Development of Modular HNS Accident Scenarios (모듈형 HNS 사고 시나리오 개발)

  • Current scenarios for marine spill accidents were developed based on probable maximum spill accidents. However,, accidents of similar scale to maximum spill accidents are virtually non-existent, and training or deployment of response equipment based on these scenarios can be cost prohibitive. Current scenarios require realism for practical use and need to be designed for purpose of use. In this study we developed scenarios that may replace current scenarios by using the HNS accident standard codes based on past accident cases. Scenarios were developed by modularizing the HNS accident standard code, that is classified into three scenarios: Maximum Frequency Scenario, Maximum Damage Scenario, and Maximum Vulnerability Scenario. The situation of an accident presented in each scenario developed in this process is much like a real accident, and therefore, it is has practical application.

Development of Response Scenario for a Simulated HNS Spill Incident (위험유해물질 유출사고 대응을 위한 가상시나리오 개발)

  • In response to possible HNS (Hazardous and Noxious Substance) spill accident, HNS spill accident scenario and response scenario were developed. The accident area listed in scenarios is the coastal area of Busan, and scenario for possible accident in the designated area and strategies to respond the accident were developed, respectively. The scenario for accident was developed by designating HNS spill according to risk evaluation of HNS and analysis of HNS spill probability along the coastal area of Busan, and then estimating possible and potential impact from the accident. The scenario for response has been suggested as a systematical responding operations in order to effectively reduce the estimated impact from the accident. The possible HNS spill accident on the seas around Busan, has been designated by the spillage of 1,000ton of xylene due to collision accident in Gamcheon Port, and the possible impacts occurred by the accident has been simulated with the help of the atmospheric and oceanic dispersion model of xylene. In the responding scenario for the accident, a phased strategies regarding emergency rescue of peoples, protection and recovery of xylene, protective measures for the responders, and post management of the accident have been suggested.

  • HNS, including crude oil and products, shipments have increased. The risk analysis of HNS has assumed the importance, especially in maritime transportation area. There are various forms and kinds of HNS and the consequences of an accident are serious. In order to provide practical measures for preventing accidents, this study analyses the potential risks of HNS on maritime transportation accidents at domestic sea by using Event Tree Analysis. This study carries out risk assessment with F-N curve and risk matrix focusing on liquid cargo carriers (Oil and Products Tanker, Chemical Tanker, LPG/LNG Tanker, etc.). Explosion and sinking, suffocation indicate high consequence when on collision represent high probability. Improving human errors should be the main factor to mitigate risk on human lives.

Conceptual Design of Mechanical System for Recovery of Seabed-Deposited Hazardous and Noxious Substances Based on Performance Requirements (해저침적 HNS 회수용 기계장치의 성능요건 기반 개념설계)

  • Hazardous and noxious substances (HNS) may cause maritime incidents during marine transportation, which are liable to lead to a large amount of spillage or discharge into the sea. The damage to the marine environment caused by the HNS spill or discharge is known to be much greater than the damage caused by oil spill. Particularly dangerous is HNS, which is deposited or buried in the seabed, as it can damage the organisms that live on, in, and near the bottom of the sea, the so-called "benthos," forming the benthic ecosystem. Therefore, it is vital that the HNS deposited on the seabed be recovered. In order to do so, procedures and equipment are required for accurate detection, stabilization treatment, and recovery of HNS in subsea sediment. Thus, when developing a mechanical recovery system, the performance requirements should be selected using performance indices, and the conceptual design of the mechanical recovery system should be based on performance requirements decided upon and selected in advance. Therefore, this study was conducted to arrive at a conceptual design for a mechanical recovery system for the recovery of HNS deposited on the seabed. In the design of the system, based on the fundamental scenario, the method of suction foundation with the function of self enclosing was adopted for recovering the HNS sediment in the subsea sediment. The mechanical recovery system comprises the suction foundation, pollution prevention, a pump system, control system, monitoring device, location information device, transfer device, and tanks. This conceptual design is expected to be reflected and used in the basic design of the components and shapes of the mechanical recovery system.

자율운항선박의 해상화학사고 대응을 위한 화학사고가지분석(CATA)모델 기초연구

  • 자율운항선박은 사람이 없다는 전제를 두고 개발되고 있지만, 완벽한 자율운항이 되기까지는 많은 시간이 필요할 것이다. 이러한 경우, 발생 가능한 모든 경우의 수를 고려하여 시나리오를 구축하는 것이 중요한데, 자율운항 선박에 대한 사고는 아직 발생한 바가 없기 때문에 시나리오를 구축하는 것은 어렵다. 이에, 본 연구에서는 기존 조사된 해양사고 사고·사례를 통해 아직 발생한적 없지만 발생가능 확률이 높다고 생각되는 사고 시나리오를 구축하여야 한다. 이러한 시나리오가 있다면 자율운항선박 사이의 사고 등을 확률적으로 추정할 수 있다. 한편, 해양사고의 종류는 다양하나, 본 연구에서는 위험유해물질(HNS)을 적재된 자율운항선박으로 제한하며, 최종 목표는 자율운항의 기초 단계로, 무인화 선박에서 발생 가능한 사고경로를 예측하여 화학 사고를 예방하는 것이다. 본 연구의 목적으로는 기존의 해상 화학사고 원인을 분석하여 ETA기법을 적용한 자율운항 선박에서 발생 가능한 사고 시나리오를 구축하는 것이다. 연구방법으로는 자율운항 시 발생할 수 있는 가상경로를 화학반응식으로 식별하고, ETA기법을 이용하여 화학사고가지분석(CATA, Chemical Accident Tree Analysis)모델을 구축할 예정이다.

Experimental Performance Validation of an Unmanned Surface Vessel System for Wide-Area Sensing and Monitoring of Hazardous and Noxious Substances (HNS 광역 탐지 및 모니터링을 위한 부유식 무인이동체 시스템의 실험적 성능 검증)

  • In this study, we address the development of a floating platform system based on a unmanned surface vessel for wide-area sensing and monitoring of hazardous and noxious substances (HNSs). For long endurance, a movable floating platform with no mooring lines was used and modified for HNS sensing and monitoring. The floating platform was equipped with various sensors such as optical and thermal imaging cameras, marine radar, and sensors for detecting HNSs in water and air. Additionally, for experiment validation in real outdoor environments, a portable gas-exposure system (PGS) was built and installed on the monitoring system. The software for carrying out the mission was integrated with the Robot Operating System (ROS) framework. The practical feasibility of the developed system was verified through experimental tests conducted in inland water and real-sea environments.
