  • Research and development on flexible electronic displays has gone on for over 20 years. Despite this history, very few flexible displays have entered the marketplace. I will discuss the history of development of flexible display technology and the technical and market forces that have slowed the commercialization of this technology.

  • In this paper, we try to explore the nature of open source software development process. The process involves peculiar characteristics which seem to defy the traditional economic reasoning for technology policy. Based upon the comparative case study of open source software development process with the two innovation processes adopted from literature on economic history, we argue that technology policy should strike the balance between provision of innovation incentives and voluntary disclosure of information.

  • The history of information system (IS) development methodology in Korea is less than 30 years. Korea introduced the structured development methodology in the public fields in 1980s, introduced the information engineering methodology in 1990s, and accepted and developed the objected oriented development methodology and the component based development methodology in 2000s. The history of IS development methodology in Korea is shorter than that of the world. Korea's IS development methodology started 10 year later compared with the world level. But it developed rapidly in 1990s and then grew to the world level in 2000s. This paper is the first research that it investigated the history of IS development methodology in Korea. This paper will give the people of IT industry the historical insights about IS development methodology and will help make a current and future strategic plan for IS development methodology. And it will provide researchers and policy makers with the insights and research ideas of future direction of information system development.

  • Medical information is one of significant private information that includes in-dividual's own diverse information. Once opened, it exposes one's health condition and medical history to a third party, which could bring about serious troubles. On this account, the third parties are of much concerns about the information. If medical information collected through various routes is used with another purpose, oilier than the initial intention, it might cause serious results beyond one's control. Thus, it is essential to keep the information confidential. Also, the discrimination based on the medical information ought to be banned because it is likely to happen that exposed information socially stigmatizes a person, being discriminated in a work place or a school when he/she is employed or gets an insurance. In the current system, only medical institutions are responsible for protecting or securing medical records. Despite the information technology development and the increased interests in medical information, there are quite a few limitations in legal, technical, and administrative aspects. All kinds of organizations, involved in collecting and using the information, as well as medical institutions primarily producing and managing it should share the responsibilities.

A Study on the Development of Curriculum Track for Civil Service Librarian

  • The goal of this study is to improve the competitiveness of professional librarians in society. To this end, we analyzed domestic and international LIS curriculum, determined demand from field librarians through a survey, carried out job analysis by library types, and developed an operating model for LIS curriculum by synthesizing all of these results. Finally, we suggested a course of study for civil service librarians based on this model. As a result, the six required courses for civil service librarians are: Introduction to Library and Information Science, Information Organization, Information Services (Reference and Information Services), Library Management, Information Retrieval, and Field Work. The four core courses for the civil service concentration are: Collection Development, Information Sources by Subjects, Public Library Management, and Digital Libraries. Suggested electives best suited to this career path include Using Web Resources, Information Literacy, Information Services in Culturally Diverse Communities, Library Marketing, Libraries and Cultural Programs, Reading Guidance, Library History, Small Library Management, Studies in Library Buildings, Library Cooperation, Managing Digital Collections, and Information and Communication in a Digital Age.

The Development Progress of Korean Aviation Industry and its Investment Strategy Based on the Evidence and the 4th Industrial Revolution

  • This study examines the history of Korean aviation industry and presents the investment strategy based on the evidence and the 4th industrial revolution. Looking at the evolution of the Korean aviation industry and its technological development will be a great help to support industrial and technological innovation in the future. The modern aviation industry is divided into stages of development, focusing on maintenance of equipment introduced in advanced countries, localization through license assembly, production of products based on technology, and international joint development. The development of aeronautics technology has been progressing towards a general improvement of economic efficiency, aircraft safety efficiency through environmental-friendliness, unmanned operation, and downsizing. The Korea Aerospace Research Institute has secured key technologies through development of several aircrafts such as Experimental Aircraft Kachi, EXPO Unmanned Airship, Twin-engine Composite Aircraft, Canard Aircraft, Multi-Purpose Stratosphere unmanned-airship, Medium Aerostats, Smart UAV, Surion, EAV-2H, KC-100, and OPV. The development strategy is discussed at the level of the evidence-based investment strategy that is currently being discussed, and so the investment priorities in aircraft is high. Current drone usage and development direction are not only producing parts using 3D printer, but also autonomous flight, communication (IoT, 5G), information processing (big data, machine learning). Therefore, the aviation industry is expected to lead the fourth industrial revolution.

  • As the information society appears, the increasing power and access of personal computers along with wide spread use of the information technology has not only changed the landscape for communication but it has opened up new and exciting opportunities for education. One of the ways that information technology could help improve education is to be used in interactive communication to share the knowledge and experience of all the teachers as well as students. In this paper, the use and application of information communication technology[ICT] into mathematics classroom are described and showed several examples. furthermore, the web site design and developed for this study was introduced of the purpose of sharing the ideas about the knowledge and usage of the history of mathematics and examples of mathematical connections. The study suggests that enabling mathematics in incorporating of ICT by teachers and students requires more effort to be made in training teachers on the use and application of ICT into mathematics classroom.

  • A revolution in weather and climate forecasting is in progress. This has been made possible as a result of theoretical advances in our understanding of the predictability of weather and climate, and by the extraordinary developments in supercomputer technology. New problem areas have been discovered and different solutions have been found by the recent high performance computers whose performance has been increased rapidly. Such advances in the computational performance may change the strategy of development of numerical models and prediction methods. This paper discusses a brief history and current status of the supercomputers in institutions for research and forecast of weather/climate. The main purpose of this study is to provide the preliminary information about supercomputers such as architecture of system and processor. Such information would be useful for meteorologists to understand the features and the preference of supercomputers in each institution.

An Theoretical Investigation on the Minimization of Birefringence Distribution in Optical Disk Substrate (광디스크 기판 성형시 발생하는 복굴절의 최소화를 위한 이론적 연구)

  • It is necessary to improve mechanical and optical properties in the optical disk substrates as the information storage density using short wavelength laser are being developed. The birefringence distribution is regarded as one of the most important optical properties for optical disk. In the present study, the birefringence distrubution is calculated using the Leonov model for viscoelastic constitutive equations and Cross/WLF model for viscosity approximation. The effects of processing conditions upon the development of birefringence discosity approximation. The effects of processing conditions upon the development of birefringence distribution in the optical disk were examined theoretically. It was found that the values of the birefringence distributions were very sensitive to the mold wall temperature history which minimizes the birefringence distribution. The analytical results showed the possibility of improving mechanical and optical properties in the optical disk substrates by active control of the mold wall temperature history.

  • The purpose of this paper is to illuminate the role and importance of National Research & Education Network (NREN) in the national research and education field and to establish the future strategy of KREONET in Korea. To this end, we first carefully analyze the footsteps of NREN in major overseas countries, KREONET achievements, and future demand for KREONET. The history of NREN's development is divided into the 2000s, 2010s, and present by era, and classified into network infrastructure, network service, and next-generation network technology by subject. KREONET achievements are divided into advanced research support, network backbone and operation, and network service. Future demand analysis of users who use KREONET was conducted through Korea Research International Incorporation, a survey company. This paper presents the future development strategy of KREONET by analyzing KREONET achievements and future demand.
