According to Article 77 of the Ship Safety Act and Article 97(2) of the Enforcement Ordinance of the Ministry, the Recognized Organization (RO) personnel (ship surveyors) responsible for statutory survey shall have educational qualifications and experience in a specific field or obtain a license under the National Technical Qualifications Act. However, graduates from maritime high schools and those who completed the short-term course of the Ocean Polytec did not satisfy the qualification standards for the RO personnel since they did not graduate from the departments of maritime/fisheries or shipbuilding. Major shipping countries such as the United Kingdom, the United States, and Canada use the IACS (International Association of Classification Societies) regulations, and the Ship Safety Act in Japan has eliminated the qualification requirements for ship surveyors. In particular, under the IMO (International Maritime Organization) and IACS regulations, the RO personnel shall have as a minimum the following formal educational background: a degree or equivalent qualification from a tertiary institution recognized within a relevant field of engineering or physical science (minimum two years' program); or a relevant qualification from a marine or nautical institution and relevant sea-going experience as a certified ship officer; and competency in the English language commensurate with their future work. Considering that Article 17 of the Enforcement Decree on Public Officials Appointment Examinations prohibits educational restrictions and there are no educational restrictions on the qualifications of British and Japanese surveyors, if the maritime high school graduates have sufficient sea-going experience, education, and training, they could be recognized as meeting the qualification requirements. Moreover, those who completed the short-term course of the Ocean Polytec could also be recognized as meeting the qualification requirements because they are required to have at least a professional bachelor's degree (in the case of a third-class CoC (Certificate of Competancy)) and some sea-going experience after completion.

Fuel cell technology is the most representative area of alternative energy field on vehicle industry according to the limitation of petroleum resources. In recent years, the technology of fuel cell vehicles has made rapid progress, Hyundai Motor Company (HMC) reached to mass production of the Tucson ix hydrogen fuel cell vehicles first in the world. In addition, HMC is accelerating the development of hydrogen fuel cell buses, which have a number of advantages for hydrogen infrastructure and mass transport personnel. In this study, we examined potential of the commercialization through the demonstration of hydrogen fuel cell buses. As a result, we identified that the mass-production possibility of FCB has high potential and HMC's technology will lead to fuel cell bus industry.

With the continuous development and application of Internet technology, in recent years, new technologies such as cloud computing, big data, the Internet of Things, and AI are becoming more and more familiar to the general public. The development of a digital society has entered a new period of development. In this paper, we used on the 2018 annual data of 50 listed companies with blockchain concept stocks in China. Using data envelopment analysis (DEA) to study and analyze the input-output efficiency, it can be concluded that the input-output efficiency of 50 listed companies is very different. Inefficient companies are as high as 62%. Most companies have a large room for improvement in input-output efficiency due to uneconomical scale or inefficient technology. In order to better improve the company's input-output efficiency, one must improve the efficiency of resource utilization, optimize the company's research and development costs and the input and management of technical personnel; the second is to increase technological innovation and business innovation.

This study analyzes the current status and prospects of Iran's air defense network, focusing on the Russian-made S-300 system, and derives implications for the development of South Korea's air defense network. Iran's air defense network exhibits strengths such as long-range detection and interception capabilities, multi-target processing, high-altitude interception, and electronic warfare response. However, it also reveals weaknesses, including lack of mobility, difficulty in detecting low-altitude targets, obsolescence, training level of operating personnel, and vulnerability to electronic warfare. Real-world cases confirm these weaknesses, making the system susceptible to enemy evasion tactics, swarm drone attacks, and electronic warfare. Drawing from Iran's case, South Korea should establish a multi-layered defense system, strengthen low-altitude air defense and electronic warfare capabilities, foster the domestic defense industry for technological self-reliance, and enhance international cooperation. By addressing these aspects, South Korea can establish a robust air defense network and firmly protect its national security. Future research should aim to secure and analyze materials from the Iranian perspective for a more objective evaluation of Iran's air defense network and continuously track Iran's efforts to improve its air defense network and the trend of strengthening drone forces to predict changes in the Middle East security situation.
Recently, as the roles and utilization fields of UAV become more diverse, demand for high - level mission has been increasing. To solve this issue, researches on the operation of multiple small UAVs and related systems have been actively carried out. The multiple small UAVs based application system has a problem that the task complexity of control personnel increases because the control personnel must continuously control and manage several small UAVs. Hence, it is necessary to develop a software platform that can perform efficient control in order to employ a multiple small UAVs based application system successfully. In this paper, we propose an effective ground control software platform for application systems using multiple small UAVs. We first analyze the requirements for the software platform, and design and implement software based on the analysis. Simulation using the X-plane flight simulator shows that multiple flight data are effectively displayed and that the image data transmitted from many small UAVs are simultaneously displayed in real time.
In the United States, The concept of designation for hospital facilities that care for newborn infants according to the level of complexity of care provided was first proposed in 1976. The extent of perinatal health care regionalization varies widely from one area to the other. facilities that provide hospital care for newborn are classified into three categories on the basis of functional capabilities; level I-primary or basic care, level II-secondary or specialty care, level III-tertially or subspecialty care. These facilities should be organized within a regionalized system of perinatal care. The transport system of newborn infants should be organized for referral of high risk newborn to centers with the personnel and resources needed for their degree of risk and severity of illness. In Korea, The korean society of neonatology was established and articulated in the 1994. During the past decade, the number of neonatologist has increased and neonatal intensive care units have proliferated in Korea. However, no standard definitions exist for the graded levels of complexity of care that neonatal intensive care units provide and no uniform guideline or recommendation for regionalization and referral system of high risk neonate have been established. With the rapid changing neonatal care system in Korea, the optimal neonatal care demands regionalization of care in utilization of manpower resources and in efficient use of advanced technology and facility.
Purpose: Increase in suicide rate for senior citizens which has become widespread in our society today. It is not a normal social phenomenon and is beyond the danger level. The contents of this study include Korean senior citizens' suicide related risk factors and warning signs, and the development of a simple Geriatric Suicide Risk Scale. Methods: This study is Methodological Research to verify reliability and validity of the Geriatric Suicide Risk Scale according to the tool development process suggested by Devellis (2012). Results: For predictive validity assessment, high suicide screening accuracy was showed with an Area under the ROC curve (AUC) of .93. For the optimal cutoff point of 11, sensitivity was 93.9%, and specificity, 75.7% which are excellence levels. Cross validity for assessment of generalization possibility showed the Area under the ROC curve (AUC) as .82 and in case of a cutoff point of 11, sensitivity was 73.7%, and specificity, 65.9%. Conclusion: When it comes to practical nursing, it is significant that the Korean Geriatric Suicide Risk Scale has high reliability and validity through adequate tool development and the tool assessment step to select degree of suicide risk of senior citizens. Also, it can be easily applied and does not take a long time to administer. Further, it can be used by health care personnel or the general public.

Results: The aviation cluster of Rostec State Corporation is currently being transformed in a significant way. The leading enterprises of the Russian aviation industry are actively mastering cooperation schemes using integrated digital management principles and the widespread introduction of digital products from leading Russian vendors. Conclusions: Following the transition to electronic aircraft design technologies and modern materials in the production of aircraft, UAC continues to improve all production processes through robotization and optimization of technological processes, due to the introduction of aircraft assembly technology in accordance with digital models.

This study reviewed the quality addition rate, calculation, and application criteria needed to identify the possibility of additional medical technologists in the field for new certification and professional manpower to provide a superior laboratory. The six institutions that participated in the study were the size of large hospitals with more than 1,000 beds, with an average of five full-time laboratory physicians (also called clinical pathologists) and an average of 53 medical technologists, with 10.6 per laboratory physician. An analysis of the time required for each activity category of medical technologists revealed decreasing behavior during the analysis. In contrast, the ratio of the comprehensive pre-analysis activities was high due to the strengthening of laboratory operations and quality control. During the analysis, the proportion of biochemistry tests was high, and post-analysis of most of the results was performed. Hence, improving the quality of sample testing requires significant time, and appropriate personnel are required. In conclusion, the recruitment of medical technologists is also a key component to improving the sample quality, and corresponding personnel regulations are necessary.

This study analyzes the efficient floor layout plan of classrooms for securing evacuation stability in school in case of fire by using the Pathfinder simulation program. Efficient evacuation methods and safety were evaluated by analyzing REST (Required Safe Egress Time) according to the allocation of personnel by floor targeting a high school 5-story building equipped with a ramp and stairs. The current status of personnel assignments exceeded the Required Safe Egress Time(RSET), resulting in a problem with evacuation safety. When students were placed on the 3rd, 4th, and 5th floors, the result was that the time exceeded RSET the most. When students were placed on the 1st, 2nd, and 3rd floors, the result was that they completed evacuation in the shortest time, less than RSET. In the current state, when evacuation was guided by designating an evacuation exit depending on the location, the result of shortening RSET was obtained. As a result, it is effective to put the students on the lower floors when placing students in high-rise school buildings in terms of evacuation safety, and in the preliminary training, it is required to designate evacuation exits so that they can use the nearest exit for each location in case of a fire. As a future research project, additional research is needed on the RSET when a fire occurs in a specific location according to whether the automatic fire door at that location is opened or closed.
