Roles of Regional Universities and Colleges on Establishing Education System for Specialized Human Resources in Port Logistics Area -Forced on Busan Region (수요지향적 항만물류전문인력 공급체계 구축을 위한 지역대학의 역할 -부산지역 대학교육기관을 중심으로-)

  • The paper draws the scales of supply and shortages of port logistics area's human resources based upon the future prospect of its supply and demand. Due to the problems that we face today with human resources training and inequality between the levels of demand and supply, introduction of a new training system by local universities and their overall improvement are brought up as the needs of the times. In order for these to happen, the local universities need to assure originality by specializing Port Logistics area. They need to develop demand-oriented port logistics education programs through establishment of cooperation among the universities, as well as expand qualitative and quantitative improvement their educational programs. In addition the local universities have to act as the central of nurturing local talents by developing an educational-governmental cooperation, leading port & logistics' educational policy as think-tank and producting ready-to-work talent.

Standard Trends of Human Exposure to Electromagnetic Waves (전자파 인체 노출 표준 동향)

  • New products and services, such as 5G and wireless power transmission equipment, have recently brought about changes in the field of electromagnetic technology. There is a need for the evaluation and measurement of the health effects of such technology. To address this need, the development of international standards related to human exposure to electromagnetic waves of these new technologies are currently being discussed. This article briefly introduces the International Standard Organization standards for human exposure to electromagnetic waves, and focuses on the major standard trends for SAR measurement techniques that employ vector probes, wireless power transfer, and 5G base station measurement.

Current Status and Problems of Bookmobile Services in Korea - Focusing on Human Resources, Vehicles, and Collections - (국내 이동도서관 서비스의 실태와 과제 - 인력, 차량, 장서 등을 중심으로 -)

  • This study aims to investigate current status and problems of bookmobile services in Korea, especially focusing on human resources, vehicles, and collections. To do this, a questionnaire that contained questions on basic information, human resources, vehicles, collections and information and communication technologies was developed on the basis of 8 standards and guidelines related to bookmobile services and 77 bookmobiles belonging to public libraries and Saemaul bookmobiles were surveyed. As a result, many parts of human resources, vehicles, and collections of bookmobiles in Korea were inadequate to standards and guidelines related to bookmobile services. At the end of this study, some suggestions are made for improving bookmobile services in Korea. First, the human resources, vehicles, and collections of bookmobiles need to be innovated. Second, national policies for bookmobile services need to be reinforced. Third, perspectives on bookmobile need to be modified from economic approach to information welfare approach.

An Analysis of Human Gesture Recognition Technologies for Electronic Device Control (전자 기기 조종을 위한 인간 동작 인식 기술 분석)

  • In this paper, we categorize existing human gesture recognition technologies to camera-based, additional hardware-based and frequency-based technologies. Then we describe several representative techniques for each of them, emphasizing their strengths and weaknesses. We define important performance issues for human gesture recognition technologies and analyze recent technologies according to the performance issues. Our analyses show that camera-based technologies are easy to use and have high accuracy, but they have limitations on recognition ranges and need additional costs for their devices. Additional hardware-based technologies are not limited by recognition ranges and not affected by light or noise, but they have the disadvantage that human must wear or carry additional devices and need additional costs for their devices. Finally, frequency-based technologies are not limited by recognition ranges, and they do not need additional devices. However, they have not commercialized yet, and their accuracies can be deteriorated by other frequencies and signals.

  • For effective human-robot interaction, robots need to understand the current situation context well, but also the robots need to transfer its understanding to the human participant in efficient way. The most convenient way to deliver robot's understanding to the human participant is that the robot expresses its understanding using voice and natural language. Recently, the artificial intelligence for video understanding and natural language process has been developed very rapidly especially based on deep learning. Thus, this paper proposes robot vision to audio description method using deep learning. The applied deep learning model is a pipeline of two deep learning models for generating natural language sentence from robot vision and generating voice from the generated natural language sentence. Also, we conduct the real robot experiment to show the effectiveness of our method in human-robot interaction.

  • Since the Fukushima Daiichi accident, there has been an emphasis on the risk resulting from multi-unit accidents. Human reliability analysis (HRA) is one of the important issues in multi-unit probabilistic safety assessment (MUPSA). Hence, there is a need to properly identify all the human and organizational factors relevant to a multi-unit incident scenario in a nuclear power plant (NPP). This study identifies and categorizes the human and organizational factors relevant to a multi-unit incident scenario of NPPs based on a review of relevant literature. These factors are then analyzed to ascertain all possible unit-to-unit interactions that need to be considered in the multi-unit HRA and the pattern of interactions. The human and organizational factors are classified into five categories: organization, work device, task, performance shaping factors, and environmental factors. The identification and classification of these factors will significantly contribute to the development of adequate strategies and guidelines for managing multi-unit accidents. This study is a necessary initial step in developing an effective HRA method for multiple NPP units in a site.

Ideology of Social Health Insurance and Health Policy (건강보험의 이념과 의료정책)

  • Health care has two different facets. One is commodity and another is a right of human being. Health care as a commodity is utilized by demand approach in market. Demand is determined by economic factors such as price and income. From the last third of the 19th century until the early 1920s, priority of sickness insurance was replacing the income that workers lost as a result of illness and injury. By the 1920s, the capacity of applied biological and medical science was remarkably developed. Development of medical science stimulated the cost of medical care, and the burden of increased medical care cost required new role of medical care security system. In 1942, Beveridge report was published in United Kingdom, and health care was considered as a right of human being. In 1948, United Nations declared heath care as a right in the Universal Declaration of Human Right. In most countries introduced new medical care security policy based on health care as a right. The viewing health care as a commodity must be shifted toward need based care as a right. Need were understood to rest on demographic, epidemiological, scientific, and medical knowledge factors. Bring needed care to the population could best be achieved institutionally by a hierarchy of provider organizations, guided by planning bodies, which would provide comprehensive benefits. In Korea, health care in social health insurance (SHI) is considered as a commodity not a right. However, health policies under SHI must be need approach based on health care as a right. Mismatch between health policies and ideology of SHI made big troubles. It is important to realize ideology of SHI for good health policies.

A Design of Human Cloud Platform Framework for Human Resources Distribution of e-Learning Instructional Designer (이러닝 교수 설계자 인적 자원 유통을 위한 휴먼 클라우드 플랫폼 프레임워크 설계)

  • Purpose - In the 21st century, as information technology advances alongside the emergence of the 4th generation, industrial age, industrial environment has become individualized and customized. It is important to hire good quality employees for good service in the industry. The e-learning market is growing every year. Although e-learning companies are finding better quality employees in e-learning, it is not easy to find it. Companies also spend a lot of time and cost to find employee. On the employees side, they want to get a job freely when they want, but they cannot find their job easily. Furthermore, the labor market environment is changing fast. In the 4th generation, industrial age, employers require to find manpower whenever they need and want at little cost. So of their own accord, we have considered the necessity of management of human resources for employees and employers in e-learning. The purpose of this study is to propose a human cloud platform framework for enabling an efficient management of human resources in e-learning industry. Research design, data, and methodology - To pinpoint the items of a human cloud platform framework, the study was initiated according to the following process. First, items of competency relating to e-learning instructional designer was analyzed. Second, based on the items of information from this analysis, selection and validity verification took place with 5 e-learning specialists group. Third, the opinion of experts who were in charge of hiring in e-learning companies were collated with the questionnaire. Lastly, the human cloud platform framework was proposed based on opinion results. Results - The framework was comprised of 7 domains and 27 items in order to develop the human cloud platform for e-learning instructional designer. The analysis results showed that the most highly considered item were 'skill (4.60)' that employee already have the capability. Following this (in order) were 'project type (4.56)', 'work competency (4.56)', and 'strength area of instructional design (4.52)'. Conclusions - The 27 items in the human cloud platform framework were suggested in this study. Following this, we can consider to develop the human cloud platform for finding a job and hiring e-learning instructional designer easily. For successful platform operation, we need to consider reliability between employer and employee. In addition, we need quality assurance system based on operation has public confidence.

The Perception of Stepfamily Adolescents about Their Stepfamily relationship and the Need for Education Program (재혼가정 청소년의 적응교육 프로그램 개발을 위한 기초 연구: 가족관계 인식과 교육요구도를 중심으로)

  • The purpose of this study is to identify stepfamily adolescents' emotions related with parental remarriage and the need for education program for them. Forty three stepfamily adolescents in middle and high schools in Seoul were surveyed. As a main result, the most of stepfamily adolescents felt a difficulty in adjustment to stepparent even through more than half of the adolescents perceived the advantage of parental remarriage. The greatest number of stepfamily adolescents wanted an understanding of themselves from parents and agreed the necessity of the educational program for them. 'The understanding of stepfamily', 'The resolution of conflict with stepparent' and 'Stress management' were the popular topics which were demanded as program contents by stepfamily adolescents. Several discussions and conclusions on the main result were suggested.

A Study on a Leadership Skill for Cultivating Global Engineering Leaders (글로벌 공학리더를 양성하기 위한 리더십 역량 연구)

  • This study proposes content and instruction of leadership education based on the results of evaluation and analysis of leadership skill of present levels of students who registered for 'leadership development and training' course which is liberal arts elective course of the 'Accreditation Board of Engineering Education in Korea' and provides best practices to develop leadership skill and to attain academic achievement 2, 4, 6, 7 of 12 academic achievement required by KEC2005. To accomplish a purpose of the study, I divide leadership skill into technical skill, human skill and conceptual skill that suggested by Katz and then measure students' leadership skill. The contents of leadership education to develop and enforce three leadership skills are as follows. First, for developing technical skill, there is a need for systematic education of basic working experience relevant to a major field of study. Second, for developing human skill, there is a need for education of leadership, motivation, conflict management, communication, group dynamics and presentation etc. Third, for developing conceptual skill, there is a need for education of founding vision, business strategy and creative idea etc.
