The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.
In order to improve the atmosphere within Historic and Culturally Symbolic Street- DongChun-Dang street which represents the historical characteristics of Daejeon- this study aims to derive improvement methods by analyzing preceding studies, identify problems and offer the directions that could make historic cultural street, and propose the guidelines could apply to new district development at historic cultural area. The research results are as follows : First, method for improvement of historic cultural street is not fragmentary but integrated. Second, we suggested plans for improvement of DongChun-Dang street. Third, to make historic cultural images of streets, it is considered that guidelines include volumes, colors of surrounding buildings and designs of street furnitures have to be provided on the new urban or district development at historic cultural area.
A historic urban landscape has to be preserved wholly, not only as a cultural heritage site, but also as an environment and a neighborhood. However, cultural heritage sites have their own unique social-commercial environments, and these are not easy to integrate during the preservation process even though they are located in the same area. To examine ways of overcoming the difficulty in integrating the preservation of heritages, this study analyzes the historic urban landscape preservation of St. Augustine, Florida in the United States. The preservation of St. Augustine's historic urban landscape can be identified by its unique system of government-academy cooperation. For integrated preservation of the historic landscape of St. Augustine, Florida's state government owns the properties, which are not designated but have a heritage value, and are located next to the nationally designated heritage sites. The properties receive trust administration by the University of Florida. This cooperation between the government and the university can benefit both stakeholders. To the government, the relationship gives the benefit for professional, long-term management for the properties and their environments. To the university, the cooperation provides a place for practical education, funding, and opportunities for research and management. The government-academy cooperation model argued for this study can be applied to many Korean historic cities' urban landscape preservation planning.

There are three results of the study as follows: First, the types of homes in Historic District are focused on Victorian style with Prairie homes which are unique American style, the Craftman that is revised as American home style, and vernacular style. Second, the historical houses have been controled by HPC since 1978 in order to keep the original buildings and landscape architecture, and the general single units by building code of the city in General Plan. Since 1795, 106 districts in Japan have been selected as Important Historic Preservation Districts (Juuyo dentouteki kenzoubutsugun hozon chiku [Juudenken]). The system for protection of cultural properties enables the local government to name a "Preservation District" and allows for the development of a preservation plan based on local ordinances. Moreover, the well-organized, bottom-up networks, which are groups for community development activities on the basis of local participation, play an important role in raising awareness and conducting several preservation projects in their own towns. This study mainly focused on cultural resources management in the local community. The system, which possibly bridged the gap between the local authorities and the community, was revealed. Fifty non-profit groups and active citizens, who were engaged in an advanced stage of community participation in Juudenken, were selected to be interviewed. The results then were analyzed using STAT program. The significant associations were shown by mapping the associations related to the public process of community involvement. Each variable had its own significant meaning and contributed credible indirect association to community involvement. The network mapping indicated that balancing the local economy and technical conservation was important in generating community involvement, which provided a model on how local authorities and communities could articulate and maintain their own cultural resources.

The objective of this study is to provide a townscape design guideline that harmonized with a historic landscape via condition investigation and landscape analysis of the cultural /commercial environment district where an improvement is a necessity. The followings are the conclusions: 1.To enhance the identity of Gyeongju, should pursue diversity in unity by making the image of architectural landscape a similar peculiarity. 2.The central commercial district where the tradition is valued and contemporary figures meet the tradition needs a landscape formation by CONTEXT. 3.Since a characteristic of the target area is a regional commercial center, to reduce its congestion, reforming the area to simple environment is required. 4.Induce buildings located on the streets with cultural properties to have Korean traditional tiled roof in order to fit in with their surroundings. 5.Make it a rule to partition a wall into tripartition, the wall surface exposed should be the same finishing materials. 6.Consider the visual aspect of pedestrians and a building's width, the recommendable height of the facade should be 3~3.6m. 7.For the design archetype of cornice, four traditional types based on Korean traditional eaves are suggested. 8.The design of signboards should break existing square-shapes, and seek a design to take advantage of icons that historicity and traditionalist of the city are expressed.

Most of the Historic Preservation Areas are very vulnerable to disasters. The aim of this study is to build probability of street blockade for evacuation routes planning from each house to an evacuation place at a large-scale disaster in such a historic preservation area. The study area is Hamanaka Machi Happongi Shuku in Kashima city, Saga Prefecture, which has been designated as a preservation district of traditional buildings. To achieve this aim, we referred to the formula for probability of street blockade for normal city area made by Tokyo Fire Agency. We revised it, considering the width of street under 4 m, structure of houses along the street, and the distance from the house to main street with the width over 4 m. Then, we applied the revised formula to the study area.
This paper aims to clarify physical characteristic of empty house and vacant floor in historic district on Cheongju. First, most empty houses are the timbered houses of 1 story, and it will be built before the 1969. And the building of a vacant floor has a common non-residential buildings of 4 stories, and there are many buildings of RC structure built in the 1980s. Second, when the situation of an empty house and a vacant floor was seen, there was most the second floor only by the number of room, but when seen from the ratio of the whole number of rooms, there were most the third floor and the fourth floor. Third, when the situation of a vacant floor and a vacant room was seen from use, there were most store, shop and office. Relevance with this as close as reduction of the population in the center of Cheongju is seen. Moreover, the grope of a method which can utilize this is required.
