Hazardous Air Pollutants Emission Characteristics from Cement Kilns Co-burning Wastes

  • Emission characteristics of air pollutants from three commercially operating cement kilns co-burning waste were investigated. The major heavy metals emitted were mercury (Hg), zinc (Zn), nickel (Ni), chromium (Cr), lead (Pb), cadmium (Cd), and arsenic (As) Removal efficiency of the bag filter was above 98.5% for heavy metals (except Hg), and above 60% for Hg. Higher fractions of heavy metals entering the bag filter were speciated to cement kiln dust. On average, 3.3% of the -heavy metals of medium and low toxicity (Pb, Ni, and Cr) entering the bag filter were released into the atmosphere. Among highly toxic heavy metals, 0.14% of Cd, 0.01% of As, and 40% of Hg entering the bag filter were released into the atmosphere. In passing through the bag filter, the proportion of oxidized Hg in all cases increased. Emission variations of hazardous air pollutants in cement kilns tested were related to raw materials, fuel, waste feed and operating conditions. Volatile organic compounds detected in gas emissions were toluene, acrylonitrile benzene, styrene, 1,3-butadiene, and methylene chloride. Although hazardous air pollutants in emissions from cement kilns co-burning waste were within the existing emission limit, efforts are required to minimize their levels.

  • 한국 경제의 초석인 화학산업의 성장 이면에는 매년 수십여 건의 위험·유해화학물질 화학사고로 막대한 인명 및 환경피해가 발생하고 있다. 화학사고 주요 원인으로 염산, 불산 등과 같은 위험·유해화학물질 취급시설에서 작업자의 부주의, 취급시설의 노후화 등으로 방유벽 내 유·누출 후 대기 확산에 의한 인명 및 환경피해가 발생된 사례를 쉽지 않게 접할 수 있다. 이와 같은 화학사고를 예방하기 위해서 방유벽 내 유입된 위험·유해화학물질의 대기 확산 방지를 위한 방재시스템의 필요성이 제기되어 동일 주제에 대해서 연구하였다. 대기 확산 방지를 위한 방재시스템은 유·누출 감지단계, 경보·측정단계, 억제·차단단계 등 총 4단계로 구성된다. 본 연구에서 제안한 위험·유해화학물질방재시스템을 통해서 대기 확산과 같은 2차 화학사고 예방 체계의 필요성을 제기할 수 있다.

  • 건강영향평가는 개발사업 시행에 따른 사람의 건강에 미치는 영향을 예측하여 건강피해를 최소화하기 위한 목적으로 환경영향평가 내에서 시행되고 있다. 하지만 건강영향평가 시 유해대기오염물질 배출량 산정방법에 대한 일관성 부족으로 건강영향평가 매뉴얼 개선이 필요하나, 아직 개정은 되지 않고 있다. 본 연구는 실제 산업단지 개발 사례 및 기 수행된 건강영향평가를 중심으로 유해대기오염물질 배출량 산정 시 매뉴얼에 제시된 원단위 산정 방법을 다르게 적용한 4가지 사례를 선정하여 각각 배출량을 산정하였다. 각 산정된 배출량을 토대로 CALPUFF 모델을 이용한 확산농도 예측 후, 노출농도를 기준으로 위해성 평가를 시행하였다. 위해성 평가 결과, 배출량 산정 방법별 위해도 수준의 차이가 비교적 크게 나타남에 따라, 배출량 산정시 원단위 적용에 대한 매뉴얼 개선이 필요한 것으로 검토되었다. 또한 배출량 산정 시 근거자료 활용에 대한 일관성, 건강영향평가에 최적화된 배출계수 개발, 현황 조사에 대한 신뢰성 향상이 필요할 것으로 판단된다.

화학물질 운송 화학사고의 통계 특성 분석에 관한 연구 (Statistical Analysis of Chemical Substance Transporting Accidents)

  • 본 연구는 화학물질 운송 화학사고를 대상으로 각 연도별 사고현황, 사고유형, 사고원인 등의 화학사고 특성을 분석하였다. 그 결과 77건의 운송 화학사고 중 74건이 유 누출 유형에 의한 사고였으며, 사고 원인으로는 41건이 교통사고에 의한 화학사고였다. 또한, 사고다발 화학물질 조사에서는 46건의 사고가 유해화학물질에 의한 사고인 것으로 조사되었다. 화학물질 운송 화학사고의 예방 및 대응을 위해서는 화학물질 유 누출과 화학물질의 운송 교통사고에 의한 화학사고에 대한 예방책의 보완이 필요하며, 운송 화학사고가 발생되었을 경우 방재가 시스템적으로 신속히 이루어질 수 있도록 범국가적이고 체계적인 화학물질 운송안전 시스템을 구축하여 화학물질 운송에 적용하는 것이 필요하다.

2011-2019년 식품용 기구 및 용기·포장의 제외국 부적합 정보 분석 (Analysis of Non-compliance of Food Utensils, Containers, and Packages in Foreign Countries During 2011-2019)

  • The foreign trends of noncompliance occurring frequently in food contact materials during the period of 2011-2019 was investigated by analyzing the food safety risk information DB in the National Food Safety Information Service (NFSI). A total of 2,042 cases of noncompliance of food utensils, containers, and packages were classified into 5 violation categories; administrative procedures, manufacturing and processing standards, residues and migration standards, labeling and advertising, and quality standards. This was again subcategorized according to non-compliance causative factors. The non-compliances in residues and migration standards comprised the largest proportion (76.4%) of the violative categories. The number of noncompliance information collected in 2011 was 88 cases and increased to 373 cases in 2019. A 72.8% of the non-compliance case was identified to be products of 4 countries (China 64.2%, Germany 4.0%, Japan 3.2%, and Taiwan 3.1%), those produce large quantities of containers and packaging products. During the period of 2011-2019, the number of illegal use of hazardous materials and illegal recycling of waste synthetic resins has decreased to less than one a year since 2014. On the other hand, after 2016, inconsistency of heat-resisting temperature labeling (Taiwan), non-compliance in paper container's strength standards, violation of printing standards, and the risk of consumer injury while using the products were newly reported due to the strengthening of consumer safety protection regulations. Migration of hazardous substances in synthetic polymer products such as heavy metals, melamine and formaldehyde in melamine tableware, primary aromatic amines which are colorant components in kitchenware such as ladles and spatulas, and phthalate plasticizers have been continuously reported with high frequency.

한국 공군 공중근무자 암 발생 조사 (Cancer Incidence in the Korean Air Force Aircrew)

  • Pilots are exposed to carcinogenic substances like radiation, ozone, exhaust gas from jet engine, and electromagnetic wave, their environment can be very hazardous. I designed this study to know if there is any difference between pilots and general people in cancer incidence. I analyzed cancer cases between 1999 and 2008, and investigated their age, site, aircraft types, and sex. I compared pilot's cancer incidence with general people during same periods. Statistical analysis was performed with standardized incidence ratio (SIR). 10 cases were high performance pilots, 5 cases were low performance pilots. The average age when the diagnosis had been made was $39{\pm}7.8$. Pilot's incidence ratio was lower than people's, the most common cancer was kidney, and there was no lung cancer. Cancer is influenced by gene and environment, each country has different patterns. The low incidence ratio in Korean pilots might be due to "healthy worker effect". I think we should perform further investigation on kidney cancer.

Effect of Spatial Resolutions on the Accuracy to Landslide Susceptibility Mapping

  • The aim of this study is to evaluate the effect of spatial resolutions on the accuracy to landslide susceptibility mapping. For this, landslide locations were identified in the Boun, Korea from interpretation of aerial photographs and field surveys. The topographic, soil, forest, geologic, linearment and land use data were collected, processed and constructed into a spatial database using GIS and remote sensing data. The 15 factors that influence landslide occurrence were extracted and calculated from the spatial database with 5m, 10m, 30m, 100m and 200m spatial resolutions. Landslide hazardous area were analysed and mapped using the landslide-occurrence factors by probability model, likelihood ratio, for the five cases spatial resolutions. The results of the analysis were verified using the landslide location data. In the cases of spatial resolution 5m, 10m and 30m, the verification results was similar, but in the cases of 100m and 200m the results worse than the others. Because the scale of input data was 1:5,000 ? 1:50,000, so the cases of 5m, 10m and 30m have similar accuracy but the cases of 100m and 200m have the lower accuracy. From this, there is an effect of spatial resolutions on accuracy and landslide susceptibility mapping the result is dependent on input map.

환경유해인자로 인한 건강피해 구제제도의 개선방안에 관한 고찰 (A Study on the Improvement of Health Damage Relief Regulation due to Environmental Hazardous Factors)

  • 정부가 시멘트공장 제련소 등 환경오염 취약지역을 대상으로 실시한 주민건강영향조사에서 환경유해인자로 인한 진폐증, 신장손상 등의 건강피해 사례가 나타났다. 그러나 현행 구제관련 법규정이 선언적이어서 구제제도 기반으로는 미흡하여 적정한 구제가 이행되지 못하고 있다. 본 연구는 제도적 관점에서 구제제도를 개선하기 위해 환경유해인자로 인한 건강피해 및 피해구제 사례에 대한 실증적 분석 및 국내 피해구제제도의 문제점 고찰을 통해 구제제도의 개선방향을 제안함을 목적으로 한다. 국내 건강피해 구제제도의 문제점은 첫째, 환경보건법 등 현행 관련법이 구제장치로서의 부족, 둘째, 환경오염피해의 특수성으로 인한 건강피해 분쟁 및 소송상 불법행위 성립요건의 확인과 인과관계 입증의 어려움이다. 제도의 개선방향으로는 첫째, 환경성질환의 개념과 범위규정에 있어 기존 열거방식에 포괄규정 방식을 병용하는 것이다. 둘째, 구제제도에 공법적 성격을 가미함으로써 인과관계의 인정을 용이하게 하고 입증책임부담을 완화하는 것이다. 셋째, 원인자 확인이 어렵거나 구제조치를 기대할 수 없는 경우에는 원인자의 범위를 확장하여 구제의 실효성을 높이는 것이다. 국민의 환경권이 충실히 보장되기 위해서는 본 연구의 제도개선 방향으로 현행 건강피해 구제제도를 개선하는 것이 시급하다.

독성물질 누출 시 대피 속도 차이에 따른 고령자의 상대적 위험도 산정 (Estimation of the Relative Risk of the Elderly with Different Evacuation Velocity in a Toxic Gas Leakage Accident)

  • Leakage accidents in businesses dealing with hazardous chemicals can have a great impact on the workers inside the workplace, as well as residents outside the workplace. In fact, there were cases where hazardous chemicals leaked from many businesses. As a result, the Chemicals Control Act(CCA) was enacted in 2015, the Ministry of Environment introduced an Off-site Risk Assessment(ORA). The purpose of the ORA is to secure safety from the installation of the design of the workplace facilities so that chemical accidents of hazardous chemical handling facilities do not cause human or physical damage outside the workplace. In general, the ORA qualitatively determines where a protected facility is within the scope of the accident scenario. However, elderly who belong to the sensitive group is more sensitive than the general group under the same chemical accident effect, and the extent of the damage is serious. According to data from the Korea National Statistic Office, the number of elderly people is expected to increase steadily. Therefore, a quantitative risk analysis considering the elderly is necessary as a result of a chemical accident. In this study, accident scenarios for 14 locations were set up to perform emergency evacuation due to toxic gas leakage of Cl2(Chlorine) and HF(Hydrogen Fluoride), and the effects of exposure were analyzed based on the evacuation velocity difference of age 20s and 60s. The ALOHA(Areal Locations of Hazardous Atmospheres) program was used to calculate the concentration for assessing the effects. The time of exposure to toxic gas was calculated based on the time it took for the evacuation to run from the start point to the desired point and a methodology was devised that could be applied to the risk calculation. As a result of the study, the relative risk of the elderly, the sensitive group, needs to be determined.

환경부 소관 유해화학물질 취급자의 개인보호장구 착용 기준에 관한 소고 (A Brief Review of Regulations on Personal Protective Equipment for Hazardous Chemical Handlers as Regulated by the Ministry of Environment)

  • Objectives: Personal protective equipment (PPE) is an essential means for protecting workers against hazardous agents or risks that threaten their safety and health. Governmental organizations related to safety and health in the workplace regulate the PPE rules to protect workers and to minimize damage from hazardous agents. This study discussed current PPE rules overseen by the Korea Ministry of Environment and explores future perspectives on the matter. Methods: This study was based on a review of PPE regulations with which every stakeholder should comply in the workplace. Both South Korean regulations enforced by the Ministry of Employment and Labor and the Ministry of Environment and cases from other countries were reviewed. Results: Regulations related to the PPE required for handling chemical substances in the workplace are enforced by the Occupational Safety and Health Act, Enforcement Decree, Enforcement Rules, and Notification of Protective Equipment Certification under the Ministry of Employment and Labor. The Ministry of Environment also regulates the PPE standards for 97 substances requiring preparation for accidents and adjustment of work conditions, but a recent amendment (partially amended on September 30, 2022) loosened some unreasonable or excessive provisions. It requires workers simply to carry or otherwise keep PPE handy instead of wearing it for some tasks in which hazardous chemicals are not handled directly. Conclusions: It is important to regularly review provisions that need to be improved or supplemented to help all stakeholders. Considerations should be also made to build a reasonable regulatory system that can induce more mature safety management in each workplace.
