The National Health Plan 2030 (HP2030) started to be prepared in 2017 and was completed and announced in December 2020. This study presents an overview of how it was established, the major changes in policies, its purpose, and future directions. This study analyzed the steps taken in the past 4 years to establish HP2030 and reviewed major issues at the international and governmental levels based on an evaluation of HP2020 and its content. HP2030 establishes 6 divisions and 28 topic areas, and it will continue to expand investments in health with a total budget of 2.5 trillion Korean won. It also established goals to enhance health equity for the first time, with the goal of calculating healthy life expectancy in a way that reflects the circumstances of Korea and reducing the gap in income and healthy life expectancy between regions. In the plan stage, the key role of construction clients is to identify intensively controlled hazard and risk reduction plan and to transfer the results. In the design stage, their key role is to select the designer with the capacity in WSH and to assist the designer for the safety design. The main key role of construction clients in the costruction stage is to select the contractor with specialty in WSH including a contract reflecting the WSH requirement and to check implementation of WSH plan, WSH cost, WSH education, and accident report. This paper discussed environmental health policies for the past and coming decade by reviewing the First Comprehensive Environmental Health Plan (2011~2020) and introducing the Second Comprehensive Environmental Health Plan (2021~2030). The major achievement of the First Comprehensive Environmental Health Plan was the establishment of receptor-oriented environmental health policies. However, the main limitations were insufficient policy support for relief and/or recovery from environmental pollution damage and low public awareness of environmental health policies. The Second Comprehensive Environmental Health Plan presents the following major policy tasks: establish an omnidirectional environment health investigation and monitoring system, provide customized environmental health services, improve the environmental health damage relief and recovery system, and promote regional environmental health policies. The Second Plan has a clear distinction from the First Plan in that it expands the field of environmental health from the prevention and management of environmental risk factors to proactive damage response and recovery, which will effectively contribute to alleviating the burden of environmental disease.

The purpose of SAICM (Strategic Approach to International Chemicals Management) is to minimize the health and environmental hazards from the production and the consumption of chemicals by improving the chemicals management capability of developing countries and implementing a system of the risk assessment and the management based on the precautionary principle until 2020. To achieve this purpose, the UN has prescribed the principles, objectives and establishment of an action plan for the chemicals management strategy which must be carried out at international, local, and national levels, and requested the implementation of the Global Plan of Action (GPA) comprising of 273 recommendations in 36 work areas. SAICM is currently based on voluntary participation, but is expected to become the basic framework of international order in relation to chemicals management in the future. This study aims to analyze the practice in the occupational safety and health area relating to implement 273 recommendations of the GPA, and propose complementary measures for the system in order to provide political advices for establishing future plans to manage industrial chemicals. Twenty three areas of total 36 work areas and 161 items of 273 recommendations have relevance to occupational safety and health areas. We have found that, as a national implementation level, 157 of 161 industrial safety and health items are being implemented at a satisfactory level in regard to the implementation of the GPA, while 4 items, including the ratification of the ILO Conventions 170, 174, 184, and support for GHS (Globally Harmonized System of Classification and Labeling of chemicals) implementation of developing countries, require additional complementary measures for the system and operation.
Purpose: This study examined the legal basis related to a physical therapist's home-based rehabilitation. Methods: The policy data were referenced to the comprehensive plan for national health promotion and the guidebook Community Health Promotion Project issued by the Korea Health Promotion Institute and other institutes. The legal data were referenced to the Bill information system on the National Assembly website. Results: The physical therapist's home-based rehabilitation did not have a legal basis in the community-based rehabilitation project (CBR) of the HP 2020 project. On the other hand, according to the Home health care part of the community health promotion project that began in 2013, physical therapists were allowed to play a role from 2020 under Article 16-2 (Public Officials in Exclusive Charge of Visiting Health Management) of the REGIONAL PUBLIC HEALTH ACT. Conclusion: Policies and laws are being developed in the field of healthcare, but the necessary policies and laws in the field of rehabilitation are still insufficient. A bill to rehabilitate in a variety of fields and spaces by modifying the scope of work of physical therapists will be needed.
