응급의료 전용헬기의 운용 안전성 확보 방안에 대한 연구 (A Study on Improve Operational Safety of HEMS)

  • Korea's HEMS are mainly operated during the week, but they are pushing for 24-hour operations. This study has made an overall comparison and review of helicopter safety management that should be accompanied to this end. For research purposes, helicopter regulations and helicopter accident statistics were analyzed, with a high accident rate associated with pilot error and night flight. It was proposed that future preparations would require reinforcement of laws and regulations, reinforcement of pilots' night training, and introduction of training and preflight risk assessments. This study will provide a direction for future helicopter safety. This study will provide for future direction of helicopter safety research.

국내 회전익 항공기 사고율 분석 및 사고의 잠재적 조건에 관한 연구 (A Study on Analysis of Accident Rate and the Latent Condition of Accident for Helicopters in Korea)

  • There were a total of 65 accidents of helicopers between 1990 and 2013. The overall accidents rate has remained around 8 accidents per 100,000 flight hours, and the fatal rate has stayed at about 8 accidents per 100,000 flight hours. In this study, we conduct a series of statistical analyses to investigate the significance of latent failure of groups that operate the helicopter. Analysis of variance demonstrated significant differences in the latent condition score for the 3 groups, with the lower accidents rate groups reporting better scores of latent condition. Results indicated that there are the significant differences of latent condition in accidents between groups of high accidents rate and groups of low accidents rate.

한국에서의 응급의료헬기 운영과 운항안전 (EMS Helicopter Operation and Flight Safety in Korea)

  • EMSS is the organic system offering quick and efficient transfer and treatment for those who need an emergency service. For EMS aviation operation is the important transportation for the common benefits. There are several types of aviation operation. Among the different types of the operations, helicopter operation is very common because it is free from any locations. Notwithstanding the benefit, various types of EMS helicopter accidents and incidents are occurred because of its poor operation condition. In South Korea, even though so much effort was put to decrease the accidents rates, there are still many accidents happening by fire helicopters and the forest service helicopters. Therefore, in order to regularize the EMSH operation, measures for the aviation safety have to be prepared. This research is, related to the EMSH, focused on the suggestion of safety measure for the EMSH in Korea based on the accidents analysis in various countries.

특수임무 헬리콥터의 사고분석과 안전관리 (Accident of Special Mission Helicopter and Safety Management)

  • Compared with past, helicopters have remarkably high level of safety and accidents due to mechanical defects are decreased about 15%. Most of their duties, however, are to commit at duty area which is hard to access. Because of them, collision probability is high and also has relatively higher accident rates than other aircraft with special mission. A result of analysis is that accident rate is relative high with prevention of disasters, putting out a fire and crop-dusting missions under 500ft. In addition, most of accidents are related with human factors. According to this, it is required to pilots who carry these mission that safety education and detailed analysis about their mission.

항공기용 유압 시스템 신뢰도 및 정비도 분석 프로세스 고찰 (A Study on the Reliability and Maintainability Analysis Process for Aircraft Hydraulic System)

  • An aircraft must be designed to minimize system failure rate for obtaining the aircraft safety, because the aircraft system failure causes a fatal accident. The safety of the aircraft system can be predicted by analyzing availability, reliability, and maintainability of the system. In this study, the reliability and the maintainability of the hydraulic system are analysed except the availability, and therefore the reliability and the maintainability analysis process and the results are presented for a helicopter hydraulic system. For prediction of the system reliability, the failure rate model presented in MIL-HDBK-217F is used, and MTBF is calculated by using the Part Stress Analysis Prediction and quality/temperature/environmental factors described in NPRD-95 and MIL-HDBK-338B. The maintainability is predicted by FMECA(Failure Mode, Effect & Criticality Analysis) based on MIL-STD-1629A.

임업 사고 응급대응체계의 개선방안에 관한 연구 (A Study on Improvement of Emergency Medical System for forestry accident)

  • The estimated on-site accident rate in Forestry is relatively high. According to statistics of the accident, in the recent 5 years, from 2014 to 2018, forestry accidents have resulted in 98% of injuries and 87% of fatalities. Especially, there are significant geographical constraints to access to the scene in case of an accident. Even though the capacity of first aid capacity is notably emphasized its importance to minimize the scale of damages, the relevant employees have been educated only basic first aid, which is not considered circumstances or geographic limitations, by Occupation Safety and Health Acts. Therefore, the purpose of this study is to derive a direction for a forest emergency service system to increase forestry workers' survival and prevent secondary injury through securing 'Golden Time.' This study conducts analyzing relevant laws and regulations in domestic and international settings as well as looking at several concerned accident cases. The outcome of analysis presents an issue regarding the implementation of onsite first aid in forestry and existing risk factors depending on the working process. Finally, we suggest two ways to improve the forest emergency service that are 1) an appropriate curriculum and kit for forest first aid; and 2) a system for emergency transfer through sharing information between National Fire Agency (NFA) and emergency medical service center, and emergency and rescue mission using helicopter from NFA and Korea Forest Service.
