Empirical Study on the Performance Analysis and Function of Jindo Coastal Vessel Traffic Service (진도 연안VTS의 성과 분석 및 기능에 관한 실증적 연구)

  • Hebei Spirit Oil Spill that happened in 2007 had prompted the need of revisiting the coastal safety. In response to this, Korea had made an effort to implement VTS in every coastline in the country. There are a lot of theoretical studies on VTS function nowadays, but coastal VTS are less frequently studied. In this paper, performance analysis results and accident prevention activities of Jindo Coastal VTS center were summarized and the Coastal VTS function are investigated. Jindo Coastal VTS covers relatively wide area and various places with various maritime traffic characteristics are the major navigation vessels, which means that it is important to control these vessels. Since the probability of accidents due to human error is relatively high in coastal area due to negligence tendency of crews during coastal area navigation, coastal VTS has to provide sufficient assistance to navigating vessels. Like most harbour VTS, Coastal VTS provides not only main information service, navigational assistance and traffic organization services but also various services related with advanced search-and-rescue assistance, marine national security, maritime crime prevention, oil spill response, traffic services for non-service vessel, and safety supervision for water leisure boats.

A Spatio-Temporal Variation Pattern of Oiling Status Using Spatial Analysis in Mallipo Beach of Korea (공간분석 기법을 이용한 만리포 유분의 시·공간 변동 패턴 분석)

  • Mallipo is a representative beach contaminated by Hebei Spirit oil spill accident in December 2007. This study aims to compare the differences of two seasons (winter and summer) for the spatio-temporal variation patterns of oiling status in the whole area and divided five regions of Mallipo beach. In the whole area, the decreasing rate of average TPH (total petroleum hydrocarbon) in winter was twice greater than summer during four years. According to the spatial variation pattern analysis of oiling status using weighted mean center and weighted standard distance, the oil concentration was clustered on southwestern region in winter, however, the TPH was dispersed in the whole area in summer. Temporal variation pattern of TPH in each of Mallipo's five regions showed that TPH had been consistently decreased in winter, but oil concentration had not been changed in summer since 2009 except the southwestern region. Therefore, in order to evaluate and predict the progress of oiling status, it is needed to analyze the spatio-temporal variation pattern of TPH using spatial analysis after separating data into seasons (e.g., winter and summer). In addition, time series analysis is useful in the regional scales through spatial partitioning rather than the whole beach area for the understanding of temporal variation pattern.

A Faunistic Study of Insects and Arenaceous Insects variation by Oil Spill Accidents of Taeanhaean National Park (태안해안국립공원 곤충상 및 유류오염 사고에 따른 사질성 곤충상 변동에 관한 연구)

  • The study of insect fauna in Taeanhaean National Park in Korea began with the first survey of natural resources in 1996, and then the surveys were conducted seasonally from 2005 to 2014. The surveyed sites were mostly coastal areas, sand dunes, and back grasslands. Insects were collected by sweeping with insect net, suction, pitfall trap, light trap, and Malaise trap. As a result, a total of 1,540 species of 215 families belonging to 17 orders were identified. Lepidoptera was the most populous group at 34.2% and followed by Coleoptera at 28.3%, Hemiptera at 12.7%, Diptera at 8.5%, Hymenoptera at 7.1%, Orthoptera at 4.7%, Odonata at 2.0%, and others. The analysis of change of arenaceous insect fauna before and after the accident by the Hebei Spirit that spilt oil in Taean in December 2007 showed that 45 arenaceous insect species, mostly belonging to Coleoptera, were observed through the whole survey period. The impact of oil spill on the number of arenaceous insect species appearing in the area was minor.

A Study on the Introduction of the ETV for Disaster Prevention - Focusing on the Role of the Korea Coast Guard for the Prevention of Radioactive Waste Accidents and Marine Accidents - (재난 예방을 위한 ETV 도입에 관한 연구 - 방사성폐기물 사고 및 해양사고 예방을 위한 해양경찰의 역할을 중심으로 -)

  • Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.
