A Study for Vitalizing Street-Housing Redevelopment Projects: Analyzing the Survey of Residents' Needs (주민의견조사를 통한 가로주택정비사업 활성화 방안 연구)

  • This study aims to introduce "Street-Housing" Redevelopment Projects adopted by the revision of regulations in 2012 and promote them by surveying residents' needs. The objectives of the street-housing redevelopment projects are to maintain existing street systems and redevelop housing by small units, as an alternative to the large-scale housing redevelopment by the expropriation. Residents, however, do not seem to support the new projects since they are satisfied with their current housing, have difficulty in raising funds, and are uncertain about proceeding with the pre-arranged. Despite these barriers, residents may support the projects if project charges can be lowered by the reduction in each resident's share and the increase in supporting funds. This study proposes new practical methods for realizing the projects: choice of an appropriate site, engaging for resident's participation in projects, reduction in project charges, and removal of barriers to co-operative development. etc.

  • In this study, the desirable direction of residential environment improvement was presented by comparing the areas in Korea and Japan that are difficult to develop due to regulations and low profitability. The study results showed that a new plan should be presented by autonomous governments to promote the participation of residents and make the most of the local characteristics, in addition to the existing comprehensive nationwide redevelopment. The project must be gradually progressed without haste, from the residents' point of view. The basic project outline and the method must be determined by considering the local characteristics in terms of city planning. In conclusion, it is necessary that the designation of the housing redevelopment district should be cancelled if the project cannot be progressed due to the constraints such as city planning and residents' opposition, and a legal basis should be stipulated so that different project methods, including maeul-mandeulgi, can be introduced.

Risk Factor Analysis in the Implementation Phase of the Housing Redevelopment Project (주택재개발사업 시행단계의 위험요인 분석)

  • As many stakeholders are taking part in the Housing Redevelopment Project, their opinion mediation is considering very important issues. Thus disputes on projects are inevitable due to complexity of interest. To effectively progress the project, this paper analyze the risk factors by phase in implementation phase that the association participates in person. We identify 50 of risk factors in implementation phase by reviewing and analyzing related studies and actual cases of disputes, then we present 26 of risk factors through experts interview. Also, we calculate weights of risk factors by using AHP for quantitatively analyzing them and present final weights and priorities of risk factors by summing weights of risk factors by phase. In results, it is found that 'the inappropriateness of the Management Disposal Plan' in management disposal plan phase and 'the inappropriateness of the Project Implementation Plan' are the most significant risk factors. To maximize the utilization of risk factors analyzed, we present the checklists that can be aware of these risks in advance and prevent these risks. Based on these findings, if risk factors in implementation phase are managed actively, the housing redevelopment project will be performed more effectively.

  • A judgment on the redevelopment projects' predicted profitability is an essential decision-making element for the success of the redevelopment projects. It is necessary to review the literature on profitability of redevelopment project and draw risk factors that could affect profitability through the risk analysis based on surveys. It is also necessary to judge profitability prediction toward the business value of the redevelopment project in the planning phase according to the risk analysis results which can affect the profitability prediction. In order to prevent the growing difficulties in executing the projects, a profitability prediction model is proposed using the method of management and disposal based on a proportional calculation that can estimate the share of expenses in order to judge profitability in the planning phase. With the improvement of profitability prediction models, it is possible to appropriately judge profitability in the planning phase in order to allow the prevention of suspension, reduction of project term, reduction of cost, and making of rational decisions.

  • Housing Re-Development business is to improve the environment of old residential area and secure insufficient infrastructure facilities for the public, and to provide housing of fine quality for the individuals and it is taken as an opportunity for the individuals to be able to increase their property. However, it is true that the benefits from the redevelopment has not offered to the original dwellers who has lived there for a long time. This research studies the related systems of the Rental House Redevelopment Supply Service and is to present the schema to raise resettlement rate through the investment on the rate of tenants who chose the rental house and their specific characters. This study is to present the reform measures about the following 3 problems, on the basis of prior theoretical studies which deals with the common factors having low rate to move in the rental house of the tenants. (1) Physical side, the problem of supply structure, which is not appropriate Housing Supply Structure, (2) Psychological side, the problem of socially excluded rental house residents (3) Economical side, low re-settlement rate of tenants caused from the unreasonableness of the estimated rental value. This study presents that the compulsory rental housing supply rate should be changed to the gross area not from the number of households, and the supply of rental houses should correspond to the household size of tenants through prior demand survey. Secondly, it proposes the housing complex layout for intermixing to solve the social problems to allow a housing for sale and rental houses mixing in a building. And it proposes that the rental value should be calculated considering the neighboring value and in the long run, it should be calculated considering the tenants' income instead construction cost estimate. Also, it should be arranged to provide an opportunity to create income through resident welfare center improvement and provide self-sufficiency functions leading residents to participate in the residential area's repairing and maintenances.

  • The purpose of this study is to analyze the housing price variation within the redevelopment project district, affected by the characteristics of project and implementation stage. This study implemented the hedonic price model employing the actual transaction price with 24 dependent variables from 2006 to 2016 inside 19 redevelopment districts in Seoul. Research finding indicates that the larger ratio of the number of tenants and general distribution, the smaller ratio of rented households and the more positive effect of housing price. It is noteworthy that this study demonstrated the actual transaction price of houses located within the project districts by implementation stage. This study is expected to help the policy makers, the developers and the investors make more reliable decisions on the feasibility study related to the redevelopment project.

  • The rebuilt and redevelopment projects conducted these days surely have invited overpopulation. Its one of the culprits is the municipal ordinances which allow the floor to site area ratio to increase from 200% to 400% in a decade and the adjacent distance ratio from 1.25 to 0.8 times of height of building. Possible solutions for the overpopulation problem are as below. - The floor to site area ratio should be regulated adaptively according to various regional localities. - Draw back the capital gains coming from a rebuilding project For evaluation process; - Select a suitable plan from plurality of proposals - Gradually encourage projects towards remodeling system in the near future

  • The participants in an urban and housing redevelopment project were categorized as construction companies, government employees, and housing cooperatives. This study analyzed how a public management system affects the continuous participation intention using comprehensive project satisfaction. The specific factors for the evaluation items of a public management system were composed using advanced research. A hypothesis and research model was set up and verified using the PLS-SEM model to analyse how the continuous participation intention is affected by the public management system via comprehensive projects satisfaction. Setting the project plan and selecting the project tool, as well as post management and sustainability affect the comprehensive projects satisfaction meaningfully in the case of construction companies. The participation of the user, and post management and sustainability affect the comprehensive project satisfaction meaningfully in the case of government employees. The operating organization and using and participation of the user affect the comprehensive project satisfaction meaningfully in the case of a housing cooperative. The comprehensive project satisfaction affects the continuity of the participation meaningfully in the case of all of project participants.

  • Jean Renaudie was an French architect who designed many urban social housing in France, especially in the city of Ivry-sur-Seine, near Paris, with Renee Gailhoustet, co-responsible as the architect of this city, communist city from long time. He was formed as an architect by the influence of Auguste Perret and Marcel Lods, two french architects, great specialist of the structure of concrete. He formed the Atelier Montrouge with Pierre Riboulet, Gerard Thurnauer, Jean-Louis Verret, and proposed many innovative projects, based on geometrically pure forms and masses. After he joined Renee Gailhoustet, the architect of the City of Ivry-sur-Seine, as a co-responsible for the redevelopment of this ideologically communist city. His urban housing concept approached to take the function as a space to welcome the urban life of the resident, not to offer the physical provision of housing repeating the simple housing unity. He accentuated the social role of Housing project not only as the level of a personal home but also as that of an urbanism. He offered divers choice opportunity to the citizen by the urban functional complex through his efforts to make characteristic complex of urban housing, and by the consequence, the innovative result was done which ameliorated the quality of life for resident. This is an exceptional example, not only in France but even in whole over the world. But the maintenance of building against the oldness and the closing shop of inside commercial zone of Jeanne Hachette became a problem, not only that of physical amelioration but also that of spiritual conservation of the works of Jean Renaudie.

Analysis by Defensive Process Prerequisite and Offensive Cause of Action on the Merits of Lawsuit Cases in Urban and Housing Redevelopment - Based on Affirm-Rate and Staircase Matrix Tables - (도시정비사건 소송의 본안전항변사유와 본안쟁점사항에 관한 분석 - 인용률 및 행렬표식 분석기법을 활용한 -)

  • This study explored to analyze the winning determinants of the lawsuit cases on the urban and housing redevelopment project based on jurimetric methods. Based on affirm-rate and staircase matrix tables, 441 lawsuit judgments are analyzed. Research findings in affirm-rate analysis indicate that past legal relation, no own defect of accreditation, no ownership or association member status, lapse of period of litigation, and no legal interest are identified as higher rate in order for the reason for plea on the merit. And so are defect on calculation of consent rate, defect in relation with written consent, approval before zoning designation, defect in relation with general meeting, and defect on zoning designation for the issue on the merit. It is noteworthy from the staircase matrix table analysis that the criteria for affecting the lawsuit outcome is determined based on key forecasting variables such as past legal relation and no ownership or association member status. This study intends to provide the implication that the unnecessary disputes can be reduced in the urban and housing redevelopment project by the implementation of jurimetric quantitative analysis methodology from the perspective of empirical law.
