A Study on the Navigation Control System against DPRK Vessels Within the ROK Maritime Jurisdictional Area and it's Improvement (우리나라 관할해역내 북한선박 통항통제 제도와 개선방안)

  • The boundaries of ROK maritime jurisdictional area remains unclear as two Koreas failed to draw clear maritime boundaries at the armistice agreement and there are no clear maritime boundaries with China and Japan. After the Korean War, the United Nations Command established the northern limit line(NLL) as well as the area of operations(AO) to enforce the DPRK's compliance with the armistice agreement and has been controlling all of the maritime and air activities in the region. ROK also has been controlling the passage of DPRK vessels in the area. Within the AO, third nation vessels have freedom of navigation, Yet, due to the division followed by the Korean War, ROK classifies DPRK as a hostile state and unique controling system is applied to DPRK vessels. Since the establishment of the AO, many changes have been occurring such as adoption of the UN Convention on the Law of the Sea(UNCLOS) and two Koreas' joining the UN. Also, there are continuous inter-Korean conflicts. Therefore, the geographical span of the AO needs to be reconsidered. Furthermore, a legal measure which ensures ROKN vessel's functional capability of controling DPRK vessels must be introduced. This thesis examines post-Korean War DPRK vessel control system in the Korean peninsula as well as how it should be improved.

A Study on the Peaceful Uses of Outer Space and International Law (우주의 평화적 이용에 관한 국제법 연구)

  • The term "peaceful uses of outer space" in the 1967 Outer Space Treaty appears in official government statements and multilateral outer space related treaties. However, the examination of the state practice leads to the conclusion that this term is still without an authoritative definition. As far as the meaning of 'peaceful use' in international law is concerned the same phrases in the UN Charter, the 1963 Treaty of Banning Nuclear Weapons Tests in the Atmosphere in Outer Space and Under Water, the 1956 Statute of IAEA, the 1959 Antarctic Treaty, the 1982 UN Convention on the Law of the Sea, the 1968 Nuclear Non-Proliferation Treaty and the 1972 United Nations Conference of the Human Environment were analysed As far as the meaning of 'peaceful uses of outer space' is concerned the same phrases the 1967 Outer Space Treaty, the 1979 Moon Treaty and the 1977 Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques(ENMOD) were studied. According to Article IV of the 1967 Outer Space treaty, states shall not place in orbit around the earth any objects carrying nuclear weapons or any other kind of weapons of mass destruction, install such weapons on celestial bodies, or station such weapons in outer space in any other manner. The 1979 Agreement Governing the Activities of States on the Moon and Other Celestial Bodies repeats in Article III much of the Outer Space Treaty. This article prohibits the threat or use of force or any other hostile act on the moon and the use of the moon to commit such an act in relation to the earth or to space objects. This adds IN principle nothing to the provisions of the Outer Space Treaty relating to military space activities. The 1977 ENMOD refers to peaceful purposes in the preamble and in Article III. As far as the UN Resolutions are concerned, the 1963 Declaration of Legal Principles Governing the Activities of States in the Exp1oration and Use of Outer Space, the 1992 Principles Relevant to the Use of Nuclear Power Sources in Outer Space(NPS) were studied. And as far the Soft Laws are concerned the 2008 Draft Treaty on the Prevention of the Placement of Weapon in Outer Space and of the Threat or Use of Force against Outer Space Objects(PPWT), the 2002 Hague Code of Conduct against Ballistic Missile Prolifiration(HCoC) and 2012 Draft International Code of Conduct for Outer Space Activities(ICoC) were studied.

Indigenous psychological analysis of delinquency among Korean adolescents: Comparison of adolescents under probation and high school students (한국 일탈 청소년의 토착심리 탐구: 보호관찰 청소년과 일반 청소년의 부모자녀관계에 대한 비교를 중심으로)

  • This study examines factors that influence delinquency among adolescents under probation using indigenous psychological analysis, focusing specifically on parent-child relationship. A total 268 adolescents under probation and their parents and 251 high school students and their parents participated in the two studies. In the first study, qualitative results indicate that both groups of adolescents were most likely to trust their parents than any other person and reason for their trust is reported to be based on blood relationship. Similarly, majority of parents of both groups reported trusting their children because of the blood relationship. Parents hope that their children will be sincere a person and will be able to maintain harmonious social relationship. Parents of adolescents under probation were more likely to report disobedience as being most problematic, whereas parents of high school students were more likely report providing social and financial support for their children's education as being the most difficult. In the second study, structured questionnaires were administered to the four groups and the following set of results were obtained. First, in terms of family background, the socio-economic status of adolescents under probation was lower, they are less likely to live with both parents or natural parents, and more likely to have ran away from home than high school students. Second, adolescents under probation are less likely to trust their parents and more likely to view their parents as being hostile. Third, parents of adolescents under probation were less likely to trust their children, more likely to view their relationship as being conflictual and hostile, and feel that they had to sacrifice for their children when compared with parents of high school students. Implications of these results for parent-child relationship and delinquency are discussed.

The Effect of Government R&D Supports on SME's Technological Innovation Performance in Korea (정부의 기술개발 지원이 중소기업의 기술혁신 성과에 미치는 영향)

  • This study has empirically analyzed the effect of government technology development supports on the performance of SME's (Small-and-Medium-Sized Enterprises). To analyze the effects of government technology development supports on the performance of SME's, this paper collected data from 271 Korean SMEs and tested hypothesis on the key questions. The result shows that government technology development supports had a meaningful positive effect on the performance of SMEs in terms of innovation. It was also understood that the closer the ties were with large enterprises, the higher the R&D personnel ratio was. Furthermore, when the SME was a certified venture, the government technology development supports had less influence on the SME's technological innovation. On the other hand, SME's technological innovation performance in relation to the government supports showed an improvement when the business environment of SME's was hostile. This study offers theoretical and practical implications, as it more accurately analyses the effect of government technology development supports on the performance of SME's, for which data were collected and analyzed for the same companies two separate times. Last of all, the limitation of this study is discussed in terms of the sample selection, data collection method, variables measurement method, etc.

Woman College Students' Perception of Their Parent's Child-rearing Attitudes (여대생이 지각한 부모의 양육태도)

  • Purpose: This study was carried out to show the parental child-rearing attitudes perceived by daughters(woman college students), who were in the process of pursuit of resonable values, ethics and preparing for marriage and settling down, and another purposes were to help them to have positive attitudes toward their child-rearing in the future and set up preliminary parenting education program. Method: The subjects were 120 woman college students who were freshmen to junior in one university in Seoul. Using the self-report questionnaire, data were collected from December in 1999 to March in 2000. The contents which subjects wrote down were categorized by content analysis method. Result: 1) The age range of subjects were 19-25 years old and main rearer was mother(85.84%). 2) The perception of parent's child-rearing by subjects were revealed 555 statements and then tied together 50 themes: 'emphasizing on studying hard'(8.3%), 'doing by oneself'(5.6%), 'sternness'(5.2%), 'respect of personality'(4.5%), 'eagerness'(4.0%), 'humanity education'(4.0%), 'moderating in daily living'(4.0%), 'propriety education'(3.8%), 'sacrificing for children'(3.6%), 'expectation'(3.2%), 'concerning'(3.1%), 'parent-centered'(3.1%), 'giving a free hand'(2.9%), 'sharing with'(2.9%), 'consideration'(2.7%), 'over-protectiveness'(2.3%), 'hostile attitude' (2.2%), 'corporal punishment'(2.2%), 'expression of parental love'(2.0%), 'encouragement'(1.8%), 'family-centered' (1.8%), 'treating fairly'(1.6%), 'offering live experiences'(1.6%), 'exacting obedience'(1.62%), 'exemplary parental role' (1.6%), 'sexual discrimination'(1.6%), 'cooperation'(1.4%), 'giving favors'(1.4%), 'indifference'(1.4%), 'understanding' (1.3%), 'confidence'(1.3%), 'intimacy'(1.3%), 'pursuit of health'(1.3%), 'warm-hearted'(1.1%), 'stinginess'(1.1%),'broad-mindedness'(0.7%), 'granting'(0.7%), 'interfering'(0.7%), 'reproach'(0.7%), 'distinction of sex in household affairs'(0.7%), 'help'(0.5%), 'preparing for the future'(0.5%), 'disregarding'(0.5%), 'making environment'(0.4%), 'bringing up a child personally' (0.4%), 'comparing'(0.4%), 'religious life'(0.4%), 'good deed'(0.4%), invasion of privacy' (0.2%), 'controlling desire'(0.2%). 3) 50 themes were categorized by 18 categories once more: 'control' (13.2%), 'crazy for education'(12.3%), 'endeavoring'(8.6%), 'autonomy'(8.5%), 'home education'(7.7%), 'esteem' (6.67%), 'support'(6.67%), 'pursuit of healthy daily life'(5.6%), 'earnestness'(5.4%), 'disregarding personality'(5.4%), 'emotional bonding'(3.2%), 'imposing a burden'(3.2%). 'inhospitality'(3.1%), 'acceptance'(5%), 'discrimination'(2.3%), 'mature parenthood'(1.8%), 'strengthening family tie'(1.8%), 'psychological intimacy'(1.1%). 4) On the basis of this study, 3/5 of subjects(61.2%) perceived their parents had mature and autonomous child-rearing attitudes, and on the other hand 2/5(39.5%) of them perceived controlling, just forcing to work harder and personally disregarding attitudes. Conclusion: So we need to offer them nursing implementation such as preliminary parenting education program and parenting consulting like to strengthen positive perception and help improving in realistic, developmental child-rearing attitudes.

Performance Analysis and Compensation of FH/SC-FDMA System for the High-Speed Communication in Jamming Channel (재밍 채널에서 고속 통신을 위한 주파수 도약 SC-FDMA 통신 시스템의 성능 분석과 보상)

  • FH system is very robust to the jamming interference. OFDM system is very good for the high speed communication system. But, it has high PAPR. SC-FDMA system based on OFT-spread OFDM was proposed to reduce high PAPR. Therefore, in this paper, we like to introduce the FH system into SC-FDMA system, which can be best solution to the jamming hostile environment and for the high power efficiency. Also, OFDM is very sensitive to ICI. Especially, ICI generated by frequency offset and phase noise breaks the orthogonality among sub-carriers, which seriously degrades the system performance. We analyze the performance of the FH SC-FDMA system in the PBJ and MTJ channel. In this paper, the ICI effects caused by phase noise, frequency offset and Doppler effects are analyzed and we like to propose the PNFS algorithm in the equalizer to compensate the ICI influences. Through the computer simulations, we can confirm the performance improvement.

  • Sustainability has already become one of the most important innovation policy agendas in many countries. Korea has tried to emulate this global trend in various forms, unfortunately with little success. A very strong tradition of centralized administration in Korea has meant that local communities and municipalities have remained more or less passive in tackling their own sustainability issues and problems. In recent years, with the impetus of huge democratization attempts in Korea since the late 1980s, there have been some local attempts to remedy these imbalances since the early 2000s. A series of local experiments to try and test green alternatives against the very hostile environment have been implemented, with varying degrees of success. This study analyzed cases of transition experiment to sustainable socio-technical system such as MUSIC project, Low Carbon Green Village and Citizens' Sunlight Power Stations. To draw politic meanings for sustainable socio-technical system, these content, process of conversion and feature were examined.

Development of Multi-functional Tele-operative Modular Robotic System For Watermelon Cultivation in Greenhouse

  • There have been worldwide research and development efforts to automate various processes of bio-production and those efforts will be expanded with priority given to tasks which require high intensive labor or produce high value-added product and tasks under hostile environment. In the field of bio-production capabilities of the versatility and robustness of automated system have been major bottlenecks along with economical efficiency. This paper introduces a new concept of automation based on tole-operation, which can provide solutions to overcome inherent difficulties in automating bio-production processes. Operator(farmer), computer, and automatic machinery share their roles utilizing their maximum merits to accomplish given tasks successfully. Among processes of greenhouse watermelon cultivation tasks such as pruning, watering, pesticide application, and harvest with loading were chosen based on the required labor intensiveness and functional similarities to realize the proposed concept. The developed system was composed of 5 major hardware modules such as wireless remote monitoring and task control module, wireless remote image acquisition and data transmission module, gantry system equipped with 4 d.o.f. Cartesian type robotic manipulator, exchangeable modular type end-effectors, and guided watermelon loading and storage module. The system was operated through the graphic user interface using touch screen monitor and wireless data communication among operator, computer, and machine. The proposed system showed practical and feasible way of automation in the field of volatile bio-production process.

  • Salmonella is facultative intracellular pathogen that can survive and replicate in macrophages even though these cells are equipped with a plethora of anti-microbial mechanisms. To survive in this hostile intracellular environment, Salmonella has evolved numerous defense mechartisms. An approximately 20 kDa protein was detected as a stationary-phase specific protein band in cytosolic fraction. It was identified as a DNA binding protein in stationary phase (Dps) by analysis of MALDI-TOF assay. It has been known that Dps, the protein produced in the stationary phase of bacteria, allows DNA to form chromatin by binding to DNA nonspecifically and protects DNA from reactive oxidative species (ROS). For further study, Dps specific polyclonal antibodies were generated by injection of purified Dps protein into rabbit. To examine the Finfluence of several regulatory proteins in the expression dps gene, Dps protein level in various S. typhimurium mutants defecting regulatory proteins were investigated by Westernblot using Dps specific polyclonal antibodies.

Development of the Model for Activity Based Costing in the Hospital (의료기관의 활동기준원가 산출 모형)

  • A new cost management system, called Activity Based Costing (ABC) system, has arisen to solve the limitation of a Traditional Cost Accounting (TCA) system until last two decades and ABC has been applied by many companies. TCA systems have limitation in tracing cost because they arbitrarily allocate overhead cost to the cost objects without standard for direct cost distribution. ABC is an accounting system that assigns costs to products or services based on the resources they consume. The costs of all activities are traced to the products for which they are performed. Therefore ABC is a cost management system that provides a matrix to accurately quantify consumed resources triggered by activities and activities triggered by products and services. There is little implementation of ABC in the health services field, one of service industries, due to complicated and many activities, and volatile cost object. However, the necessity for applying reasonable cost accounting system is largely issuing as strategy responding hostile environment, and financial pressure, and it is imperative to implement the Activity Based Costing (ABC) system. Therefore, this study presents the framework to develop ABC system for total health service organizations. Cost objects in this study base on medical service activities per health insurance claim from one general hospital located in Metropolitan Statistical Areas (MSAs). Medical service activities include all health insurance claims in the hospital. The purpose of the study is presenting useful tools and basic frame to develop Activity Based Costing system for health service organizations which want to use ABC system. The steps to develop ABC system for health service organizations are following: 1. Identifying of activity centers; 2. Definition of cost objects and activity by activity center; 3. Analysis of activity and tracing activity contribution; 4. Allocation of direct cost for specific activity; 5. Allocation of indirect cost for specific activity; 6. Allocation of depreciation for facilities, applicants, and consumption goods; 7. Allocation of administration cost; 8. Allocation of cost among activity centers; and 9. Tracing cost of cost objects by activity center. This study identified necessary information from existing reports which hospitals generally made by each step, and defined outcome which had to be produced in each step using this information. The steps of this study had limitation to apply all different size hospitals because the steps were structured ABC system by one hospital, however, this study used similar basic framework and methods with general cases. When a health service organization want to apply Activity Based Costing (ABC) system on all activities of it in future days, this study is very useful to design system structure in the health service organization.
