Objectives: This job analysis of a staff in charge of quit-smoking policy at public health centers aims at providing fundamental information to establish strategies supporting various quit-smoking. Methods: The job analysis of a staff in charge of quit-smoking policy at public health centers was carried out through DACUM(Development of Curriculum) method from April through May 2006. Three experts had developed job description with staffs in charge of quit-smoking policy at public health centers through two workshops. The survey was practiced for staff in charge of quit-smoking policy at the other public health centers. The characteristics of the staffs such as age, years for working at public health center, years for charging with quit-smoking work, the proportion of responsibility for quit-smoking work, were surveyed. Results: The research has reached the conclusions below. 1. The job description have been developed considering input-process-outcome axis and plan-do-evaluation axis for quit-smoking policy at public health centers. The final job description is composed of 3 missions, 7 accountabilities, 20 sub-work items. 2. The quit-smoking activity mostly focused at direct education and counselling. But planing and evaluation activity for quit-smoking have been under-achieved. 3. The staffs for quit-smoking policy were feel it is easy to educate and counsel to comer to public health centers for quit-smoking. But having the high proportion of responsibility for quit-smoking policy have usually difficult to do that. So they want to education about counselling for smoker. 4. The staffs who worked over the 2 years for quit-smoking policy the public health center have responded that investigate the smoking rate of the jurisdiction community and the problem of the culture about smoking and smoking policy is important. Conclusions: The study helps reinforcing the initiatives of central government for quit-smoking policy at public health centers. Especially staffs want education in technology area for counselling smoker. And they want nationwide supporting for investigating smoking rate and related factors at the local level.
This study analyzes the current status and performance of regional industrial policy in the face of the weakening industrial competitiveness under the global trend of the 4th industrial revolution and suggests the policy direction that regional industrial policy as a new national growth strategy. This study focuses on the suggestion of new regional industrial policy framework under new policy environment based on literature review. We propose a new industrial policy framework that simultaneously pursues equality between regions and efficiency within the region at the same time. As a core policy recommendation, we suggest first, establishing the region-centered industrial policy governance, second, strengthening planning function of local government through human resource development and institutionalized national government consulting, and the third, constructing lifestyle industry-ecosystem based on cultural asset and identity of region, fourth, utilizing Smart City, as a platform for participatory innovation, entrepreneurial and capital attraction, and cultivating new industry based on public procurement and data. Main suggestions of this study would be a new guideline coping with the declining industrial competitiveness and the Fouth Industrial Revolution. Details would be necessary.
In its Declaration of Principles, the United Nations Conference on Environment and Development recommends that, "to achieve sustainable development and a higher quality of life for all people, states should reduce and eliminate unsustainable patterns of production and consumption...." This notion of sustainability lies at the core of many "commons" problems, where the central issue is to enable "individuals to sustain long-term, productive use of natural resource systems". In other worlds, a common definition of "sustainability" captures the idea of aligning human consumption with the capacity of ecological systems to supply, over a long period of time, such natural resources as air, soil, or water on which production depends. The concept of sustainability raises all sorts of political, social, and economic questions about the distribution of environmental protection. For sustainable community development to be addressed, these questions must be raised. In order to convince different citizenry of the necessity of sustainability, these questions must also be answered. This is where questions of equity, justice, and fairness arise. Sustainability and equity require that we deal with nature as an undivided whole, with no part being unsustainable. Sustainability and social policy also requires that we deal with the human population as an undivided whole. We simply cannot move people around the planet to either perpetuate past practices of earth exploitation or to implement sustainable planning. Everyone must work with the people inhabiting sensitive ecological areas, especially areas of regeneration. In the sustainable global community, we are as strong as our weakest link, or our most toxic community. This is the undeniable driving force for the infusion of equity into the sustainable development debate.
Korean societies have been experiencing the wholesale structural changes in the rapid currents of recent openness, globalization and democratization, which effect much more heavily in rural areas than in urban areas, so rural recomposition works being an important national concern. In order to systematically reconstruct the rural structure, the decision makers, with a four step hierarchy of rural resident-residents group-community-region, should be endowed with the objective judgement on basic elements of resource potentialities under their control. In this process. rational resource evaluation works would be firstly necessiated from expert groups. Based on the view mentioned above, this study principally aimed at developing a rational evaluation framework for rural resources. For that objective, the first step of the study pigeonholed the total resources items identifiable in rural areas from the existing study results, spatial planning and field surveying data. After then, using the formalized classification criteria of resources items, a tentative goal system for rural resources evaluation was proposed and the final one determined through expert-group checking. The results obtained during the study are summarized as follows ; 1. Using the existing examples of resources identification/classification and the basic data list for county-level development planning as the principal reference ones, total rural resources elements were classified into 3 constituent units : land, natural environment and human resources, which correspond to places to work, to play and to live, respectively, as 3 constituent ones of life-supporting space. 2. Three characteristic areal types were adopted to represent the total rural areas : lowland, upland and seashore areas, and also 3 practical use types to represent the objectives of resources evaluation systems : for land use planning, natural conservation policy and village improvement planning. Thus 9 different types of goal system for resources evaluation were developed(each system by 3 areal typesX3 practical use types) 3. Each goal system has 3-tier classification steps from the higher, middle and lower one. The higher and middle steps should contain equally applicable components to all the rural areas, of which allowable number being around 3 and 4 respectively. However the lower step would contain detailed sub-components changeable to areal characteristics of which allowable number being around 7.
This paper explores alternative organizational models for ICT units of local governments, while analyzing the task contents, organizational structures and work relations of ICT departments in 17 Korean metropolitan provinces. We employed both quantitative and qualitative methods including in-depth interview, open-ended survey, and hard data analyses to collect a wide variety of information on organizational performance, human resource development, and task characteristics of ICT units. As strategies to enhance task contents, organizational structures and work relations of ICT departments, we suggest four ideal ICT organizational models for local governments: Relation Model, Resource Model, Curation Model and Creation Model.

Recently, concern about family safety is rising again as an important issue with the context of family healthiness and well-being in Korean society despite of the dramatic economic growth. The purpose of this study is to examine the status of family safety of singles and single-parent households and to investigate the effect of social capital on the level of their family safety. Data are from the 10th wave of Korea Welfare Panel Study analysing one-person households(N=2,017) and single-parent households(N=172). One-person households were categorized as three groups by age(the youths/middle-aged/the elderly) and single-parent households were also three by family types(mother-child/fahter-child/grandparent-child). The major results were as follows: First, the mean of family safety index was highest among middle-aged, while single youths had the fewest problems in terms of family safety. Second, social capital was found to vary by family structure. In the one-person households, all the levels of the social capital variables, including trust, bond, acceptance, and participation, differed significantly; only two variables, bond and embracement, differed in the single-parent households. Third, social capital differed between the low-income households and others significantly. Forth, the positive effects of social capital on overcoming family safety problems were investigated. In conclusion, social capital represents an alternative resource for overcoming economic hardship for low-income one-person/single-parent households, especially for middle-aged singles and father-child single-parent households. Based on these empirical results, theoretical implications were discussed with regard to family policy and programs.
The purpose of this study is to examine the effects of the Mobile Smart-Work IT resources on the work efficiency based on moderating effects of the perceived usefulness in the Resource Based View. The study has academic meanings and practical implications that studied widely based on moderating effects of the perceived usefulness through the Hierarchical regression furthermore on the existing study on hypothesis by standard multiple regression. The results showed that IT Infrastructure in the Mobile Smart-work IT resources by moderating effects of the perceived usefulness was found to bring positive effect on individual work efficiency and teamwork efficiency. On the other hand Business Application was found to bring positive effect on teamwork efficiency. Therefore, we expect that business firm and employees actively use the effects of the perceived usefulness with the trust that Mobile Smart-work IT resources bring positive effects on the work efficiency. It can improve this work efficiency and lead to strengthening the firm competitiveness.
Child policy has focused on needy children with special emphasis on residual services but youth policy has implemented to promote capabilities of general adolescents by various activities. The fragmented implementation of child-youth policy by several ministries resulted in possible redundancy of target groups and insufficient service delivery system. Thus, the Ministry of Health, Welfare, and Family Affairs has pushed forward to integrate service delivery systems in child-youth policy after the former Ministry of Health and Welfare and the Government Youth Commission were integrated as part of a government reorganization plan. The purpose of this study is to review limitations of Lee Myung-bak government's plan to integrate child-youth policy and to make important suggestions for effective integration. Lee Myung-bak government's plan seeks to help children and adolescents prepare for the future and move forward with dreams and hope. However, this plan has fatal problems of overemphasizing the efficiency of finance without expansion of budget for children and adolescents. To achieve well-being tailored to one's life cycle, the full-scale expansion of budget is indispensible through the induction of the special fund or the special tax for children and adolescents. Fortunately, Lee Myung-bak government recognized child-youth policy as the social investment that would heighten national competitiveness in the long term, but there was insufficient child-youth policy infrastructure for new implementation. Therefore, Lee Myung-bak government needs a new design for integrated and universal child-youth policy that should take into account national human resource development plan and its economic development policy. The public responsibility for children and adolescents should be strengthened and, in addition, the network function in service delivery system should be complemented.
Background: The purpose of this study was to analyze the increase in Grade of Nursing Management Fee of medical institutions and establish a reasonable government policy by examining which factors affect the increase of nurse staffing. Methods: Analyzing data collected from the Health Insurance Review & Assessment Service resource management department with targets of 1,104 medical institutions. The study period was 5 years from June 30, 2008 to June 30, 2013. SAS ver. 9.2 (SAS Institute Inc., Cary, NC, USA) was used for statistical analysis. The data was analyzed by a chi-square test and also conducted muiltivariate logistic regression analyses for variables of basic characteristics, human resource characteristics, and material resources. Results: Adjusted odds ratio (AOR) of the rise in Grade of Nursing Management Fee among other hospitals compared to hospitals owned by government or universities was 0.264. The AOR in hospitals established after November 2006 compared to those before June 1995 was 2.383. The AOR in Gangwon, Chungcheng South, and Jeolla South Provinces compared to Seoul was 0.084, 0.036, and 0.194, respectively. The AOR in hospitals with more than 6.75 specialists per 100 beds compared to those with less than 6.75 specialists per 100 beds was 7.514. The AOR in hospitals with more than 17.48 nurse per 100 beds compared to those with less than 17.48 nurse per 100 beds was 3.300. The AOR in hospitals with 50% to 75% bed utilization, 75% to 90% bed utilization and more than 90% bed utilization compared to those with less than 50% bed utilization was 5.428, 9.884, and 10.699, respectively. The AOR in hospitals with one magnetic resonance imaging (MRI) and more than two MRI compared to those with no MRI was 2.018 and 2.942, respectively. Conclusion: This result has showed policies to induce the rise in Grade of Nursing Management Fee among old hospitals and the incentive system for local medical institutions are needed. Also we need to develop a governmental policy for medium-small hospitals with low operation rate of beds and insufficient medical personnel and number of equipment in hospitals.

The 4th industrial revolution came deep into family life and changed the way of housework and care. The change in the family caused by the technological change of the 4th industrial revolution is remarkable in terms of socialization of housework. In this study, the socialization of housework, which is accelerating in the era of the 4th industrial revolution, was examined focusing on the change in the aspect of "household service" through the "platform". Since 2015, when technological changes in the 4th industrial revolution began to decline, related newspaper articles were extracted for daily and economic newspapers nationwide and analyzed big data. The results of big data analysis show that the platform economy using the 4th industrial revolution technology is rapidly spreading the socialization of housework not only at the business level but also at the public policy level. It has been confirmed that support for household services through the platform is growing into a new business area of companies, and at the public policy level, it is being treated as an important policy task in supporting work-family balance or responding to infectious diseases. This study is meaningful in that it provided an opportunity to reflect on the roles and tasks of the family, market, and state for housework and care in the future through changes in housework and care caused by the 4th industrial revolution technology.
