A Study on the Efficiency Analysis of Korean Container Terminal - Focus on Busan Port, Gwangyang Port - (우리나라 컨테이너터미널 효율성 분석에 관한 연구 - 부산항, 광양항을 중심으로 -)

  • This paper presented a approach to the measurement of efficiency in container terminals in Korea. To perform this objective, it used Data envelopment analysis(DEA) which has particular applicability in the service sector. DEA as mathematical programming techniques enables relative efficiency ratings to be derived within a set of analysed units. So this paper investigated the efficiency employing DEA-CCR and DEA-BCC Model on data for 15 container terminals from 1998 through 2005. Results of this paper, suggested to some plan for operation strategy in Container terminals.

The Decision Criteria on the Transshipment Container Ports (컨테이너항만의 환적항 결정요인 분석)

  • Korea has been doing a two-port system as a main port development policy and developing the port of Busan and Gwangyang as the transshipment hubs in the northeast Asia. However, the growth rate of the transshipment container volume of the Gwangyang port in 2007 was sharply dropping more than 31.4%. The reasons why reduced the growth rate of transshipment cargo were from the port development in north China and the direct callings of ships. Therefore, it is time to evaluate the transshipment hub port policy of Korea. This study would recognize the decision criteria of shipping companies as customers for the transshipment hub in the northeast Asia by the AHP methodology based on Lirn et al. (2004). It has been known the costs of shipping companies and port location as the main first tier criteria for transshipment ports, and container handling charges, closeness to the main navigation route, carriers' strategy, and nearness to the feeder ports as the important second tier factors. Finally, the domestic terminal operating companies would focus on only a few attributes including the terminal cost factor, but the international shipping companies would be considering more several factors than they do. Therefore, the transshipment port strategy should be enriched in the near future.

  • Competition between international Hub ports has been more and more intense. In order to invigorate itself, Gwang-Yang port has been making multilateral efforts. However, it has not still reached 300Millions TEU which is the standard to be permitted as a self-reliance Hub port. Therefore, a functional modification of berth should be considered. This study suggests to transform container berths to general berths. This article is focused on reserve berth mode of Gwang Yang hub port and selected three kinds of berths as alternative subjects of the study: general berth, exclusive berth, and multipurpose berth. This research has conducted that The subjects of the survey were in relation with Logistics as professional mutually group about Gwang-Yang hub port. The measurements of this survey were measure section and factor. Also, Fuzzy AHP(Analytic Hierarchy Process) was applied to the survey. According to the result, by measuring weight values of alternatives, the best favored one was multipurpose berth expect stability (32.6%), Exclusive berth was graded the most among the alternatives. Also, based on total weight value, the order of priority is as follows: multipurpose berth(38.2%), exclusive port(33.7%), general berth(28.1%).

Evaluation Factor and Enhancement of Gwangyang International Port's Competitiveness (광양항의 경쟁력 평가요인과 강화전략)

  • This study aims to evaluate the factors which affect the competitiveness of Gwangyang port, and to suggest strategies for the enhancement of its competitiveness by priority. This study inquires both 5 key rating factors: port location, port operations management, port costs, port facilities, and hinterland conditions and the priority of 14 detailed assessments through AHP method. First, the importances of main evaluation items for port competitiveness are analysed in the following orders: port location, port facilities, port costs, port operations, hinterland conditions. Second, the comprehensive importances based on the detailed evaluation properties complex weighting are identified in the following orders: connectivity with hinterland, accessibility of international harbor, incentives, the area of terminal, expertise and skills of port operations personnel, container throughput, and scale berths. Third, the strategies referring to the port location like centrality, transit, and merit on use should be actively conducted for the promotions of Gwangyang port's competitiveness, according to its international port competitiveness analysis. This study will provide both academic and policy implications with its related scholars, government, and research institutions. In addition, this will be contributed to formulating a basic theory for port competitiveness evaluation and providing a basic framework of evaluation analysis.

  • Many changes lie ahead for Korea both domestically and internationally including opening of Busan New Port, more active Gwangyang Port as well as rapid growth of Shanghai Port and enhanced services and productivity at Shenzen Port. Compared to newer ports, Busan Port possesses old equipment and facilities. Therefore, in order for Busan Port to maintain its service level and remain competitive and productive, it needs to undergo remodeling to enhance productivity. Such remodeling activities should be implemented on a continual basis by developing and applying new technologies such as those for gate system, berth system, yard system, and IT system Therefore, this study is conducted the introduction. of remodeling concept, the status of Busan Port, and the technical review of remodeling.

  • Today's individual firms no longer compete as solely autonomous entities, but rather as supply chain. As such the competitive position of a port is not only determined by its internal strengths but also it is also affected by its links in a global supply chin. In other words, port competitiveness is becoming increasingly dependent on external coordination and control of the whole supply chain. The main purpose of this paper is to examine how a port embeds itself into supply chain in order to strengthen its competitive position by focusing on Dubai port case. This paper found that Dubai port used three phases-insertion, integration and dominance-as a strategies for how it can embedded into global supply chain successfully. Dubai's global supply chain strategies give some implications for the further development of the Port of Gwangyang. First, the Port of Gwangyang should fully utilize symbiotic relationship with Gwangyang free Economic Zone. Second, the integration between Korea Container Terminal Authority and GYFEZ can be recommended for fast decision-making and providing a one-stop-service. Finally, Gwangyang should pursue an aggressive supply chain strategy, aims at dominance in the regional port network through port alliance with small and medium ports in neighboring area.

  • Currently, ITs(Information Technologies} performances have been recognized as an essential tool for terminal operations. However, there have been little research that analyze level of ITs performance on port operation. Thus, the aim of this research is to analyze current level of ITs performance of major container terminals in Busan and Gwangyang. To achieve this objective, we developed HFP-based index that improve pervious indicator for evaluation of ITs performance. And then, level of ITs performance of four major container terminals were measured by the collected data through face to face interviews. Finally, through this analysis, some findings including weaknesses of ITs performance and implications were discussed.

A Comparative Analysis of Terminal Efficiency in Northeast Asia Container Ports (동북아시아 주요 컨테이너항만의 효율성 비교연구)

  • The purpose of this study is to suggest a major strategy to become effective for each port in Northeast Asia by analyzing the relative efficiency of each port to determine the current level of efficiency, efficient harbors plan. Individual port of the major 16 ports in Northeast Asia was analysed targeting efficiency and relative efficiency. In this study, DEA technique was used. Of the DEA model, CCR (constant returns to scale) models and BCC (variable return to scale) model was applied to analyze the efficiency and effectiveness of the port. Then the efficiency measured through CCR model is again compared with the efficiency measured by the BCC model. In this way, the empirical analysis includes the input factors of the operating ports such as the number of berths, wharf, depth, total area of the pier, C / C numbers and output elements includes the container throughput. The results of the study show that most of the ports in China is efficient whereas those in Korea and Japan are relatively inefficient. There are some pairs of ports which has the similar input factors, like Busan port and Shanghai port, Lianyungang port and Incheon port, Dalian port and Gwangyang port, but the container throughput of them has a huge difference.

A Study on Productivity and Efficiency Comparative Analysis of Container Terminal (국내 항만배후단지 효율성 및 생산성 비교 분석)

  • Port distripark can activate more functions. It is adjacent to a port. However, domestic port distripark is still limited to support port because of the shortage of infrastructure facilities, government policy, and investment. Therefore, this study tried to investigate the operation status of domestic port distripark and derive policy implications by conducting DEA analysis and productivity analysis based on internal data of each port distripark. As a result of Data Envelopment analysis, it was found that the west port distripark of Gwangwang and the northern port distripark of Incheon were efficient in the warehouse industry while the northern port distripark of Incheon and the Ulsan 1 port distripark were efficient in the manufacturing industry. In addition, in the case of foreign investment productivity, the west side port distripark of Gwangyang and the stage 1 port distripark of Pyeongtaek Dangjin were found to be higher than the others. In the case of facility investment productivity, the port distripark on the west side of Gwangyang and the north side of Incheon had the highest productivity. Lastly, in the case of labor productivity, the north side of Incheon and Busan ungdong port distripark showed the highest productivity. These results imply that it is important to review handling item when picking up enterprises in the port distripark for enhancing efficiency, foreign investment, and facility investment. The number of employees is not directly affecting the productivity improvement.
