A Comparative Legal Study of Germany, the United Kingdom, Japan and Korea for the Regulations on Special Management Materials (우리나라 산업안전보건법상 특별관리물질 규정에 대한 독일, 영국 및 일본과의 비교법적 고찰)

  • Objectives: This study was conducted in order to evaluate the limitations of the regulations on the safety and health standards for special management materials(SMM) under the Industrial Safety and Health Act in Korea. Methods: Hazardous chemicals management systems in Germany(Hazardous Substances Ordinance), the UK(Control of Substances Hazardous to Health Regulations), Japan(Ordinance on Prevention of Hazards due to Specified Chemical Substances) and Korea(Regulation of Occupational Safety and Health Standards, ROSHS) were investigated and compared in terms of 14 items. Results: Among the 14 items, we eventually found seven items which should be amended: 1) definition and scope, 2) general duties clause, 3) principles of management, 4) preventive measures, 5) control measures, 6) risk assessment, and 7) record keeping. The principal limitations of Korean regulations in comparison with those of other countries were that there were no preventive measures such as substitution, and no principles of good practices for the control of exposure to SMM. In terms of control measures, there were no regulations on suitable workplace design, reducing the number of exposed workers, reducing the level and duration of exposure, and reducing the quantity of hazardous substances in ROSHS. Conclusions: Based on the results of this study, ROSHS should be complemented with preventive measures and the principles of management related to SMM. According to the suggestions, an employer who deals with SMM should preferably consider the possibility of substitution and perform substitution so far as is reasonably practicable.

Process and Results of Seoul Metropolitan Government's Environmental Health Policy Road Map (서울시 환경보건정책 로드맵 수립)

  • Objectives: The purpose of this study is to introduce the establishment process and results of the Seoul Metropolitan Government's road map on environmental health policy. Methods: The process consisted of expert group meetings, civic participation, research, and questionnaire survey for priority environmental health policy agenda items in Seoul. Results: The announced vision for the environmental health policy was "a healthy environment, safety in Seoul". This policy was established in order to define environment health policy initiatives for a period of five years with an aim to protect Seoul citizens' health from hazardous environmental factors. The resulting Seoul environmental health policy consisted of four areas and 16 key agenda items. The four areas were "Protection for children against hazardous materials", "Enhancement of health and safety of all", "Carcinogen-free and endocrine-disrupting chemical-free Seoul (reducing environmental exposure to hazardous materials), and "Establish the foundation of environmental health policy". Sixteen key agenda items include the enhancement of management of spaces for children, certification of environmental health status at schools, establishment of a unit responsible for the environmental health of children, strengthening environmental health management for susceptible populations (children, the aged, and the socioeconomically vulnerable), management of hazardous materials, physical hazardous factors (noise, radiation, etc.), indoor air quality, and the enhancement of monitoring, research, and regulation of environment health. Conclusion: The Seoul Metropolitan Government established an environmental health policy road map for a five-year period (2013-2017). To implement this environmental health policy, budget allocation, and detailed execution plans are required.

Studies on the Applications of PSL, TL and ESR Methods for the Detection of Dried Fruits and Mushrooms (PSL, TL 및 ESR 분석에 의한 건조과일류 및 버섯류에 대한 검지 특성 연구)

  • In this study, we investigated the applicability of the photostimulated luminescence (PSL), thermoluminescence (TL) and electron spin resonance (ESR) methods for various foods. The analysed samples consist of 11 items including dried fruits (6 items) and mushrooms (5 items). To compare between non-irradiated and irradiated food, all samples were irradiated with $^{60}Co$ gamma-ray source. In PSL study, the photon counts of all the unirradiated sample were identified negative (lower than 700). The photon counts irradiated (1, 5, 10 kGy) dried date-palm, dried jujube and mushrooms (Auricularia auricula, Phellinus linteus and Sarcodon aspratus) showed positive (higher than 5,000) and the results for the other samples were negative or intermediate (>700 and >5,000). In TL analysis most of items can be applicable to detect irradiated foods because of showing TL ratio above 0.1. The glow curves by TL method were estimated in the range of $150{\sim}250^{\circ}C$ in irradiated samples. In ESR measurements, the intensity of ESR signal (single-line) increased as the dose of irradiation increased. In particular, the specific ESR signals of irradiation-induced radical were detected in dried papaya, dried date-palm, dried banana, dried pineapple and S. aspratus. According to the results, PSL, TL and ESR methods were successfully applied to detect the irradiated foods. It is concluded that PSL, TL and ESR methods are suitable for detection of irradiated samples and a combined method is recommendable for enhancing the reliability of detection results.

Development of Hazardous Materials Management Standard for Decoction Type of Personalized Herbal Medicine

  • Objectives: This study was conducted to development of hazardous materials management standards for the decoction type of personalized herbal medicines (PHMs). Methods: This study was conducted in two stages. We searched documents about criteria to use words such as 'Herb', 'Herbal medicine', and 'Botanical Drug' and summarized the results. We organized the committee consisted of seven experts, and held two meetings to reach an agreement on hazardous management standards of the decoction type of PHMs. Results: The seven documents were presented in the literature review and six items related to hazardous management standards of decoction were identified. The second expert meeting brought that a total of six items, including heavy metal, pesticide residues, sulfur dioxide, benzopyrene, mycotoxin, and micro-organism limits, were selected for safety management of decoction type of PHMs. Also, the criteria and test methods for each standard were suggested for monitoring the decoction type of PHMs. Conclusion: The study suggested hazardous material management standards and criteria for the decoction types of PHMs. In the future, it would be necessary to conduct a pilot test to ensure the validity and credibility of the safety management standard and criteria. Furthermore, the government level safety management system should be introduced to verify the safety of decoction medicines.

A Study on Developing Safety and Health Information Database of Pesticide Ingredients Used in Korea (국내 유통되는 농약 유효성분에 대한 안전보건정보 데이터베이스 구축)

  • In this study, we have developed the database of safety and health information for pesticide active ingredients used in Korea. There were 1,283 pesticide items among which 296 were found to be out of use in current. A total of 349 pesticide ingredients were being used in Korea. The database consists of 32 types of information including chemical characteristics, acute toxicity, chronic toxicity (carcinogenic and reproductive toxicity), specific symptoms by exposure route and first aid. When pesticide ingredients were assessed in terms of key properties such as color, odor, acute toxicity, carcinogenic and reproductive toxicity, they were white, colorless and odorless, in general. When ingredients were classified by category of acute toxicity, 'Non-hazardous' represented 29%, followed by 'Slightly hazardous' at 16%, 'Moderately hazardous' at 14%, 'Highly hazardous' at 5%, and 'Extremely hazardous' at 2%. 85 out of 349, or 24% of ingredients were found to be possibly carcinogenic to human. This database is expected to provide an easy access for farmers, agriculture supervisors, researchers and consumers, and it can ultimately be used as basic data on farmer's safety and health.

  • Recently there is increasing the flow of hazardous chemical substances caused by industrial waste waters into a main river. It is needed to make the high treatment in drinking water treatment plants for reducing a health risk. Therefore, the monitoring of trace hazardous chemical substances by the industrial waste water inflow is available increasing economical efficiency of river management as well as reduction of risk. In this study, the most important substance among numerical and quantitative trace hazardous chemicals is Hexachlorobutadiene in an effluent of industrial wastes. However all items of GroupII which was included with semiconductor, electricity/electron and metal assemble was not detected. It means that we must consider the characteristics and behavior of load pollutants to water resources to select monitoring items. That was called 'preparatory monitoring'. We can reduce an economical consumption as well as risks from these pollutants using the preparatory monitoring.

Safety of Drinking Water in Korea (국내 음용수의 안전성)

  • The present standard of drinking water quality is not reached to the guidelines of WHO and US EPA recommended. The appraisal of safety is not appropriate by the results of intermittent and limitted analysis. 45 items of drinking water quality are regulated in the Korean standard and 9 items for inspection designated by Seoul City. This report is the results of analysis of the water quality in the water stations of Seoul which are concerned with the items of Korean water quality standard and the priolity pollutnats recommended by WHO. In the results, 45 items of water quality, and the priolity pollutants were not exceeded to the standard and criteria, while DDT, heptachlor-epoxide, THMs, benzo(a)pyrene, Ba, Al, Gross beta, $^{226}$Ra, $^{90}$Sr were detected, the levels were not exceeded to the WHO guidelines. In ordes to evalute the safety of drinking water quality, besides of the existed items of standard, new hazardouse pollutants should be considered monitored continenously. For the regulation of hazardous pollutants, it may be introduced from the risk assessment. According to the relevant assessment, the acceptable risk of pollutants estimated could be applied to set the water quality standard or recommendations or quidelines as well as the number of monitoring.

  • This study was performed to establish new methods for hazardous substances and to develop an analytical method in specified wastes for preventing the environmental pollution caused by hazardous wastes. Therefore, the trends of international management, regulatory criteria, and items of hazardous wastes in various countries were investigated. Based on this study, target priority of new hazardous substances in specified wastes was established. An analytical method was developed using the waste standard reference materials of sludge, oil, bottom ash, etc., which contain the new hazardous substances (Ba, Be, Cr(VI), F, Ni, Sb, Se, and V). A total of 37 waste samples from the representative facilities, which are emitting new hazardous substances, were analyzed.

Selection of Herbal Medicines Requiring Quality Control for Loss on Drying, Total Ash, and Acid-insoluble Ash in Korea

  • The quality inspections items such as loss on drying, total ash, and acid-insoluble ash contents in herbal medicines, have a correlation with external sources of pollution, but are not themselves hazardous factors. Z-scores for standard normal distribution were used to investigate herbal medicines requiring quality control, which exceeds the regulatory limits of quality inspection. In total, 7,773 samples were analyzed based on plant parts. For the loss on drying, the numbers of items of herbal medicines requiring quality control are like these; 15 items for above-ground parts and 5 items for underground parts. For the total ash, 21 items for above-ground parts and 4 items for underground parts. For the acid-insoluble ash, 8 items for above-ground parts and 1 item for underground parts.

A Study on Passengers' Safety Awareness Regarding Items Carried on Board Aircraft

  • The purpose of this study is to determine whether passengers can accurately judge whether or not items can be brought on board an aircraft. And it aims to identify differences in perceived risk depending on the type of product and confirm whether this has an effect on the judgment of possibility of import. The number of cases of prohibited items being carried on board exceeded 800,000 as of October 2023, and according to Korea Airports Corporation, the number of cases of prohibited items being carried on board increased by 19.5% from a year ago to 802,578 due to the early recovery in demand for international flights. The airport authority said that if this trend continues, the number of cases detected this year is expected to reach one million. In order to determine whether passengers' judgments about carry-on items are related to the risk level of the items, a study was conducted on approximately 179 members of the public, dividing them into awareness, experience, perception, and risk level of carry-on times. The collected data was statistically processed through data coding and cleaning processes, and then analyzed using the SPSS v. 25.0 statistical package program.
