Korea Coast Guard's Human Biological Materials Storage Project for Identifying Bodies Recovered from the Sea: A Model Suggestion (해양변사자 신원확인을 위한 해양경찰의 인체유래물 보관사업 모델제시)

  • The ocean is a harsh environment and Korea Coast Guard officers often face the threat of death or going missing in the line of duty. In order to promptly identify unknown bodies during mishaps, Korea Coast Guard Research Center has established an identification system using the DNA of its officers. This collected DNA can also be entombed in National Cemeteries when the remains are not recovered. The storage, disposal and quality control of the materials are overseen by the Governing Committee according to the Enforcement Rules for the Human Biological Materials Storage Project for the Identification of Officers Killed or Gone Missing in Action. Approximately 700 bodies are found per year along the Korean coast. An alternative method should be put in place for when identification through fingerprints and teeth are not applicable due to severe decomposition or partial recovery. We believe it would greatly contribute to helping identify the unknown bodies if the storage project could expand its data to include marine industry workers, relevant researchers and those involved in marine leisure activities.

  • The objective of this study is to present the academic implications and developmental direction of the police assigned for special guard system through big data analysis on the objective and macroscopic viewpoint of the media. As research method, this study conducted the analysis on 'police assigned for special guard' and the analysis of related words that would visualize the keywords highly related to keyword trend and news. Also, after dividing the period into the 1990s, 2000s, and 2010s, the number of relevant articles in each period was drawn for understanding the flow. In the results of this study, the perception of media report of police assigned for special guard was about the recruitment of police assigned for special guard, and relevant events/accidents, which showed the coexistence of positive interest in the recruitment of police assigned for special guard and negative image of events/accidents related to police assigned for special guard. As a result, however, the necessity and demand for police assigned for special guard are increasing. Thus, the police assigned for special guard should be engaged in work after carefully thinking of its role in charge of ethical responsibility and safety as an axis for maintaining the national safety and social order.

  • Quantitative rise and qualitative seriousness in crime have limitation to preventing crime just with public police security. Ultimately, in order for private security guard to fulfill the duty of preventing crime, its members' excellent quality and ability need to be preceded. This change in the environment of crime prevention came to demand professionalism in the security field. Furthermore, it became an opportunity of being emerged the necessity of specialist qualification. For this, first, there is a need of reinforcing the public confidence of the security guard association, and of vitalizing a certificate of qualification. Second, qualification functions as linking education and labor market. Thus, many qualification acquisitors need to strengthen direction that the security guard company can reflect and utilize this. Third, there is a need of positively supplementing the result of utilizing qualification or the insufficient management system so that the private security guard qualification system can be recognized as the qualification system of being authorized by the country.

  • Currently, the security operations in nation's key foundations in Korea are performed by private police and special security guard in accordance with the Private Police Act and Security Business Act, respectively. In 1960s, The Korean Government introduced the private police system in terms of the national security issues, but it was just a hurriedly-set plan on the basis of Japanese Sunsa system as by that time there was no such system revitalized. However, the special security guards could offer wider range of security services including those of the private police with the enactment and revision of the Security Business Act 1976 and April 2001, respectively. Moreover, the expectations and interests rose over the special security guards in nation's key foundations after 9.11Terror Event in the U. S. 2001. However, as we investigated the current education/training system for the special security guard, we found that such education/training which is not activating the specialty of special security guard will not respond to the social demands. Special security guard owns its own characteristics other than those of general security guard as they are in service in nation's key foundations. Thus, the effcient management and training for the special security guard is the most important matter for the safety and security of nation's key foundations. Therefore, the well-educated special security guard through the reorganized and specialized education/training for the protection of nation's key foundations is expected to offer qualitatively improved security services.

  • Recently, Guard lamp was divided from electric facilities for general use as dangerous zone of safety management. This paper presents a remote inspection system of guard lamp that can monitor electrical safety factor. Especially, the developed system adopts the measurement algorithm for detecting resistive leakage current($I_{gr}$) flowing based on the phase difference checkable for sensing at a monitor. Also, It was fabricated the repeater for data transmission and the MMI program At this system, we made experiment on stability of resistive leakage current to verify phase comparison detecting algorism.

  • The system of civil security service is analyzed and reviewed in order to induce it to maritime security domain. A system of civil maritime guarder who provides security service and cooperates with coast guard at sea is proposed. It is expected not only that some expecters on the field of maritime security service are built up but that the Qualities of security services are improved in considering characteristics of sea control and coast guard.

  • In this paper, we analyzed the adjacent channel interference of the LTE band 40 defined by 3GPP on the WLAN system based on the Monte-Carlo method, and found the guard band required for compatibility between the two systems. This study have a difference compared to the previous studies about cell radius was determined using Extended Hata Model considering practical environment, interference protection distance related to guard band, and the spectrum emission mask improvement effect for minimizing the interference. Simulation results, for no channel interference compatibility of LTE and WLAN for mobile satellite wireless package system, we can find the need 15MHz guard band at specified spectrum emission mask and 10MHz guard band at assumed spectrum emission mask.

  • We analyze a voice/data integrated traffic model of the cellular mobile communication system with hybrid guard channels for voice and handoff calls. In a multi-service integrated wireless environment, quality of service guarantee is crucial for smooth transportation of real time information. Real time voice traffic requires a guaranteed upper bounded on both delay and packet error rate, whereas data traffic does not. Voice traffic has high transmission priority over data packets. Thus one of the important problems is the design of admission control schemes which can efficiently accommodate the differential quality of service requirements. In this paper, a hybrid guard channel scheme is considered in which arriving calls are assigned channels as long as the number of busy channels in the cell is below a predetermined first threshold. When the number of busy channels reaches the first threshold, new originating data calls are queued in the infinite data buffer. Then reaches second threshold, only handoff calls are assigned the remaining channels and new originating voice calls are blocked. We evaluate the system by a two-dimensional Markov chain approach and generating function method and obtain performance measures included blocking probability and forced termination probability.
