기존 스케일러빌러티(scalability) 동영상 부호화 알고리듬 의 문제점을 개선하기 위하여 본 논문에서는 다중 레퍼런스 프레임 방법을 기저 계층(base layer)과 확장 계층(enhancement layer)의 움직임 보상시 사용하여, 부호화 효율 및 드리프트 현상을 현저히 감소시키는 효과를 가져온다. 전산 모의 실험을 통하여 제안 알고리듬은 기존의 H.263+ 알고리듬에 비해 스케일러빌러티 모드를 작동하였을 때와 작동하지 않았을 경우 모두에 대해 더 나은 부호화 효율을 보여 주고, 이전 레퍼런스 확장 계층이 네트웍 사정으로 전송되지 않았을 경우에도 제안하는 알고리듬은 거의 화질의 손실이 없이 복원할 수 있음을 보여준다.

영상의 전송에 있어서 단일 채널인 경우 지금까지 많은 연구가 진행되어왔다. 그러나 다채널의 영상을 전송 할 경우에, 여러 채널을 하나로 묶어서 전송하게 되는데. 이 방법에 대한 논의는 그리 활발하지 못하였다. 우리는 이 연구를 통해서 다채널의 영상을 하나로 묶어서 전송하는 시스템과 수신하는 시스템을 설계하고 구현하였다. 이번 연구의 최종 목표는 H.263인코더$^{[1][2]}$ 를 사용하고 마이크로소프트 다이렉트쇼(Directshow$^{TM}$)기술을 이용하여 4 채널의 감시카메라 시스템을 구현하는 것이다.

Pasture establishment techniques successfully employed in the alpine region of Korea are outlined. The subsequent management of the mixed grass/legume pasture to maintain a high producing sward is also described. Relevant overseas literature has been reviewed and related to the methods in use at the ROK/NZ Beef Farming Research and Demonstration Project in the alpine region of Kangweon-do.

Advances in non-sulfur-containing phosphors from low-temperature synthesis of thin-films suitable for glass substrates are discussed. The effects of preparation process on the properties of a variety of rare-earth-doped oxide hosts are reviewed. Cathodoluminescent characteristics have been studied to determine the usefulness of oxide thin-film phosphors in field emission displays.

In this paper, we propose a new construction algorithm for the reversible variable-length code (RVLC) using a simplified average length function of the optimal Huffman code. RVLC is introduced as one of the error resilience tools in H.263+ and MPEG-4 owing to its error-correcting capability. The proposed algorithm demonstrates an improved performance in terms of the average codeword length over the existing HVLC algorithms.

The path of a flapping airfoil during upstroke and down-stroke is optimized for maximum thrust and propulsive efficiency. The periodic flapping motion in combined pitch and plunge is described using Non-Uniform B-Splines(NURBS). A gradient based algorithm is employed for optimization of the NURBS parameters. Unsteady, low speed laminar flows are computed using a Navier-Stokes solver in a parallel computing environment based on domain decomposition. It is shown that the thrust generation is significantly improved in comparison to the sinusoidal flapping motion. For a high thrust generation, the airfoil stays at a high effective angle of attack for short durations.

A winding machine to fabricate the double pancake coils was manufactured. A race-track type double pancake coil using high temperature superconductor (HTS) tape was prepared and I-V and I-H characteristic curves were obtained at the atmosphere of liquid nitrogen. The winding method to make the double pancake coil and its properties is discussed.

Numerical simulations based on the smoothed particle hydrodynamics (SPH) is performed to investigate the dynamical properties of barred galaxies that have nuclear rings. The nuclear ring morphology depends on the relative strength of bar potentials. Nuclear rings form between the two ILRs and align perpendicular to the bars unless the bar potentials are strong enough to allow the x1 orbits near the ILRs. Shock dissipation plays a critical role in the formation of nuclear rings.
