated methodology for evaluation of water environment'. The methodology for calculating water quality criteria was derived from the Australian and New Zealand processes for deriving guideline trigger value for aquatic ecosystem. The available ecotoxicity data were collected from US EPA's ECOTOXicology Database (ECOTOX), TOX-2000 Database, European Chemicals Bureau (ECB)'s International Uniform Chemical Information Database (IUCLID) and Environmental Protection Agency (US EPA)'s report 'Ambient Water Quality Criteria (AWQC)'. The aquatic toxicity data for the Korean species were selected for risk assessment to reflect the Korean water environment. The monitoring values were calculated from the water quality monitoring data four main Korean rivers. We suggested the order of priorities of chemicals based on ecological risk assessment. We expect that these results can be useful information for establishing the WQS for the protection of aquatic ecosystem.

Comparative study of the Korean Regulations, Standards and Guidelines for the Human Vibration with Other Countries

  • Objective: The aim of this study is to review the literatures on the regulation, standard and guideline for the human vibration in Korea and other countries. Background: This review can be used to prevent various diseases caused by the human vibration as a basis for the development of the policy. Results: In Korea, the general employers' duties related to human vibration are set forth the Health Measures(Article 24) in the Occupational Safety and Health Act. And then an employer shall take measures to protect the health of the workers concerned by improving other working conditions relating to working hours for the vibration prevention measures referred to in Article 24 of the Act. The European Union adopted a Directive in 2002 on minimum requirements for the health and safety of workers exposed to vibration. New Regulations on Vibration at Work will be introduced in Great Britain on 2005 to implement the Directive. In the U.S., both ANSI and ACGIH adopted the ISO standard for measurement and suggested exposure action and limit values. In Japan, the Ministry of Labor decided that the vibration syndrome among operators of rock drills and riveters etc. could be included in an occupational disease(1947). In addition, ISO standard was based on proposals and draft documents of many countries such as U.K, Japan and European, etc. Conclusion: In Korea, Occupational Safety and Health Act prevent vibration to health, but do not include exposure limits. It is therefore important to consider the new duties regarding to vibration risks added to the general duties.

위해성평가 목적의 하천수 모니터링 빈도 연구: 국내상황을 고려한 적정빈도 제안 (Proposed Water Quality Monitoring Frequency for Risk Assessment in Korean Rivers and Streams)

  • To protect human health and manage increasing hazardous chemicals in stream area, it is necessary to expand water quality hazardous items based on risk assessment with proper monitoring data. Also, it is essential to set up the suitable monitoring frequency to produce reliable exposure data to derive water quality guidelines. However, there has been no harmonized monitoring frequency for risk assessment in both domestic and international monitoring systems. In addition, the monitoring frequency for risk assessment has been selected as 'Research needs' in the International Conference on Deriving Environmental Quality Standards for the Protection of Aquatic Ecosystems (EQSPAE) of 2011. In this study, Cases of UNEP/WHO, EU, European countries, USEPA, ANZECC/ARMCANZ, CCME, Japan, and Korea were analyzed to propose the monitoring frequency for risk assessment. Monitoring frequencies depending on environmental conditions, monitoring object, measurement parameters, and monitoring duration were extensively collected. We observed that a monthly monitoring has been applied at most of organizations including EU, USEPA, and UNEP/WHO. In this study, monitoring frequency of minimum 6 times during 3 years were proposed to conduct the risk assessment based on the current domestic status. However, it is necessary to make agreements among interested parties, and perform additional studies about optimal monitoring frequency to protect the aquatic ecosystem and human health in Korean rivers and streams.
