  • Outline map is used for the description and reconstruction of the traffic accident. One way to produce the outline map is by adopting detailed measurements from the accident site such as final position of the vehicle and pedestrian, width of the road, and locations of the oil and tire marks. This method consumes large amount of time not to mention that of the production of detailed version as fine as the picture of the site. Aerial recording equipment so called HeliCam can produce an outline map that can substitute that of manual method with even faster production time and higher resolution. However, the produced picture have errors which are resulted by distortion due to the characteristics of camera and direction of the photographing. This paper provides correction of the distortion of oultline map produced by HeliCam using Adobe Photoshop and PC-Rect. The result showed resonable error range less than 6 cm(0.1%) for $60m{\times}30m$ area taken by HeliCam. The presented method develops outline map with small error, which is useful to traffic accident analysis, and traffic accident cases analyzed in this study were also.

헬리데크 설계를 위한 유한요소해석 기반 매개변수연구 (Parametric Study for Helideck Design using Finite Element Analysis)

  • A helideck is a very valuable offshore structure for the take-off and landing of a helicopter. In order to design a helideck, the design parameters and various loads defined by the regulations related to the design of a helideck should be applied. In this study, a risk analysis was performed based on the helicopter accidents for seven years, and the frequency and possible reasons for accidents involving helidecks were investigated. In addition, a finite element analysis of a steel helideck mounted on the upper deck of a ship (shuttle tanker) was performed with the load that should be considered when designing a helideck. Based on the results, a parametric study of helideck was carried out by applying a variety of design parameters, and an improved helideck design was presented. This improved helideck reduced the steel used by up to 24% compared to the initial helideck design, and the results of a finite element analysis were analyzed and compared with those of the initial analysis.

항공기용 유압 시스템 신뢰도 및 정비도 분석 프로세스 고찰 (A Study on the Reliability and Maintainability Analysis Process for Aircraft Hydraulic System)

  • An aircraft must be designed to minimize system failure rate for obtaining the aircraft safety, because the aircraft system failure causes a fatal accident. The safety of the aircraft system can be predicted by analyzing availability, reliability, and maintainability of the system. In this study, the reliability and the maintainability of the hydraulic system are analysed except the availability, and therefore the reliability and the maintainability analysis process and the results are presented for a helicopter hydraulic system. For prediction of the system reliability, the failure rate model presented in MIL-HDBK-217F is used, and MTBF is calculated by using the Part Stress Analysis Prediction and quality/temperature/environmental factors described in NPRD-95 and MIL-HDBK-338B. The maintainability is predicted by FMECA(Failure Mode, Effect & Criticality Analysis) based on MIL-STD-1629A.

임업 사고 응급대응체계의 개선방안에 관한 연구 (A Study on Improvement of Emergency Medical System for forestry accident)

  • The estimated on-site accident rate in Forestry is relatively high. According to statistics of the accident, in the recent 5 years, from 2014 to 2018, forestry accidents have resulted in 98% of injuries and 87% of fatalities. Especially, there are significant geographical constraints to access to the scene in case of an accident. Even though the capacity of first aid capacity is notably emphasized its importance to minimize the scale of damages, the relevant employees have been educated only basic first aid, which is not considered circumstances or geographic limitations, by Occupation Safety and Health Acts. Therefore, the purpose of this study is to derive a direction for a forest emergency service system to increase forestry workers' survival and prevent secondary injury through securing 'Golden Time.' This study conducts analyzing relevant laws and regulations in domestic and international settings as well as looking at several concerned accident cases. The outcome of analysis presents an issue regarding the implementation of onsite first aid in forestry and existing risk factors depending on the working process. Finally, we suggest two ways to improve the forest emergency service that are 1) an appropriate curriculum and kit for forest first aid; and 2) a system for emergency transfer through sharing information between National Fire Agency (NFA) and emergency medical service center, and emergency and rescue mission using helicopter from NFA and Korea Forest Service.
