This study explicitly identifies the main values that rural welfare recipients reveal when they talk about their experiences with welfare and welfare reform. An inductive analysis of values is conducted using interview data from 49 current and former recipients of Temporary Assistance for Needy Families (TANF) residing in the states of Massachusetts, Maryland, Minnesota, and New York. Seven main values that emerge from the data are self-esteem, autonomy, uniqueness, advancement, security, independence, and fairness. Capital punishment is a system which is not finished simply as one of interim penalty but does away with one person's existence eternally. It is not only opposite to the existential humanism but also contrary to social welfare's goal like social integration. Therefore, this study tries to find out the issues related to capital punishment and further tries to draw out the rightness of capital punishment abolition by critically reviewing the capital punishment system on the basis of the value and philosophy of correctional welfare. In brief, capital punishment is possible only when we negate the inviolable fundamental right which is called life right, and deny the human life existence which surpasses space and time. As long as we can not deny the macroscopic viewpoint to search out the basis of human behavior in the social system which is called culture and society, capital punishment system is contrary to the philosophy of welfare that total society is responsible for guiding members of society to pursue self realization on the basis of value like social solidarity and human dignity. Also, it is against the objective of correctional welfare to head toward special prevention by positive correction and rehabilitation. Capital punishment system ought to be abolished properly.
This study examines the organizational performance of human service organizations from the quality output perspective. Using the 2001 evaluation data about 89 community welfare centers in Seoul, this study attempts to identify the levels of the performance of human service organizations in Korea. This study also attempts to identify the factors that predict performance of human service organizations measured in terms of client satisfaction and experts' evaluation about the functioning of each center. Results are as follows: (1) when pooling 866 clients' satisfaction level into satisfaction score about each center, the average of client satisfaction about the centers is 3.42 at 4 points scale. (2) 41.6% of the community welfare centers is evaluated as "highly qualified" in its overall operation and functioning by the professional evaluation team, (3) the employee reward system(+), practice based on the program guideline manual(+), the portion of the government support grant in its budget(-), the overall employee salary level(-), the level of acquirement of program grants from external sources (-) are the predictors in explaining clients' satisfaction level, and (4) the level of professional expertise of the executive director(+), the level of professional supervision of middle managers(+), the employee reward system(+), the program need assessment(+), the level of client information system(+), the portion of government support grant(-), the overall employee salary level(-) are the predictors for "being highly qualified" in its overall operation and function of each center. Through the empirical analysis, this study provides valuable knowledge about organizational performance of community welfare centers from the quality output perspective. Finally, this study discusses implications for more effective and efficient organizational performance of community welfare centers in Korea.

This study is a study on the recognition and policy direction of welfare service for the disabled. For this, it aims to draw implications about the policy direction of welfare service for the disabled using basic investigation of welfare for the disabled among $2^{nd}$, $3^{rd}$ community social welfare plans of Jeollanam-do. As study results, it was analysed that the demand of welfare service for the disabled is increasing from providing the past livelihood such as establishing the foundation for basic livelihood to customized welfare service such as supplying jobs for enhancing the quality of life of the disabled. That is judged to be caused by needs for human's basic rights according to economic development and improvement in income level, and it will be appropriate to set up the software-focused policy for the disabled individuals rather than to set up the hardware-focused policy like the past. Despite the implications like these, however, this study has limitation that its subject is restricted to D-gun, so henceforth it needs to draw more general conclusions through comprehensive research about more extensive regions.
This study examines changes in economy status of retailers with self-employed and introduce a re-education program for enhancing their market competition supported by KeiMyung University and the city of Daeku. There are more than 80 participants for this program, mostly employed in small business in such as supermarket, apparel industry, conventional type of market and so on. The questionnaires were administered to all participants and analyzed the level of satisfaction for categories included in survey to evaluate the program. The results of study leads us to suggest the ways how those small business families can survive in furture and give the motives to develop new marketing strategies.
The goals and strategies of welfare-to-work (WTW) policies have been sources of contentious political debate. In the United States, despite 20 years of welfare reform, there remain important differences of opinion regarding how best to design and deliver WTW programs. The proliferation of state and local WTW experiments has led to the identification of two ideal-types of WTW programs: the Labor Force Attachment and Human Capital Development models. Most of the recent policy debate about WTW in America has focused on the relative merits and performance of LFA and HCD. While the Primary goal of the LFA model is for welfare recipients to achieve a rapid transition into work, the HCD model seeks to improve the long-term employability of welfare dependents through education and skill development. LFA policies tend to be strongly outcome-oriented and generally can yield quick results. Their "any job is a good job" philosophy has proved attractive to policy-makers who are anxious to see concrete results in a short-term period. In contrast, the HCD policies do not simply dump welfare dependents at the bottom of the labor market, but aim to secure relatively stable and well-paid jobs. However, these strengths are offset by several practical weaknesses including high unit costs and long-term investment in human capital. In recent years, LFA policies have been increasingly favored by both policy officials and politicians in the United States. The introduction of Temporaray Assistance to Needy Families of 1996 has been accelerating the trend. What is going to happen to welfare recipients? This simple shift to the LFA model, however, will only see an alarming increase of working poor in a near future.
The scale and the extent of a aging of population of a rural are more serious than those of a urban in China. However, the welfare policy and the service for the aged in the rural are inferior. China established the different systems of social welfare policy for the city and the rural and has administered it since the china was established. This paper addresses to the emerging issues for regional/global welfare issues, with special focus on the potentials and influences of the transnational advocacy activism for human and welfare rights. Part One of the paper outlines the emergence of transnational (cyber-)activism for global welfare. It is followed by a discussion of the incompatibility between economic globalization and regional/local deprivation, as well as the potentials for welfare promotion and empowerment. Part Four critically examines the contours and complexity of informational society. The last two parts delineate, respectively, the barriers against and prospects of global welfare activism.

First, it is natural rights which is bestowed on the citizens or people in modern civil societies. it is samely characterised as liberties and political rights. second, it has the same values like other rights such as lberties and political rights. Or it is more important, because it is necessary for other rights. Third, it is not the objective being which is constant, but it is changed, formed and constructed as total rights with human rights and citizenship rights. Fourth, it is truely rights, but is simultaniously accompanied by obligations. But the obligations is unconditional like as other rights. Endly, levels of welfare on the welfare rights must be modicum rather than minimum. The meaning of modicum level is uncertain, but it aims to the entire participation of peoples as citizen and social integration. And it has to aim to the prevention of heridity and continuity of inequality.
